1956-02-23 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL, OF THE CITY OF ALAMEDA HELD THURSDAY EVENING, FEBRUARY 23, - - - - - - - - - 1956 The meeting convened at 7:30 o'clock 7. M. with President Kranelly presiding. The Pledge of Allegiance was lead by Councilman Meresi. ROLL CALL: The roll was called and Councilmen Haag, Hove, McCall, Moresi and ?resident Kranelly, (5), were noted present. Absent: None. WRITTEN COMMUNICATIONS:. 4 1. From Mrs. Ruth Ferguson, occupant of Ark No. 5, stating that due to the fact that she is physically handicapped she may need more than thirty days ' time to vacate her home. This letter was referred to the portion of the hearing in which this Ark No. 5, to be discussed, to be read into the record. HEARINGS: 24. The matter was called up concerning the proposed declaration of certain arks numbered consecutively from No. 1 through No. 22, as public nuisances, and the condemnation thereof. A stenotype operator was present to officially record the proceedings on this matter and the transcript thereof is, by reference, hereby made a part of these minutes. RESOLUTIONS: 3. The following resolution was introduced by Councilman Hove, who moved its adoption: "Resolution No. 5249 Declaring Certain Dielling in the City of Alameda California, to be a Public Nuisance (Ark No. 22). The motion to adopt said resolution was seconded by Councilman Mores] and on roll call carried by the following vote. Ayes: Councilmen Haag, Hove, McCall, moresi and ?resident Kranelly, (5). Noes: None. Absent: None. Thereupon the l'resident declared said resolution duly adopted and, passed. 4. The following resolution was introduced by Councilman Moresi, who moved its adoption: "Resolution No. 5250 Declarin; Certain Dwelling in the Gity of Alameda, California, to be a Public Nuisance (Ark No. 21)•" The motion to adopt said resolution was seconded by ,oflncilman McCall and on roll call carried by the following vote. The following resolution was introduced by 'ouncilmar McCall, who moved its adoption: "Resolution No. 5251 Declaring Certain Duelling in the City of Alameda 4 California, to be a Public Nuisance (Ark No. 20). The following resolution was introduced by Councilman Moresi, who moved it adoption Resolution No. 5254 Declaring Certain Dwelling in the City of Alameda, California, to be a Public Nuisance (Ark No. 18)." The following resolution was introduced by Councilman Hove, who moved its adoption: "Resolution No. 5256 Declaring Certain Dwelling in the City of Alameda, California, to be a Public Nuisance (Ark No. 16). The following resolution was introduced by Councilman Moresi, who moved its adoption: "Resolution No. 5257 Declaring Certain Dwelling in the City of Alameda, California, to be a Public Nuisance (Ark No. 15)." The motion to adopt said resolution was seconded by Councilman Haag and on roll call carried by the following vote. Ayes : Councilmen Haag, Hove, McCall, Moresi and President Kranelly, (5). The following resolution was introduced by Councilman Haag, who moved its adoption: "Resolution No. 5258 Declarin7 Certain Dwellin7 in the City of Alameda, California, to be a Public Nuisance (Ark No. 14)." The following resolution was introduced by Councilman Hove, who moved its adoption: "Resolution No. 5259 Declaring Certain Dwelling in the City of Alameda California, to be a Public Nuisance (Ark No. 13). The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the following vote. Ayes : Councilmen Haag, Hove, McCall, Moresi and President Kranelly, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 14. Councilman Moresi moved that the following resolution be laid over until the regular meeting of the Council to be held March 20: "he olution No. Declaring Certain Dwelling in the City of Alameda, California, to be a Public Nuisance (Ark No. 12)." The owner or this ark, Mrs. Alice L. Thompson, was insrructed to submit to the Council plans and specifications which will meet all City building codes and legal requirements pertaining to its reconstruction, by the date set, March 20. This was in line with the statements of this owner that she wished to put this ark in such condition that it would be aecentable to the City, that it might remain in its present location and continue to be used as a home. The motion that this resolution be laid over was seconded by Councilman Haag and on roll call carried by the following vote. Ayes: Councilmen Haag, Hove, McCall, Moresi and President Kranelly, (5). Noes: None. Absent: None. 15. The following resolution was introduced by Councilman Haag, who moved its adoption: "Resolution No. 5260 Declaring Certain 11)elling in the City of Alameda, California, to be a Public Nuisance (Ark No. 11)." The motion to adopt said resolution was seconded by Councilman Hove and on roll call carried by the following vote. Ayes: Councilmen Haag, Hove, McCall, Moresi and President Kranelly, (5). Councilman Hove moved that the following two resolutions be laid over until the regular meeting to be held March 20: 17. "Resolution No. Declaring Certain Dwelling in the City of Alameda, California, to be a Public Nuisance (Ark No. t/ Resolution. No. Declaring nertain Dwelling in the City of Alameda, California, to be a Public Nuisance (Ark Jo. 9)." The stipulations applying in the case of Ark No. 12, owned by Mrs. 'homnson, were specified in Lhe cases of these two arks aleo. Messrs. TJason H. Julien and Martin H. Ulrich, owners, resnectively, are to submit. to the Council, nrior to the regular Council meeting of March 20, plans and specifications which will meet all City of Alameda building codes and legal eequirements pertaining to the satisfactory reconditioning of these arks. Both gentlemen were present, and the action of the Council followed their testimony that it is the desire of each to abide by the decisions of the Council. These arks are located on area being filled by Bay View Development Corp., which makes their status temporary at best. The motion to lay these two resolutions over to the meeting of March 20 was seconded by Councilman Moresi and on roll call carried by the following vote. The folloveing resolution was introduced by Councilman Moresi, who moved its adoption: "Resolution No. 5261 Declaring Certain Dwelling in the City of Alameda, California, to be a Public Nuisance (Ark No. 8)." The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the followin; vote. Ayes: Councilmen Naa ;, Hove, McCall, moresi and President Kranelly, (u). Hove, who moved its adoption: "Resolution No. 5263 Declaring Certin Dwelling in the City of Alameda California, to be a Public Nuisance (Ark No. 6) . The followinc, resolution was introduced by Councilman Moresi, who moved its adoption: "Resolution No. 5264 Declaring Certain Dwelling in the City of Alameda, California, to be a Public Nuisance (Ark No. 5)." The motion. to adopt said resolution was seconded by Councilman Haag and on roll c 11 carried by the following vote. Ayes : Councilmen Haag, Hove, McCall, Moresi and President Kranelly, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. Councilman Moresi, in introducing 4-his resolution, exnressed concern nor the difficulties of this ark resident, Mrs. Ruth Ferguson, whose letter had been read into the records covering this particular dwelling. This letter, as mentioned under ftdritten Communications", stated that thirty days might Prove insufficient time for Mrs. Ferguson, who is physically handicapped, to become relocated. It was suggested that this situation, and that of another ark occupant, Mrs. Edith Caldwell of Ark No. 4, be discussed with L=rs. Phyllis McCoskey of the Social Ser- vice Board, and that these Lwn ark residents be assured provisions will be made to ease their particular difficulties in relocating. Councilman i[ioresi was requested by President Kranelly to look into this matter with Idrs. McGoskey. 22.
