REGULAR MEETING OF THE COUNCIL 00 THE CITY 00 ALAMEDA
HELD TUESDAY EVENING, AUGUST 1, 1961

The meeting convened at 7:30 o'clock p.m. with President Collischonn presiding. The Pledge of
Allegiance was led by Councilman Godfrey and was followed by an inspiring Invocation delivered by The
Reverend E. Glen Paden, Pastor, Central Baptist Church.
ROLL CALL:
The roll was called and Councilmen Dungan, Godfrey, McCall, Schacht and President Collischonn,
(5), were noted present. Absent: None.

1, The minutes of the regular meeting held July 18, 1961, were approved as transcribed.
WRITTEN C9MMUNICATIONS:..
2:1 From Alameda Park Street Development, Inc., signed by r. Russell J. Franck, President, commending
the Council for its action in establishihig a Redevelopment Agency and indicating its full support
toward the revitalization of the Park Street area.
Theicommunication was noted, ordered acknowledged and referred to the file on the subject.
From Alameda Chamber of Commerce, signed by Mr. Lee H. Cavanaugh, Sr., President, requesting the
necessary steps be taken to relieve traffic congestion due to repair work being done on Park Street -
also, to consider the installation of a three-way signal at Lincoln Avenue, Tilden Way and Park Street,
allowing once again two-way traffic on Lincoln Avenue between Everett and Park Streets and, further,
to make arrangements to extend Everett Street across Tilden Way.
There being no objections, the matter was referred to "Unfinished Business', at which time 11 complete
report was to be made on the traffic study by ,Albur ;with and Associates.
ORAL COMMUNIC\TTONS:
Mr. Frank Gottstein, 731 laight Avenue, spoke of the loss of revenue to the City through "bootleg"
construction where no building permit had boon taken. out and also the delivery trucks coming into the
City and not displaying the "decals" which indicate their firms have paid the license fee for doing
business in Alameda.
HEARINGS:
5/ The matter was submitted concerning the petition by Corn Products Company for the reclassification
of property known as 1916 Webster Street, and certain property northerly of same, from the C-M,
Commercial-Manufacturing District to the M-1, Intermediate Industrial (Manufacturing) District.
The Clerk stated the Affidavit.of Publicatjon of the Notice of Hearing in this case was an file, and
all pertinent data an the subject had been sent to the Councilmen for their information. The Planning
Board had recommended that the property in question be rezoned from C-M District to M-1-PD (Planned
Development) District, in order that it would be consistent with the existing zone of property adjacent
to the east.
Upon request, Mr. Schoenfeld, Planning Director, reviewed the circumstances involved. The 01 t.y Attorney
cited the criteria on which the Council's decision should be based, as set forth in Section 11-17.5 of
the Alameda Municipal Code (Zoning Ordinance).
Mr. John N. James, Attorney, represented the petitioners and pointed out the purpose of the request was
to render the zoning compatible with the existing use of the property, and to allow certain contemplated
structural improvements on the premises.
There was no response to the call for any opponents to the issue - and the President thereupon declared
the Hearing closed.
Councilman Schacht moved the recommendation of the Planning Board be confirmed, and said property be
rezoned from the C-M District to the 0-1-PD District. The motion was seconded by Councilman Godfrey
and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
The matter was then referred to "Introduction of Ordinances'.

. The subject was next called up concerning the reclassification of properties in the general area
easterly of Oak Street, northerly of Lincoln Avenue and Tilden Way and extending northerly to the Oakland
Estuary, and including that property belonging to Signal Oil Company and Southern Pacific Company
northerly of Fernside Boulevard and westerly of Versailles Avenue.
The Clerk stated there was on file the Affidavit of Publication of the Notice of Hearing in this matter
and all data relative to the case had been sent to the Councilmen for their information. Also, a let-
ter had been received from David. Printing Co., signed by Mr. David Denyven, in protest against the
proposed rezoning of Block 131 from 0-0 District to 0-4 District, for the reasons set forth therein.
The Planning Board had recommended the reclassification. of certain areas within the general boundaries
as severally and specifically set fortir in its letter of July 12, 1961, and as shown on the sketch
attached thereto.
Mr. Schoenfeld, Planning Director, was again called upon to review the history of the area and these
proposals and, with the aid of a scale map projected on a screen, explained the, various rezonings con-
templated. Mr. Annibale then reiterated the criteria upon which the Council's decision would he based.
The following spoke in favor of the rezoning of certain portions of the area involved: Messrs.
Russell Federspiel, President of the Fernside Marina Homeowners Association, on behalf of his organi-
zation; John N. James, Attorney, representing the Signal. Oil Company, and also, speaking on behalf of
the Zoning Committee of the Alameda Chamber of Commerce; and Mrs. Carmella Algeri, property owner
at 2510 Eagle Avenue.
Reference was made to a letter dated June 30, 1961, from Alameda Chamber of Commerce Zoning Committee
addressed to the Planning Board, in which endorsement was made of the reclassifications proposed by
the Board.
The opponents to the question were then called for and Mr. David Denyven, owner and operator of a
print shop at 1714 Everett Street, addressed the Council with reference to his letter in which he
outlined his objections to the proposed rezoning of Block 131, in which his establishment is located.'
Considerable discussion ensued in an attempt to satisfy the need for commercial use of properties
fronting on Everett Street and the residential use of properties fronting on Eagle Avenue, both of
which bound the specific block in question.
There being no further opponents, the President declared the Hearing closed and Councilman Schacht
moved the several rezonings recommended by the Planning Board be confirmed, with the exception that
the lots fronting on the easterly side of Everett Street be retained in the C-M District and the
remainder of Block 131 be rezoned to the 3-4 District. The motion was seconded by Councilman McCall
and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
The matter was then referred to "Introduction ,of Ordinances".
REPORTS OF OFFICERS, BOARDS, ETCETERA:

7. From City Manager, recommending contract be awarded to Gallagher & Burk, Inc., low bidder, for
the project of Widening of Doolittle Drive at the City Dump Entrance, at the total cost of $3,163.
Councilman McCall moved the recommendation be adopted; that contract be awarded to the specified
firm for the project indicated at the price quoted. The motion was seconded by Councilman Dungan and
on roll call carried by the following vote. Ayes: Five. Noes: None, Absent: None.

UNFINISHED BUSINESS
11. At this time, Mr. Henry Evans, Western Division Manager, and Mr. Sheldon Rice, Traffic Engineer,
of Wilbur Smith and Associates, were introduced by City Engineer Hanna. They proceeded to give a
detailed explanation of the report entitled, "Alameda Traffic Plan", covering the comprehensive study
made by their firm of traffic conditions and patterns throughout the City of Alameda. Charts were
displayed by projection on a screen for the enlightenment of all concerning existing circumstances and
the recommended methods to effect improvements in this situation through a five-year program.

After the presentation, a question and answer period was had, but it was felt the Council should spend
a great deal more time in a thorough discussion of the many facets of this report before it was
cially acted upon. Therefore, Messrs. Evans and Rice were. asked to appear again at the next mee°g-
of the Council - or at their early convenience - to continue their clarification of any further
questions on the subject. Arrangements were to be worked out with the Ci Ly anager with regard to
when they could once more be present.

12. Laid over from the last meeting was the request from Saint Barnabas Church fo_ permission to erect
a twelve-foot chain link fence for a certain distance along the easterly property line of the playground
area of its school.
Councilman Godfrey moved permission be granted to erect said fence as requested. The motion was
seconded by Councilman McCall and carried on the following roll,call vote. Ayes: Five. Noes: None.

NEP BUSINESS
13..1 The matter was presented concerning the appointment of a. member of the Housing Authority of the
City of Alameda. Councilman Schacht moved Mr. Freclericb W. Zecher be reappointed as a Commissioner of
this Agency for the four-year term expiring August 10, 1965. The motion was seconded by Councilman
Godfrey and carried on the following roll call vote. Ayes: Five. Noes: None. Absent:: None.
14Y A request was submitted from C & 0 Contractors, Inc., for a five-day extension of time in which
to complete its project on the Improvement and Widening of Tilden Way from Park Street to Pearl Street.
Councilman McCall moved this firm be granted an extension of time of five working days for the purpose
of completing its contract. The motion was seconded by Councilman Schacht and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
RESOLUTIONS:
15. The following resolution was introduced by Councilman McCall, who moved its adoption:

Resolution of the Council of the City of Alameda Adopting
Specifications, Special Provisions and Plans for Repair of
Gutters with Asphalt Concrete, Calling for Bids and Directing
City Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by the
l'ollne7in; vote. 'yes: Five. Noes: None. Absent: None.
16. The following resolution was introduced by Councilman McCall, who moved its adoption:
'Resolution No. 6262
Resolution of the Council of the City of Alameda. Authorizing
Modification of That Certain Agreement by and. Between the City
of Alameda and the Alameda City Garbage Association, Dated
February 1, 1956, Relating to Charges Made and Improvements at
the Refuse Dump."
She motion to adopt slid resolution was seconded by Councilman Godfrey and on roll call carried by the
following vote. Ayes: Five. Noes: None. Absent: None.
The President thereupon declared the foregoing resolutions duly adopted and passed.

BILLS:
2].. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total
amount of $26,059.98, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on
, August 1, 1961, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman McCall and carried on the following roll call vote. Ayes: Five. Noes: None.

22. There being no further business to come before the meeting, the Council adjourned at 11:15 o'clock
p.m. - to assemble in regular session on Tuesday evening, August 15, 1961, at 7:90 o'clock.
