The meeting convened at 7:30 o'clock p.m. with President McCall presiding. The Pledge of
Allegiance was led by Councilman Freeman and was followed by an inspiring Invocation delivered by
The Reverend Mr. Glen Paden, Pastor of Central Baptist Church.
ROLL CALL:
The roll was called and Councilmen CoIliacbonn, Freeman, Petersen, Schacht and President McCall,
(5), were noted present. Absent: None.
1. The minutes of the regular meeting held November 1, 1960, were approved as transcribed.
WRITTEN COMMUNICATIONS:
2.y From Alameda Chamber of Commerce, signed by Mr. James C. Taylor, President, informing the Council
the Board of Directors is not favorably disposed toward the creation of a mobile home park in Alameda
at this time, as requested by 0eaora. Bartos and Henry in their letter of September 27, 1960"
Mr. Taylor personally explained that the Board did not feel this type of trailer park would be an
asset to the City and the Clerk was directed to inform the interested parties concerning the subject.
3. From Mr. James R. Wyckoff, 814 Pacific Avenue, with reference to certain construction on the
patio of his premises and requesting permission for a portion of the surrounding "wall" to be six
feet, ten inches in 6eigbt.
It was developed that the matter had been resolved through administrative action and, therefore, the
letter could simply be acknowledged and filed. It was so ordered.
4.V �w Frum forty-five residents of San Jose and Alameda Avenues, Peach, Adams and Washington Streets,
who had signed a petition requesting the closing of Market Street, one hundred feet north of San Jose
Avenue.
Mr. Gordon McCormick, 3266 San Jose Avenue, spokesman for the group, several of whom were present,
addressed the Council with regard to this matter which has been the subject of discussion from time
to time during the past two years. He explained the situation by display of a large sketch of the
area involved - specifically Market Street between San Jose Avenue and Madison Street.
Messrs. Hanna and Annibale clarified certain engineering and legal aspects affecting the proposed
abandonment and the several interested property owners.
In the City's desire to effect a solution to this problem, Mr. Annibale was asked to contact the
property owners or their representatives in an effort to accomplish some agreement between them. He
pointed out that once they reach a satisfactory agreement, the City can proceed with the abandonment
of the street but the City cannot force the property owners into any agreement.

5. From Mrs. Annie Joughin, 723 Paru Street, concerning the nuisance caused by dogs allowed to run
loose.
This matter was referred to the City Manager for transmittal to the Pouodmamcer for a report.

6° From Alameda-Contra Costa Transit District, signed by Mr. J. R. Worthington, General Manager,
with regard to the expansion of commuter service into the South Shore area. The communication was
accompanied by a schedule of the additional service to go into effect' December 5, 1980, during the
morning and afternoon peak hours on the "W" Encinal-South Shore Line, Mondays through Fridays. It
was also indicated that other service improvements are planned for Alameda.
Mr. Weller was asked to ascertain just what other improvements are contemplated. Mr. Weller also
spoke of having raised the question with Mr. Alan L. Bingham, Public Information Manager of the
"District", concerning the procedure to be followed in bringing such matters before the respective
Boards of Supervisors, City Councils and the "Public" when changes are proposed which would affect
any given area. He said he had suggested the District consider this question and he thought it
would be helpful if the Council would also consider the establishment of some standard procedure in
this respect for recommendation to the District. He felt everyone should understand the situation
when cbbngea are to be undertaken; the interested parties would then be informed and would have an
opportunity to be heard.
Considerable discussion ensued on the subject and it was suggested the Transportation Committee of the
Chamber weigh the question and recommend some policy which its General Manager and the City Manager
could review and submit to the District. It was so ordered.
ORAL COMMUNICATIONS:

7. Mr. Frank Gottstein, 731 Haight Avenue, spoke on several matters - the traffic pattern in the
City, the need for a police officer to be stationed at the Alameda entrance of Posey Tube until 9;00
o'clock a.m. to take care of the peak-hour traffic and the advisability of having the Chief of
Police attend the Council meetings. He also suggested that steel pipes be installed near the elec-
troliers to protect them from being hit and sheared off, as has happened in several cases. This
would obviate the possibility of their fulling onto some cars or injuring someone.

8. Mr. C. N. Pope, 1820 Bay Street, expressed concern that the local Government is going to be
engulfed in a Regional- or Metropolitan-type Government.
9, Mrs. Inez Kapellas, 1610 Encinal Avenue, stated she understood that Alameda is the only city
in the State which appoints the members of the Board of Education. She suggested the members of
said Board should be elected,
Mrs. Kapellas was informed that the City Charter provides for the appointment of these Board members
and any change in this procedure would have to be a Charter amendment approved by the voters of the
City.
HEARINGS:
l»)/ The matter was called up concerning the proposed amendments to Zoning Ordinance No. 1277, New
Series, as contained in the draft considered and transmitted by the Planning Board pertaining to the
"C-3" and "ML" Districts.
The Clerk stated the Affidavit of Publication of the Notice of Bearing was on file, together with all
pertinent data on the subject. Also, a letter had been received from the Alameda Chamber of Commerce,
signed by the President, endorsing said amendments as proposed, with the inclusion of certain recom-
mended changes.
Upon request, Mr. Schoenfeld, Planning Director, briefly outlined the purpose and intent of the recom-
mended amendments. He was also asked to comment on the changes suggested by the Chamber Zoning
Committee.
Mr. Alton Lee, representing the Special Zoning Committee of the Chamber, stated the only point on
which there is any contention is the Committee's recommendation to eliminate the requirement for a
Use Permit in certain instances. He felt this regulation caused unnecessary delay in many cases,
which was a nuisance and a deterrent to progress in Alameda, Mr. Richard Thunder, also a member of
said Committee, concurred.
Mr. Annibale explained the proper interpretation of the language involved in the suggested changes.
The matter was .thoroughly reviewed and agreement was reached on the use of certain language in the
sections under consideration as well as the procedures to be followed.
There were no opponents to the specific amendments under consideration in this Hearing. The Presi-
dent thereupon declared the Hearing closed.
Councilman Freeman moved the Council accept the recommendations of the Planning Board as contained
in its draft dated October 14, 1960, with the exception of the changes suggested by the Zoning Com-
mittee of the Chamber as contained in its letter dated November 10, 1960, and specifically agreed
upon - and the City Attorney be directed to prepare an ordinance in accordance therewith for intro-
duction at the next meeting. The motion was seconded by Councilman Collischonn and corriedoo the
following roll call vote. Ayes: Five, Noes: Nooe, Absent: None.
REPORTS OF OFFICERS, BOARDS, ETCETERA:
11. From Mr. Markham B. Happ, tendering his resignation as a member of the Civil Service Board.
Councilman Schacht moved Mr. Happ's resignation from said Board be accepted with regret. The motion
was seconded by Councilman Freeman and unanimously carried.
President McCall requested the Councilmen to submit to him the names of persons they would like to
propose for nomination to fill the vacancy thus created.
12Ni. From City Manager, recommending contract be awarded to Mr. A. C. Bashnick, low bidder, for the
project of Installing a Storm Sewer in Ninth Street from Buena Vista Avenue to the Segregation Line,
at the total cost of $15,185~20.
Councilman Collischonn moved the recommendation be adopted; that contract be awarded to Mr. Bashnick
for the specified project at the price quoted and the bid bonds or checks be returned to the unsuc-
cessful bidders. The motion was seconded by Councilman Schacht and carried on the following roll call
vote. Ayes: Five. Noes: None. Absent: None.
13« From City Manager, recommending contract be awarded to Mr. H. W. Justin, for the purchase and
removal of a building located on the west side of Pearl Street at Fernside Boulevard, upon the pay-
ment of $100., subject to his obtaining certain permits.
Councilman Schacht moved the recommendation be approved; that said building be sold to Mr. Justin
for the price quoted, upon condition that he obtain the necessary permits. The motion was seconded
by Councilman Collischonn and carried on the following roll call vote. Ayes: Five, Noes: None.
Absent: None.

and Ties on Lincoln Avenue from Park Street to Eighth Street - reconnneudin it be accepted and the
Notice of Completion be ordered filed,
Councilman Schacht moved the recommendation be followed; that the work on the designated project be
accepted and the Notice of Completion be filed. The motion was seconded by Councilman Collischonn
and unanimously carried.
15. From City Manager, reporting all work satisfactorily completed on the project of Constructing a
Storm Culvert at Eighth Street and Taylor Avenue - recommending it be accepted and the Notice of
Completion be ordered filed.

Councilman Freeman moved the recommendation be adopted; that the work on the specified project be
accepted and the Notice of Completion be filed. The motion was seconded by Councilman Schacht and
unanimously carried.

Mr. Otto Phillipsen to reclassify his property at 1357 High Street from `l~4", Neighborhood Apartment
District, to "C-l", Neighborhood Business Diatrict,

l7.' From City Planning Board, signed by the Secretary, recommending certain amendments to Ordinance
No. 1277, New Series, pertaining to the "A-P", Administrative-Professional District.

18. From City Manager, reporting all work satisfactorily completed on the project of Resurfacing
Central Avenue from Park to High Street - recommending it be accepted and the Notice of Completion
be ordered filed.
Councilman Collischonn moved the recommendation be adopted; that the work on said project be accepted
and the Notice of Completion be filed. The motion was seconded by Councilman Schacht and unanimously
carried.
19. From City Manager, concerning the proposal of the Alameda Chamber of Commerce to retain certain
funds from the 1958-1959 and 1959-1960 budget balances to be spent for current City Advertising und
Promotion purposes - recommending said proposal be approved and the sum of $318.15 be accepted in
conclusion of the contractual obligation through June 30, 1960.
Councilman Collischonn moved the recommendation be followed; that the Chamber's proposal be approved
and the reimbursement of $318.15 be accepted as concluding the contract through June 20, 1960. The
motion was seconded by Councilman Schacht and carried on the following roll call vote. Ayes: Five.

INTRODUCTION OF ORDINANCES:
20^ Councilman Schacht introduced the following ordinance, after which it was laid over under pro-
vision of law and the Charter:

An Ordinance of the City of Alameda Amending Title II, Chapter 5,
of the Alameda Municipal Code by Adding Thereto Article 5,
Section 2~551, Relating to Leave of Absence."
UNFINISHED BUSINESS:
21. The matter was presented concerning the request by the Alameda Firemen's Association for the
reduction of the duty week of the firemen from 67.2 to fifty-six hours. The issue had been laid over
from the last meeting for a report and recommendation from the City Manager, copies of which had been
sent to the Councilmen during the interim.
Mr. Robert W. Crown, Attorney for the Alameda Firemen's Association, made a strong plea on behalf of
the firemen and urged that the Council take favorable action toward the reduction of said duty week.
There was a detailed discussion of all aspects of the subject, during which Lime each Councilman
expressed his opinion in the matter and Mr. Weller commented on certain points. Councilman Schacht
then moved the duty week of the Alameda Fire Department be reduced from 67.2 to sixty-three hours,
to become effective July 1, 1961, and the City Attorney be directed to prepare a resolution to this
effect. The motioo was seconded by President McCall and was defeated on the following roll call vote.
Ayes: Councilman Schacht and President McCall, (2). Noes: Councilmen Collischonn, Freeman and
Petersen, (3). Absent: None.
NEW BUSINESS:
22. President McCall presented the matter of the eight-foot fences to be constructed around the swim-
ming pools at Franklin Park, for which height it is necessary to obtain Council approval. Councilman

23. Councilman Freeman submitted the matter of a proposed survey of traffic conditions in A lomeda.
Mr. Weller explained the circumstances and pointed up the advantages of employing an outside traffic
engineering firm for such a project. Reference was made to a proposal from Wilbur Smith and Asso-
ciates, dated June 2, 1960, and to memoranda from both the City Engineer, dated November 7, 1968,
{ and the City Manager, dated November 14, 1960.
Councilman Collischonn moved the City Manager be authorized to retain the firm of Wilbur Smith and
Associates to conduct a traffic study as outlined in its letter of June 2, 1860, for which payment
. will be made upon completion of the project in the sum not to exceed S9,600. The motion was seconded
by Councilman Schacht and carried on the following roll call vote. Ayes: Five. Noes: None.
Absent: None.
RESOLUTIONS:
24. The following resolution was introduced by Councilman Collischonn, who moved its adoption:
"Resolution No 6151
Adopting Specifications for Furnishing to the City of Alameda
One (1) Accounting Machine for the Street Department, Calling
for Bids and Directing City Clerk to Advertise Some."
The motion to adopt said resolution was seconded by Councilman Freeman and on roll call corried_by
the following vote. Ayes: Five. Noes: None. Absent: None.

"Resolution No. 6152
Resolution of Intention to Approve an Amendment to Contract
Between the Board of Administration of the State Employees'
Retirement System and the City Council of the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Freeman and on roll call carried by
the following vote. Ayes: Five. Noes: Nune, Absent: None.
26. The following resolution was introduced by Councilman Schacht, who moved its adoption:
"Resolution No. 6153
Adopting Specifications for Furnishing to the City of Alameda
Athletic Supplies and Equipment for the Recreation Department,
Calling for Bids and Directing City Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Collischonn and on roll call curried
by the following vote. Ayes: Five. Noes: None. Absent: None.
27, The following resolution was introduced by Councilman Freeman, who moved its adoption:
"Resolution No. 6154
IN MEMORIAM TO HOWARD ROY FREEMAN, SR.
"WITH HEARTFELT GRIEF, the Council of the City of Alameda records the death of one
of its loyal employees, Mr. HOWARD ROY FREEMAN, SR., who had been employed as a Skilled
Laborer in the Golf Course Department on October 16, 1940. Eventually, Mr. Freeman was
promoted to the job of Equipment Operator in which capacity he was working at the time
of his demise on November 9, 1960.
"WHEREAS, Mr. Freeman had been a very faithful and efficient workman in the performance
of his duties;
"NOW, THEREFORE, BE IT RESOLVED that, in recognition of his capable service during
the long period of his employment and his amicable cooperation with his associate
employees, the Council of the City of Alameda hereby expresses its sense of personal
loss and its appreciation for Mr. Freeman's earnest endeavors on behalf of the City.
"BE IT FURTHER RESOLVED, that this Resolution be spread in full upon the minutes
of this meeting, and a copy thereof be forwarded to the family of Mr. Freeman, that it
may extend to its members a sincere expression of sympathy and condolence in their
bereavement; and
"BE IT FURTHER RESOLVED, that when this meeting of the Council of the City of
Alameda adjourns, it shall do so in respect to the memory of Mr. HOWARD ROY FREEMAN, SR."
The motion to adopt said resolution was seconded by Councilman Schacht and on roll call carried by
the following vote. Ayes: Five. Noes: None. Absent: None.
The President thereupon declared all of the foregoing resolutions duly adopted and passed.
FILING:
28. Specifications and Provisions No. MS 11-60-14 - for Furnishing Accounting Machine for
Street Department.
29. Specifications and Provisions No. MS 11-60-15 - for Furnishing Athletic Supplies and
Equipment for Recreation Deportment,
BILLS:
30, An itemized List of Claims against the City of Alameda and the Departments thereof, in the
total amount of S99,089.58, was presented to the Council at this meeting.
The List was accompanied by certification from the City Manager that the Claims shown were correct.
Councilman Schacht moved the bills as itemized in the List of Claims filed with the City Clerk on
November 15, 1968, and presented to the Council at this meeting, be allowed and paid. The motion was
seconded by Councilman Collischonn and carried on the following roll call vote. Ayes: Five. Noes:
None. Absent: None.

31. President McCall referred to the recent death of Mr. Chester E. Stanley, member of the Alameda
County Board of Supervisors and a member of the Alameda County Highway Advisory Committee, and sug-
gested his memory also be honored at the time of adjournment.
ADJOURNMENT:
32. There being no further business to come before the meeting, the PreSident asked all to stand for
a moment of silence in respect to the memory of both Messrs. Howard Roy Freeman, Sr., and Chester E.
Stanley. The Council then adjourned - to assemble in regular session on Tuesday evening, December 6,
1960, at 7:30 o'clock.
