HELD TUESDAY EVENING, NOVEMBER 1 1960
The meeting convened at 7:30 o'clock p.m. with President McCall presiding. The Pledge of Allegi-
ance was led by Councilman Freeman and was followed by an inspiring Invocation delivered by The
Reverend Mr. H. Wesley Van Delinder, Minister of the First Presbyterian Church.
ROLL CALL:
The roll was called and Councilmen Collischonn, Freeman, Schacht and President McCall, (4),
were noted present. Absent: Councilman Petersen, (1). (Councilman Petersen arrived at 8:15
o'clock.)
MINUTES:
1. The minutes of the regular meeting held October 18, 1960' were approved as transcribed.
WRITTEN COMMUNICATIONS:
2. From The Woman's Society of Christian Service, Santa Clara Avenue Methodist Church, signed by
Mrs. Beatrice Mattingly, Secretary, requesting that a fence be put around the Lagoon to prevent any
more drownings of children.
The communication was referred to the file on the subject, and the Clerk was instructed to respond
thereto.
ORAL COMMUNICATIONS:

3. Mr. Frank Gottstein, 731 Haight Avenue, referred to the discussions concerning the hazards of
the Lagoons and reiterated his belief that the Chief or some representative of the Police Depart-
ment should be present when the subject is before the Council as this Department is primarily
concerned.
REPORTS OF OFFICERS, BOARDS, ETCETERA:
4&/ From City Manager, recommending contract be awarded to J. 8. Fitomaurice, Inc., low bidder, for
the project of Installing Storm Culvert in the Intersection of Caroline Street and Fair Oaks Avenue,
at the total cost of $5,282.80.
Councilman Collischonn moved the recommendation be adopted; that contract be awarded to said firm
for the specified project at the price quoted and the bid bonds or checks be returned to the unsuc-
cessful bidders. The motion was seconded by Councilman Schacht and on roll call carried by the
following vote. Ayes: Four. Noes: None. Absent: Councilman Petersen, (1).
5` From City Manager, recommending contract be awarded to Western Traction Company, low bidder,
for Furnishing One Street Sweeper, at the total cost of ¢8,190.
Councilman Freeman moved the recommendation be approved; that contract be awarded to said Company
for the designated equipment at the price quoted. The motion was seconded by Councilman Collischonn
and carried on the following roll call vote. Ayes: Fouz, Noes: None. Absent: Councilman
Petersen, (1).
6. J From City Planning Board, signed by the Secretary, submitting a draft of "Proposed Regulations
for Private, Non-Commercial Swimming Pools", which have been approved in principle - and recommending
said regulations be adopted in such form as the Council may deem advisable.
There being no objections, the "draft" was referred to the City Manager and the City Attorney for
further study and legal review.

7. From City Planning Board, signed by the Secretary, requesting a thirty-day extension of time in
which to submit its recommendation on the petition of Mr. Joseph Bruzzone, et al, for the rezoning
of property known as 763 Buena Vista Avenue. Also, the Council was informed that, in the near
future, the Board would transmit certain proposed changes in procedural provisions of the Zoning
Ordinance.
Councilman Schacht moved the thirty-day extension of time be granted to the Board for the purpose
stated. The motion was seconded by Councilman Freeman and carried on the following roll call vote.
Ayes: Four, Noes: None. Absent: Councilman Petersen, (1).

u. From City Manager, recommending the issuance of a Revocable Permit to the Twelfth Naval District
for the installation of an overhead traffic signal at the intersection of Main Street and Avenue "C".
Said installation will be at "Navy" expense and with the understanding that the signal will be manu-
ally operated by Navy personnel in such manner as not to interfere unduly with traffic on Main Street.
Councilman Freeman moved the recommendation be followed and the Revocable Permit be issued under the
specified conditions. The motion was seconded by Councilman Schacht and carried on the following
roll call vote. Ayes: Four. Noes: None. Absent: Councilman Petersen, (1).

��� From City Manager, recommending contract be awarded to American LaFrance, sole bidder, for fur-
nishing one Aerial Ladder Truck and certain equipment for the Fire Department, in the amount of
$46,934.03. Also, that authorization be granted to buy other equipment in the sum of approximately
$610. in the open market.
Councilman Schacht moved the recommendation be adopted; that contract be awarded to American
LaFrance for furnishing said vehicle and certain equipment in the amount specified and also that
the purchase of other equipment in the open market be authorized to the sum of $610^, more or less.
The motion was seconded by Councilman Collischonn and carried on the following roll call vote. Ayes:
Four. Noes: None. Absent: Councilman Petersen, (1).
lu° From Treasurer, in compliance with Resolution No. 8026, reporting collateral held in his office
during the month of October, in the amount of $500,000.
The report was noted and ordered filed.
UNFINISHED BUSINESS:
ll~ From Civil Service Board, submitting a report on its findings in the matter of the "duty week"
of Alameda Firemen in comparison with other cities. This report had been requested by the Council
at its adjourned regular meeting held September 8, 1980, at which time the Council had given con-
sideration to the request of the Alameda Firemen's Association for a duty week of fifty-six hours -
to be established over a three-year period - instead of the present duty week of 67.2 hours.
Councilman Schacht moved this matter be referred to the City Manager for his perusal and recommenda-
tion to the Council at its next meeting. Councilman Collischonn seconded the motion.
Messrs. Harold Miller and Noel Van Der Haeghen, spokesmen for the Firemen, pointed up the importance
of the time element in procuring the required signatures to place the proposed Charter amendment on
the ballot at the City Election in March, 1961^ in the event the Council did not wish to act favor-
ably on the question. However, following some discussion on the subject and a clarification by the
City Attorney of the procedure to be followed, it was determined that laying the matter over to the
Council meeting of November 15 would not adversely affect the Firemen in their efforts to procure
the necessary signatures.
Mr. G. N. Pope, 1820 Bay Street, addressed the Council in opposition to the issue being placed on the
ballot as a Charter amendment. Be felt, however, the Firemen should be given the opportunity to
more fully present their proposals at this time.
The question was then put and on roll call the motion carried by the following vote. Ayes: Council-
men Collischonn, Schacht and President McCall, (3). Noes: None. Present: Councilman Freeman, (1).
Absent: Councilman Petersen, (1).

12. The following resolution was introduced by Councilman Schacht, who moved its adoption:

16. The following resolution was introduced by Councilman Freeman, who moved its adoption:

Relating to Construction and Operation of a

The motion to adopt said resolution was seconded by Councilman Collischonn and on roll call carried

The President thereupon declared all of the foregoing resolutions duly adopted and passed.
ORDINANCES FOR PASSAGE:

Councilman Collischonn moved the passage of the ordinance as oubmltted. The motion was seconded by
Councilman Schacht.
During the course of the discussion on this question, Councilman Petersen arrived and took his seat.
The following spoke on the subject: Messrs. Frank Gottstein, 731 Haight Avenue; Mark Dabadie, 1327
Sherman Street; Mesdames Inez Kapellas, 1610 Encinal Avenue, and Eileen Johnston, 824 Paru Street.
Following considerable discussion, the question was put and the motion was lost on the following vote.
Ayes: Councilman Collischonn, (1). Noes: Councilmen Freeman, Petersen, Schacht and President
McCall, (4). Absent: None.
President McCall asked that the City Manager send a memorandum to all City employees, requesting them
to be alert on behalf of small children to the hazards of the lagoons and also ask the Chamber of
Commerce to cooperate and participate in this respect through notification of business and industry.
Be said he felt it is the full responsibility of every citizen. It was also suggested the Recreation
Department be contacted for its ideas on the subject since it devotes considerable time to water
safety.
