REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, OCTOBER 3, 1961
The meeting convened at 7:20 o'clock p.m. with President Collischonn presiding. The Pledge of
Allegiance was led by Councilman Godfrey and was followed by-an-inspiring Invocation delivered by
The Reverend Arthur Van De Zande, Pastor of Heotside Baptist Church.
ROLL CALL:
The roll was called and Councilmen Godfrey, McCall, Schacht and President Collischonn, (4),
were noted present. Absent: Councilman Dungan, (1).
Before proceeding with the meeting, President Collischonn recognized- the presence of a number
of members of the Alameda Business and Professional Women's Club. He stated the Council Was honored
to have them in attendance during their observance of National Business and Professional Women's Week.
MINUTES:
1. The minutes of the regular meeting held September 19, 1961, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. From R. Borgman Sales Company, signed hy.Mr. Borgman, requesting permission to stage a Fireworks
Display on the South Shore Beach Area on October 20, 1961, beginning at 9:15 o'clock p.m.
Councilman Schacht moved permission be granted as requested, subject to the usual clearances from the
Fire and Police Departments. The motion was seconded by Councilman Godfrey and on roll call carried
by the following vote. Ayes: Four. Noes: None. Absent: Councilman Dungan, (1).
3: From the following citizens, expressing their concern with the status of civil defense in Alameda:
Ron Cowan, 1381 Hansen Avenue; Carl D. Eckardt, 2614 Central Avenue; Edward J. and Denise A. Codiga,
625 Sandalwood Isle; Elliott and Rhoda E. Kupc6ah~ 3010 Fernside Boulevard; Richard S. and Anne
Diameot, 1409 St. Charles Street; Jean L. Brenton, 1421 Fountain Street; Robert E. Cooper, 1546
East Shore Drive; Elizabeth B. Wilkins, 2938 Fernside Boulevard; Frank and Rhoda Siegel, 1929
Sandcreek Way; and Irene Moresi, 119 Santa Clara Avenue. It was stated the group would .like to meet
with the City Council and the Civil Defense and Disaster Council, together with representatives of
the Fire, Police, School and Engineering Departments in order to obtain information about what steps
have been taken toward an adequate civil defense program in the City.
The President suggested the reply to this communication extend an invitation to these people to
attend any meeting of the Civil Defense Council and also briefly outline the action proposed to be
taken by the Council this evening with regard to certain civil defense measures.

�. From Mr. Frank A. Gottstein, 731 Haight Avenue, registering his objection to the construction
of a third pool for diving only in the proposed installation of swim facilities at Encinal High School.
The communication was noted and ordered filed.
ORAL COMMUNICATIONS:
5. Mr. Frank A. Gottstein stated he felt directional signs should be posted for the convenience of
those who desire to go to the Alameda Municipal Golf Course Clubhouse on Bay Farm Island.

6 Mr. Ron Cowan, 1381 Hansen Avenue, referred to the letter from the group concerning the Civil
Defense program, and called attention to its request for a meeting with the City Council also.- The
President felt there would be no particular benefit derived from such a meeting but assured Mr.
Cowan and his group that the Council would endeavor to answer any questions they might have.
Further discussion on the subject developed the disadvantage to many interested persons of an after-
noon meeting of the Civil Defense and Disaster Council. President Collischonn stated consideration
would be given to calling future meetings of said Body for an evening hour.
HEARINGS:

7. The matter was called up concerning the requested reclassification of certain properties, as
specifically bounded in the application, from the R-2, Two-Family Residence District to the R-4,
Neighborhood Apartment District. The petition was filed by Victor and Theresa Quarante.
The Clerk stated there was on file the Affidavit of Publication of Notice of said Hearing at this
time and place and copies of the minutes of the meeting of the Planning Board at which this petition
was heard had been sent to the Councilmen for their information.
Upon request, Mr. Schoenfeld, Planning Director, reviewed the circumstances prevailing in the area
involved. He stated the Planning Board, after its careful consideration of the situation, had recom-
mended the reclassification of certain of these properties as specifically bounded in its letter of
September 12, 1961, which is a modification of the original request.
Mr. Annibale, City Attorney, stated the Council's decision should be based upon its findings in the
interest of public convenience and general welfare of the community.
There was no response to the President's call for proponents and opponents in this matter and the
Hearing was thereupon declared closed. Councilman Schacht then moved the recommendation of the Plan-

' ning Board be adopted and the propertiies as described in its letter of September 12, 1961, be recluoSt-
fimd accordingly. The motion was seconded by Councilman McCall and on roll call carried by the

The matter was then referred to "Introduction of Ordinances".
REPORTS OF OFFICERS, BOARDS, ETCETERA:

8. From City Planning Board, signed by the Secretary, recommending approval of the Tentative Map of
Tract No. 2334, being a subdivision of a portion of Lot 1, Tract No. 1986, South Shore Unit No. III -
east of Park Street, subject to certain stipulations contained in the City Engineer's Report.
Councilman Godfrey moved the recommendation of the Planning Board be accepted and the Tentative Map
of Tract No. 2334 be approved, subject to the conditions specified. The motion was seconded byCoun-
oilman McCall and carried on the following roll call vote. Ayes: Four. Noes: None. Absent:
Councilman Dungan, (1).
INTRODUCTION OF ORDINANCES:
9. Councilman Godfrey introduced the following ordinance, after which it was laid over under pro-
vision of law and the Charter:

An Ordinance Reclassifying and Rezoning Certain Property Within the
City of Alameda by Amending Zoning Ordinance No. 1277, New Series."

10. Councilman Godfrey introduced the following ordinance as an emergency measure, under provision of
the Charter:
"Ordinance No.
New Series
An Ordinance Amending Ordinance No. 1257, New Series (Adoption of
Uniform Building Code, 1955 Edition), Relating to Blast and/or Fall-Out
Shelters (Amendnent No. 2 - Emergency Measure)."
The declaration of great urgency and necessity for the public peace, health and safety is based upon
the fact that the City of Alameda is immediately threatened with the danger of a nuclear war and it
is necessary that provisions for the construction of blast and/or fall-out shelters be immediately
incorporated into the Building Code of the City of Alameda in order that such construction may pro-
ceed without delay.
The ordinance was referred to "Ordinances for Passage".
11. Councilman Godfrey introduced the following ordinance as an emergency measure, under provision of
the Charter:
"Ordinance No.
New Series
An Ordinance Amending Chapter 1, Title XI, of the Alameda Municipal
Code (Zoning Provisions), All Relating to Blast and/or Fall-Out
Shelters. (Emergency Measure)"
The declaration of great urgency and necessity for the public peace, health and safety is based upon
the fact „that the City of Alameda is immediately threatened with the danger of a nuclear war and it
is necessary that provisions for the location of blast and/or full-out shelters within existing zoning
districts be immediately provided for in the zoning laws of the City of Alameda in order that such
protective structures or devices may be so located without delay.
The ordinance was referred to "Ordinances for Passage".
12. Councilman Godfrey introduced the following ordinance as an emergency measure, under provision of
the Charter:
"Ordinance No.
New Series
An Ordinance of the City of Alameda Authorizing the Execution of Certain
Leases by and Between the City of Alameda, as Lessee and Other Persons as
Lessors, Relating to Blast and/or Fall-Out Shelters (Emergency Measure)"
The declaration of great urgency and necessity for the public peace, health and safety is based upon
the fact that the City of Alameda is immediately threatened with the dangers of a nuclear war and it
is necessary to encourage the construction by private citizens of nuclear blast and/or fall-out shel-
ters, and in the event there be excess capacity in such shelters to provide for its use by other
persons.
The ordinance was referred to "Ordinances for Passage".
NEW BUSINESS:
12^ The President nominated Mr. George Backlemeo to serve as a member oE the Citizens First Aid Sto-
tion Committee, to replace Dr. DeFoney, who found he could not accept appointment to this Committee.
Councilman Schacht moved the nomination of Mr. 8aokleman for membership on said Committee be confirmed.
The motion was seconded by Councilman Godfrey and unanimously carried.

14. The President nominated Dr. Donald M. Roderick, Superintendent of Schools, as a member of the
Alameda Civil Defense and Disaster Council.
Councilman Godfrey moved the nomination of Dr. Roderick for membership on the designated Council be
conf,irmed. The motion was seconded by Councilman Schacht and unanimously carried.
RESOLUTIONS:
15. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6276
Resolution of the Council of the City of Alameda Authorizing Execution
of Contract with Alameda Chamber of Commerce for Advertising for the
Fiscal Year Ending June 30, 1962, and Appropriating $19,720" for Such
Purposes."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by
the following vote. Ayes: Four. Noes: None. Absent: Councilman Dungan, (1).
16. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6277
Resolution of the Council of the City of Alameda Adopting Specifications,
Special Provisions and Plans for Resurfacing Portion of Golf Course
Parking Lot with Asphalt Concrete, Calling for Bids and Directing City
Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by
the following vote. Ayes: Four. Noes: None. Absent: Councilman Dungan, (1).
17. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6278
Resolution of the Council of the City of Alameda Adopting a Civil Defense
Operations Plan for the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by
the following vote. Ayes: Four. Noes: None. Absent: Councilman Dungan, (1).
lu. The following resolution was introduced by Councilman McCall, who moved its adoption:
"Resolution No. 6279
Resolution of the Council of the City of Alameda Relating to Appointment
of Council Members in the Event of Vacancies Caused by Great Emergency
or Disaster."
The motion to adopt said resolution was seconded by Councilman Godfrey and on roll call carried by
the following vote. Ayes: Four. Noes: None. Absent: Councilman Dungan, (1).
The President thereupon declared all of the foregoing resolutions duly adopted and passed.
ORDINANCES FOR PASSAGE:
10. "Ordinance No. 1387,
,New Series
An Ordinance Authorizing Transfer of Certain City-Owned Real Property
to Abutting Owners (Guthrie, Carlson -- Powell Street)."
Councilman Godfrey moved the ordinance be adopted as submitted. The motion was seconded by Council-
man Schacht and on roll call carried by the following vote. Ayes: Four. Noes: None. Absent:
Councilman Dungan, (1).

20. At this point, Mrs. Florence Whitten, 1602 San Antonio Avenue, addressed the Council on the
subject of the three emergency ordinances and inquired just how more information could be obtained
concerning the regulations involved. The matter was discussed and, upon request, Mr. Weller briefly
explained the provisions of the ordinances in question. Mrs. Whitten and the other interested
parties present were assured that further information would always be available at the office of
the City Manager, at the meetings of the Civil Defense and Disaster Council, and the City Council
itself would be glad to answer questions at any time.

Councilman Godfrey moved the ordinance be adopted as submitted, including the insertion of the amount
of $4. under the provisions of Section 2 thereof. The motion was seconded by Councilman Schacht and
on roll call carried by the following vote. Ayes: Four. Noes: None. Absent: Councilman Dungan,
(1).
Each of these emergency ordinances becomes effective immediately.

BILLS:
28. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total
amount of $24,663.52, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on
October 3, 1961, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Godfrey and on roll call carried by the following vote. Ayes: Four. Noes:
None. Absent: Councilman Dungan, (1).
29. At this point, Councilman McCall spoke of the great loss to the community during the paSt week of
Mr. William J. Meyers, Past President of the Alameda Junior Chamber of Commerce, Past Commander of
American Legion Post Nn. 9 and a past official and member of the Veterans' Affairs Commission of
Alameda County.
Councilman McCall also referred to the recent death of a retired Police Officer, Fred Wescher, and
the tragic death of Mr. Dag 8onnnazakjold, Secretary General of the United Nations, which was such a
disastrous loss to the world. Councilman McCall asked that the meeting this evening be adjourned in
respect to the memory of these three distinguished gentlemen.
ADJOURNMENT:
30. There being no further business to come before the meeting, President Collischonn called for a
moment of silence in respect to the memory of Mr. William J. Meyers, Mr. Fred Wescher and Mr. Dag
Hammarskjold. The Council then adjourned - to assemble in regular session on Tuesday evening,
October 17, 1961, at 7:30 o'clock.
