HELD TUESDAY EVENING, NOVEMBER 28, 1961
The meeting convened at 7:30 o'clock p.m. with President Collischonn presiding.
ROLL CALL:
The roll was called and Councilmen Dungan, Godfrey, McCall, Schacht and President Collischonn,
(5), were noted present. Absent: None.
NEW BUSINESS:
1. Receipt of the Notice and Agenda for said special meeting had been acknowledged by each of the
Councilmen and was on file.
2� The meeting had been called for the purpose of considering appointments to the Civil Service
Board, the Pension Board and the Golf Commission - and also to hold a joint meeting with the Youth
Activities Committee - and take action on these matters if so desired.
Councilman. Schacht moved the Council go into an executive session for its discussion concerning said
appointments. The motion was seconded. by Councilman Dungan and unanimously carried.
Following the deliberation on several prospective appointees to the respective Boards and Commission,
it was determined that no, action would be taken at this meeting.
It was agreed that a special meeting would be called for 7:00 o'clock p.m. on Tuesday, December 5,
1961, for further consideration of proposed appointees and, during the interim, information on the
qualifications of these certain individuals would be sent to each Councilman.
3 At 8:00 o'clock the Council opened its joint meeting with the Youth Activities Committee.
President Collischonn welcomed the group and called upon Mr. Herbert Robles, Chairman of said Com-
mittee, who introduced his members. Mr. Robles referred to Resolution No. 6088, which had created
this Committee and set forth its powers and duties. He explained in detail its objectives and spoke
of the several subcommittees involved in its functions. He pointed up its aim toward youth parti-
cipation, community participation and youth utilization in civic affairs. Mr. Robles stated the
Committee follows the Governor's sixteen -point program for youth activities.
Mr. Robles suggested arrangements be made for an alternate secretary from the City Staff who could
be called upon to assist with any clerical work which might arise in the event Mrs. Blanche Anderson
was not able to take care of it in addition to her regular work.
In response to an inquiry about the size of the Committee, Mr. Warner Croll expressed his opinion
that a smaller number - perhaps seven - would be more desirable, provided it could be assured of
leadership and clerical help from the City Hall Staff.
Mrs. J. Benton Coffman felt the minumum number of fifteen members was the accepted standard and was
necessary in order to cover the scope of the work involved.
The City Attorney explained that any desired changes in the setup of the Committee could be accom-
plished by the rescission of the existing resolution and the adoption of another, incorporating any
amendments.
The Chairman then called on the following Subcommittee Chairmen, who reported on special phases of
the work for the Council's information: Mrs. Richard Diament, Juvenile Delinquency Research; Mrs.
Eleanor Coffman, County, State and National Youth Activities; Mr. Richard Bartalini, Neo- Nazism
and Anti - Semitism.
Mr. Donald Bruzzone spoke at length concerning certain Committee recommendations and asked that they
be continued or established, as the case might be, as follows: (1) Citation System - parental
notification in every case of a youngster being involved in some infraction; (2) Contact Cards
to be made up in all cases for record purposes; (3) Copy of said "Card" to be sent to the School
Department and County Probation Officer and (4) Instruction and Training of Police Officers in
the handling of this type of juvenile.
With regard to the "copies" of the Contact Card, the City Manager stated he would want to discuss
this matter with the Chief of Police and the Superintendent of Schools before any such procedure
was contemplated.

4. Following a discussion of several aspects of the juvenile problem, the meeting was adjourned
at 9:30 o'clock p.m.
