HELD TUESDAY EVENING, NOVEMBER 21 - - - - - 1961
The meeting convened at 7:30 o'clock p.m. with President Collischonn presiding. The Pledge of
Allegiance was led by Councilman Godfrey and was followed by an inspiring Invocation delivered by
The Reverend Wilfred Hodgkins, Rector' Christ Episcopal Church.
ROLL CALL:
The roll was called and Councilmen Dungan, Godfrey, McCall, Schacht and President Collischonn,
(5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held November 7, 1961, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. / From Associated Plumbing Contractors of Alameda County, Inc., signed by Mr. Dennis. McDaniel,
Executive Manager, requesting that the City Council encourage the Alameda Plumbing Inspection Depart-
ment to meet and cooperate with the corresponding departments of all other jurisdictions within.
Alameda County to adopt the 1961 version of the Western Plumbing Officials Association Uniform
Plumbing Code.
The Clerk was instructed to inform this Association the City of Alameda is in full accord with the
endeavor to effect a Uniform Plumbing Code and will strive for such result at the proper time.
3. A form letter from this same organization, submitting its proposal for "Reciprocal Arrangement
on Local Business Lioonseo`u for the Council's consideration and comments.
It was pointed out this matter involved certain legal problems, and to be effective it would have to
be accepted on a County-wide basis. Therefore, the matter was referred to the Mayors' Conference
for its review and report. The first letter, also, was referred to said Body.

�� From County of Alameda, signed by Mr. jack K. Pool, Chief Clerk, inviting the Council to attend
a Public Hearing at 2:30 o'clock p.m. on December 5, 1961, at the Health Center Building, Oakland,
concerning the San Francisco Bay Area Rapid Transit District Bond Proposal.
The President read a prepared statement, itemizing several pertinent points bearing on the subject,
and emphasizing the fact that the City's representatives at said Nearing must have a policy directive
from the City Council. It was brought out that regardless of subsequent actions by the City Councils
and Boards of Supervisors of the cities and counties involved, the matter would eventually be deter-
mined by a vote of the people.
A lengthy discussion ensued with regard to many aspects of the rapid transit situation - it being
developed that the City of Alameda would be included in the necessary tax increase to finance said
bonds even though it would not be directly benefitted by the rapid transit routes.
It was agreed the City should be represented at the specified Hearing and Councilman Schacht there-
upon moved the Council indicate its support and that, at said Hearing, the City approve, in Principle,
the suggested action. The motion was seconded by President Collischonn and on roll call carried by
the following vote. Ayes: Councilmen Dungan, Schacht and President Collischonn, (3). Noes: Coun-
cilmen Godfrey and McCall, (2). Absent: None.
5. From Alameda Chamber of Commerce, signed by Mr. Lee H. Cavanaugh, Sr., President, complimenting
the Council and the City Fublic Works Department on the improved operation effected at the City Dump
through the recently inaugurated program.
The Clerk was instructed to acknowledge the communication with thanks and also forward a copy thereof
to the Alameda Garbage Association.

6� From 8z^ Frank Gottstein, 721 Haight Avenue, expressing his opinion that the City should purchase
"compact" cars for its employees rather than "luxury" cars. Be also again called attention to the
lack of enforcement of the requirement that commercial vehicles display a Decal indicating a business
license had been obtained - and, further, that telephone service should he available in City Hall at
8:00 o'clock a.m. for the convenience of the building trades.
The letter was noted, ordered acknowledged and filed.
ORAL Ca8;0NlCAIIO0S:
7V Mr. G. N. Pope, 1820 Bay Street, deplored the lack of civic interest on the part of the citizens,
as indicated by their absence from Council meetings. He also lamented the high cost of government
and the increasing taxes.
8. Mrs. Helen Freeman, 831 Laurel Street, stated she was preparing a letter to the Council but,
pending its arrival, she explained that it concerned the leasing of all salt marsh and tidelands
surrounding Alameda and suggested the Council might review the Statutes of 1913 and 1917 relative
to this oubject.
HEARINGS:
9. The matter was called up concerning the Appeal, filed by Mr. Gordon S. Rake, from the decision
of the Planning Board to deny a requested variance to allow certain construction on the property at
1000 Versailles Avenue.
The Clerk stated the Appellant had been notified of this time and place for said Bearing - and the
members of the Council had been, sent copies of the minutes of the Planning Board meeting at which
this matter had.been considered.
Upon request, Mr. Schoenfeld, Planning Director, explained details of the variance involved. He
pointed out Mr. Wake had sought and been granted m variance concerning this same portion of his dWell-
ing on May 9, 1956^
Mr. Way, Assistant City Attorney, referred to tbe'critwriu upon which the Council should base its
decision at the conclusion of the Hearing.
Mr. Gordon S. Wake, Appellant, emphasized that the encroachment of the overhang addition to his dwell-
ing was already in existence and he was merely asking at this time to enclose this area for better
utilization of the space and also to enhance the appearance of the dwelling. Be also distributed
snapshots of the property. There were no other proponents in the matter.
Opon call for opponents, Mr. Alex Freedlund, 1001 College Avenue, addressed the Council in protest
against the requested variance, claiming the. enclosure of this overhang portion of the structure at
the ground floor level would completely cut off light and sunshine from his backyard.
There being no other opponents, the President declared the Hearing closed. Councilman Schacht there-
upon moved the Appeal be granted and the decision of the Planning Board be overruled to allow the
variance as requeote6. The motion was seconded by Councilman Godfrey. Following some discussion of
the circumstances in this case, the question was put and the motion carried on the following roll
call vote. Ayes: Five. Noes: None. Absent: None.
10. * At this point, the President acknowledged the presence of Mr. Peter Taylor, Scoutmaster of Troop
No. 1015, who introduced nine members of his group who were attending the Council meeting as part of
their study of Citizenship. All were warmly welcomed.
REPORTS OF OFFICERS, BOARDS, ETCETERA:
ll. From City Manager, reporting all work satisfactorily completed on the project of Improving and
Widening Tilden Way from Park Street to Pearl Street - recommending it be accepted and the Notice of
Completion be ordered filed.
Councilman Schacht moved the recommendation be adopted; that the work of said project be accepted
and the Notice of Completion be filed. The motion was seconded. by Councilman McCall and on roll call
carried by the following vote. Ayes: Five. Noes: None. Absent: None.
12.‘i From City Manager, recommending an extension of time of ten working days be granted to Gallagher &
Burk, Inc., in which to complete the Reconstruction and Resurfacing of Buena Vista Avenue from Grand
Street to Webster Street.
Councilman Godfrey moved the recommendation he approved and the specified extension time be granted
to said firm for the designated project. The motion was seconded by Councilman Schacht and unani-
mously carried.

From City Manager, recommending contract be awarded to Holiday Rambler, Inc., low bidder, for
furnishing seven "Compact" automobiles, outomnhiles, at the total cost of $8,258.84^
Councilman Godfrey moved the recommendation be accepted and contract be awarded to the designated firm
for furnishing the specified vehicles at the total cost quoted. The motion was seconded by Councilman
Schacht and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.
14: From City Manager, recommending contract be awarded to McGuire and Hester, low bidder, for the
project of Constructing Arch Culverts on Lincoln Avenue from Everett Street to High Street, at the
total cost of S41,I40.40.
Councilman Godfrey moved the recommendation he followed and the contract be awarded to the ,company
indicated for the specified project at the total price quoted. The motion was seconded by Councilman
Schacht and on roll call carried by the following vote. Ayes: Five. Noes: None. Absent: None.

15. From City Planning Board, signed by the Secretary, reconmeodi the denial of the petition filed
by Anthony Enterprises, Inc., for the reclassification of certain property along the east side of
Willow Street, from the "&-P" District to the wR-5° District.
The date of Hearing on this matter was set for the Council meeting to be held December 5, 1961.
16^ From Mr. Thomas L. Ferro, tendering his resignation as a member of the Civil Service Board,
effective immediately.
Councilman Godfrey moved the resignation be accepted with regret and a letter of thanks for his
service to the City be sent to 0r. Ferro. The motion was seconded by Councilman Schacht and unani-
mously carried. The matter was then referred to-"Resolutions'.

17. From Mrs. Ellen M. Godfrey, tendering her resignation as a member of the Social Service Board,
effective immediately.
Councilman Schacht moved the resignation be accepted with regret and a letter of appreciation be sent
to Mrs. Godfrey for her services to the City. The ,notion was seconded by Councilman McCall and carried
unanimously. The matter was then referred to "Resolutions".
18. From the Mayor, nominating Mr. Smith C. Anderson, Jr., as a member of the Social Service Board,
to serve the unexpired term of Mrs. Godfrey, resigned. The term expires June 30, 1964. The matter
was then referred to "ReauIutions'`,
19:/ From Citizens First Aid Station Committee, signed by Mr. K. O. Zigelhofer, Chairman, submitting
its findings and recommendations concerning the operation of the First Aid Station.
Comment was made on the diligent work of this Committee and the excellent report it had submitted.
It was suggested the Committee be officially dissolved, as requested by it - and a letter of appre-
ciation from the Mayor be sent to each member, expressing the Council's thanks for his civic
interest and work in this study and report.
The Council will now have the opportunity to study this situation from the report and at the appro-
priate time will be able to decide the future of this particular service to the City.
INTRODUCTION OF ORDINANCES:

20. Councilman Schacht introduced the following ordinance, after which dt was laid over under pro-
vision of law and the Charter:
'Ordinance No.
New Series
An Ordinance Amending Title XVII, Chapter 2, of the Alameda Municipal
Code by Adding Thereto a New Article Known as Article 10 (Bicycles) and
a New Section- Known as Section 17-2101 (Prohibited Bicycle Traffic --
Tilden Way)."
The City Manager was instructed to have the Chief of Police submit a report concerning the subject
of the proposed ordinance.
UNFINISHED BUSINESS:
21. From City Manager, recommending contract be awarded to Gallagher & Burk, Inc., low bidder, for
the project of Constructing a Passenger Loading Area on Atlantic Avenue easterly of Main Street, at
a total cost of $3,769.
Councilman Godfrey expressed his opinion that it was unnecessary to expend City monies for the pro-
ject as now presented and pointed up his belief that action should be taken to eliminate parking in
this area which would he a more palliative measure for the situation. Reference was made to the City
Engineer's report, and during the course of discussion it was developed that this project would
eventually be embraced by the contemplated future widening of Atlantic Avenue. It was also agreed
that steps should be taken to prohibit parking.
Councilman Schacht moved the recommendation be adopted; that contract be awarded to the designated
firm for the specified project at the price quoted. The motion was seconded by Councilman Dungan
and on roll call carried by the following vote. Ayes: Four, Noes: Councilman Godfrey, (1).
Absent: None.
Further discussion continued relative to the proper action to prohibit parking immediately, pending
completion of said project, and it was felt that appropriate signs could be posted under the adminis-
trative authority of the Chief of Police.

22. "Resolution No. 6290
Resolution of the Council of the City of Alameda Adopting Specifications
,for Furnishing to the City of Alameda Two (2) New, Latest Model, 1962
Four-Door, Eight-Cylinder Sedans with Automatic Transmission, Calling for
Bids and Directing City Clerk to Advertise Same."
This resolution had been laid over at the last meeting in order to obtain further information on the
subject. Reference was made to the City Manager's report and [ouocAImon Schacht thereupon introduced
the foregoing resolution and moved its adoption. The motion was seconded by Councilman Dungan and on
roll call carried by the following vote. Ayes; Four. Noes: None. Present: Councilman Godfrey,
. (1). Absent: None.

23. The matter was presented concerning the City Engineer's report on the subject of telephone
service in his Department being available at 8:00 o'clock a.m., as brought up at the last meeting by
Mr. k Gottstein.
The Clerk was instructed to forward to Mr. Gottstein a copy of said report, which is self-explanatory.

26. At this point, Councilman McCall referred to a list of long-term community problems which be
felt needed attention by the Council. Be suggested the Council set up a series of work sessions
at which these and any other important matters could be discussed and cleared for action at the
proper time.
It was agreed the first such special, meeting would, be held on Tuesday evening, January 9, 1962, at
7:30 o'clock in the Conference Room, and the required notices would be given at the appropriate time,
BILLS:
37. An itemized List of Claims against the City of Alameda and the Departments thereof, in the total
amount of $32,936.23, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on
November 21, 196I, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman McCall and on roll call carried by the following vote. Ayes: Five. Noes:
None. Absent: None.

38. Councilman McCall spoke of the Youth Officials Week and the excellent program planned for the
young people by the Optimist Club of Alameda, which sponsors this event. He suggested the Mayor
should write a letter on behalf of the Council, expressing appreciation to the Optimists for their
very worthwhile achievement in arousing civic interest in the minds of these Youth Officials and for
the time and effort they expend in promoting this program each year.

39. There being no further business to come before the meeting, the Council adjourned at 9:15
o'clock p.m. - to assemble in regular session on Tuesday evening, December 5, l961, at 7:30 o'clock.
