ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, SEPTEMBER 12 1961
The meeting convened at 7:30 o'clock,p.m. with President Collischonn presiding.
ROLL CALL:
The roll was called and Councilmen Dungan, Godfrey, McCall,,Schacht and President Collischonn,
(5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held September 5, 1961, were approved as transcribed.
ORAL COMMUNICATIONS:
2." Mr. Harvey Marshall, representing the Alameda County Veterans' Affairs Commission, extended an
invitation to the Council to attend the Distinguished Guests Luncheon to be held on Thursday, Septem-
ber 21, 1961, at the Berkeley City Women's Club, 2315 Durant Avenue, Berkeley. This is relative to
the Veterans Day Celebration which is to be held in Berkeley this year.
The President stated the Council would tentatively accept with pleasure this invitation and expressed
the hope that all could attend the luncheon and other activities in connection therewith.
3i Mr. Frank Gottstein, 731 Haight Avenue, spoke of the traffic congestion at Webster Street and
Eagle Avenue caused by those who want to make a left-hand turn onto Eagle Avenue. He felt a Police
Officer should be stationed at this point to direct traffic at the peak hours.
4V Mr. G. N. Pope, 1820 Bay Street, asked for clarification of certain funds in the Budget. He also
felt a summary of the City Budget should be published in order that the citizens would be better
informed about the City's fiscal status. He suggested that, if not published, it could be sent out
with the Bureau of Electricity bills.
Mr. Weller pointed out there has been an ample supply of printed copies of the City Budget for the
past several years to take care of those interested and they are available at the Treasurer's Office,
the Chamber of Commerce and the Library, as well as at his office.
REPORTS OF OFFICERS, BOARDS, ETCETERA:
5:i From the Board of Education, signed by Dr. Donald M. Roderick, Secretary, nominating Mr. J. Roger
Hooper for re-appointment as a member of the Recreation Commission for the term expiring August 31,.
1964.
The matter was referred to "Resolutions".

6. From Alameda Recreation Commission, signed by Mr. Terry LaCroix, Chairman, recommending acceptance
of Swim Center Plan "A", as submitted by Mr. August E. Waegemann, for construction of swimming pools
at Encinal High School, at the estimated cost of $175,000. The President noted the presence of the
Recreation Commission and called upon Mr. LaCroix to present an outline of its activities with regard
to effecting the installation of these swim facilities. Mr. LaCroix pointed out the Commission and
staff had made a very general and adequate study of this question and felt that Plan "A" would enable
them to present to the entire community a complete swim program which they have been unable to provide
heretofore. Mr. LaCroix stated the Commission had been complimented by having the Board of Education
unanimously adopt this particular proposal, and he expressed the hope that the Council would do likewise.
Mr. D. Grant Mainland, Director of Recreation, was then asked to review the contemplated layout and
program as envisioned under Plan "A" as recommended, and to answer any questions the Council might have
on this development. By use of large drawings displayed, Mr. Mainland explained in detail the potential
full utilization of the plan as submitted for competitive and recreational purposes for both the City
and the School District.
Councilman Schacht questioned several aspects of the proposed Plan "A" and felt the third pool for
diving only was a luxury expense. In answer to other questions, Mr. Mainland emphasized that the Com-
mission and staff believe very strongly this plan is the answer to all types of programming insofar
as aquatics are concerned in this community.
Following the discussion, Councilman McCall stated a great deal of study and review of a number of plans
has been made by the Recreation Commission. The Board of Education has approved the Commission's
recommendation and he moved the Council adopt said recommendation that Plan "A" be accepted for the
installation of a Swim Center at Encinal High School. The motion was seconded by Councilman Godfrey
and on roll call carried by the following vote. Ayes: Councilmen Dungan, Godfrey, McCall and President
Collischonn, (4). Noes: Councilman Schacht, (1). Absent: None.
Mr. LaCroix expressed the thanks of the Recreation Commission for the Council's confidence and also
its appreciation to Mr. Mainland for his excellent presentation of this plan.

7. From the Mayor, nominating Mr. Bernard F. Roberts as a member of the Recreation Commission for the
term expiring August 31, 1964.
The matter was referred to "Resolutions".

UNFINISHED BUSINESS:
8. The President stated the Council desired to appoint a Citizens Committee comprised of eleven
members to study the operation of the First Aid Station. He thereupon placed in nomination the fol-
lowing names for the Council's action: Patricia Hood Calkins, M.D., Herbert Sidney Read, William R.
Finnesey, Alice B. Burke, M.D., Elwood C. Greist, Jr., M.D., Karl Zigelhofer, Elvin Larsen, John W.
Ware, Clinton G. DeFoney, M.D., John H. Parker, D.D.S., and John F. Hanson, Jr.
Councilman Schacht moved the Council appoint the aforementioned persons as members of a Citizens
Committee for the purpose indicated. The motion was seconded by Councilman Dungan and on roll call
carried by the following vote. Ayes: Five. Noes: None. Absent: None.
Councilman McCall then moved the Committee be instructed to submit its report on or before November 30,
1961, and the Mayor will call the first meeting of said Committee. The motion was seconded by
Councilman Dungan and unanimously carried.
NEW BUSINESS:
9. Councilman McCall referred to the subject of dilapidated buildings in the City and cited
several examples of these unoccupied structures. He suggested that the Building Department be asked
to make a survey of such buildings in the City and submit a report. He felt that, if the owners
will not repair or demolish said structures, the City should then initiate condemnation proceedings.
Mr. Annibale stated there is an existing Inter-Departmental Housing Committee which studies such con-
ditions. He thought this Committee could probably be urged to step up its operations and attempt to
eliminate the more apparent cases. Mr. Annibale explained the procedure involved in these circumstances.
Councilman McCall moved the Committee be requested to take whatever action is necessary to remedy this
situation. The motion-was seconded by Councilman Dungan and unanimously carried.
RESOLUTIONS:
10. The following resolution was introduced by Councilman Schacht, who moved its adoption:
"Resolution No. 6270
Resolution of the Council of the City of Alameda Approving
and Adopting a-Budget for the Fiscal Year 1961-1962;
Appropriating Certain Moneys for the Expenditures Provided
in Said Budget for Said Fiscal Year and Ratifying Certain
Expenditures Heretofore Made."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
11. The following resolution was introduced by Councilman Godfrey, who moved its adoption:
"Resolution No. 6271
Resolution of the Council of the City of Alameda Fixing the Rate
and Levying a Tax on All Real and Personal Property in the City
of Alameda for the Fiscal Year 1961-1962 and Apportioning the
Same Among the Several Funds of the City." ($2.40)
The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the
following vote. Ayes: Five. Noes: None. Absent: None.
12. The following resolution was introduced by Councilman Godfrey, who moved its adoption:
"Resolution No. 6272
Resolution of the Council of the City of Alameda Appointing
Member of the Recreation Commission.' (Bernard F. Roberts)
The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by the
following vote. Ayes: Five. Noes: None. Absent: None.
13. The following resolution was introduced by Councilman Schacht, who moved its adoption:

14. The following resolution was introduced by Councilman McCall, who moved its adoption:

Resolution of the Council of the City of Alameda Appointing
Commissioner of the Housing Authority of the City of Alameda."

The President thereupon declared all of the foregoing resolutions duly adopted and passed.
ORDINANCES FOR PASSAGE:

Alameda Municipal Code by Repealing Portions of Sections

Councilman Godfrey moved the ordinance be adopted as submitted. The motion was seconded by Councilman
Schacht and carried on the following roll call vote. Ayes: Five. Noes: None. Absent: None.
