N. with President Anderson presiding. Absent: :Tone. MINUTES: 1. The minutes of the regular meeting held. January 18 transcribed. 955, were approved OPENING 0' BIDS: 2. Bids were opened and read for the project of Furnishing and Erecting Chain Link Fence Along Southern Pacific Right-of-Way, in accordance with Specifications, Special Provisions and Plans therefor, No. PE 1-55-2, as follows: From The Colorado Fuel and Iron Corporation 2,536.86 Accompanied by certified check in amount of 300.00 From United States Steel Corporation, American Steel & Wire Division, Cyclone Fence Department 2,749.86 Accompanied by certified check in amount of 300.00 From San Jose Steel Co., Inc. Accompanied by certified check in amount of 4n7.00 300.00 From Anchor Post Products, Inc. of Calif. 2,1),65.10, Accompanied by B/A check in amount of 275.00 The bids were referred to the City Manager for his survey and recommendation. 'TRIET:N COMMUNICATIONS: 3. From Eliga R. and Rose Murry and Herold C. 'lard, requesting, an Amendment of Dia- gram and Assessment of Parcel No. 18-3 of the Bay Farm Island Sewer Assessment Dis- trict, Project No. 1 - into two parcels to be kncwn as Nos. 18-1 and 18-2. Councilman Jones moved this matter be r eferred to the City Engineer for his report. The motion was seconded by Councilman Moresi and unanimously carried. From Ed. Deemer Buick, Inc., notifying the City Council that this Corporation will not renew its lease, which expires April. 10, 1955, covering property located at the northwest corner of Atlantic Avenue and Webster Street. President Anderson stated that, if there are no objections, the communication will be filed and the City Clerk will make a permanent record of this notification. 5V. From the State of California, Department of Public Works, Division of San Fran- , cisco Bay Toll Crossings, 'requesting permission to occupy the area behind the bulk- head line off the southern shore of Alameda during certain exploratory boring operations in connection with the Southern Crossing. The letter was accompanied by a print of its Drawing No. P-2001-8 on which was indicated in red the locations of the t en holes to be made. Councilman Moresi moved the Deportment of Public Works be given proper authority to occupy this orea. The motion was seconded by Councilman McCall and unanimously carried. 6. From the Alameda Junior Chamber of Commerce, endorsing the Golf Course Bond issue. The communication was noted and ordered filed. 7. From the Library Board, expressing appreciation to the Council for approving the Board's request for additional funds to complete the furnace installation at the Branch Library. The communication was noted and ordered filed. 8. From Alameda Post No. 9, Inc., The American Legion, requesting a permit to spon- sor the West Coast Shows' carnival, to be held from May 10, through 1:ay 15, 19, the Maritime-Alameda Shipyard parking lot. Councilman Jones moved the City Manager be authorized to grant a permit to this organi- zation to sponsor the carnival for the period designated. The motion was seconded by Councilman McCall and unanimously carried. 9. From Alameda Realty, signed by Lowell H. Duggan, requesting an extension of ninety days' time from this date for the filing of the Final Subdivision Nap cover- ing Tract No. 1250, located on Bay Farm Island. Councilman Haag moved the Alameda Realty be granted a ninety-day extension of tine in which to file the Final Subdivision Map on this Tract. The motion was seconded by Councilman Jones and unanimously carried. 1 10. From the Alameda County Chapter, National Foundation for Infantile Paralysis, Inc., signed by Ralph Cioffi, Chairman of the Alameda March of Dimes Committee, extending an invitation to the members of the Council and other City officials to attend Alameda's Annual March of Dimes Benefit Baseball Game, to be played at Wash- ington Park at 1:00 o'clock P. M. on Sunday, February 6, 1955. Councilman McCall suggested the City Clerk acknowledge this letter and also urged all to attend this b enefit game. It was so ordered. 11. From Utah Construction Company, transmitting Agreement for securing and making fill on the South Shore, in line with its letter of January 5, in which the Company requested the authority of the City to dredge on property on San Francisco Bay con- trolled by the City of Alameda for the purpose of filling the Company's property on the South Shore and on Bay Farm Island. President Anderson stated the Agreement willb e referred to the Committee of the Whole for further study and discussion. ORAL COMMUNICATION'S: 12. President Anderson stated it was a wonderful sight to see the interest shown in the "Scout Day in Government" by the large attendance at this meeting. He extended a cordialwelcome to all and remarked that the City Administration is very proud of the Boy Scout organization in Alameda. Mr. "Chet" Wilson, Scout Executive, expressed the thanks and appreciation of the Boy Scout Council for the opportunity the Scouts have had to see the City Council in operation. He said he had talked to the boys who had served as City officials during the day and they had expressed their interest and enjoyment of the respective office activities and tour of the City Hall. At this point, each of the City officials introduced his associate Scout Officer. HEARINGS: l3. The matter was called up concerning the request from George B. and May Cerruti and James E. and Dora K. Earl, for the Amendment of Diagram and Assessment of Par- cel No. 35 of the Bay Farm Island Sewer Assessment District, Project No. 1 - into two parcels to be known as Nos. 3 5- and 35-1. Councilman Jones moved permission be granted to make this amendment as requested, inasmuch as there are no objections to the proposed change. The motion was seconded by Councilman Moresi and on roll call carried by the following vote. Ayes: Coun- cilmen Haag, Jones, McCall, Moresi and President Anderson, (5). Noes: None. Absent: None. REPORTS OF COMMITTEES: 4 1.1. From the City Manager, recommending that Mr. Gene Saalwaechter be allowed to attend the Seventh Annual California Recreation Conference, to be held in Santa Cruz from February 13 to 16, 1955 - also, that permission be granted to the Supervisor of Recreation, Supervisor of Special Activities and Supervisor of Athletics, for part- time attendance - that l50 . be appropriated for this purpose and a City car be used for their transportation. Councilman Moresi moved the City Manager's recommendation be adopted; that the designated personnel of the Recreation Department be authorized to attend. the Con- ference as indicated, that 7..50. be appropriated for their expenses and a City car be used for transportation. The motion was seconded by Councilman McCall and on. roll call carried by the following vote. Ayes: Councilmen Haag, Jones, McCall, Moresi and President Anderson, (5). Noes: None. Absent: None. 15. From.the Board of Education, submitting the name of Mr. J. Roger Hooper for consideration as a member of the Recreation Commission - to serve the unexpired term of Mr. Jack Blunden, resigned. The matter was referred to "Resolutions". 16. From Mr. Ray P. Kranelly, Chairmanfbr the Recreation Commission, extending an invitation to the members of the Council to attend the Annual Installation Banquet of District III of the California Recreation Society, to be held at 6:30 o'clock P. M., Thursday evening, February 3, at the Encinal High School Cafetorium. President Anderson instructed the City Clerk to acknowledge this invitation with thanks and assure Mr. Kranelly that all members of the Council plan to attend. 4 INTRODUCTION OP ORDINANCES: 17. Councilman Jones introduced the following ordinance, which w as then referrod to "Ordinances for Passage" due to its being a measure of great emergency in that the property mentioned is to be offered for sale at, some time during the month of February - and If the ordinance were permItted to take the usual course as a non-emergency measure, six weeks would elapse before it wo uld go into efrect, by which time it is possible that the time for bidding would be past. "Ordinance No. New Series Authorizing the City Manager to Hid, on Behalf of the City of Alameda, on Public Housing Administration Property Cal. 1L120 (Former Atlantic Trailer Project Site)." 18. Councilman lecCall introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Certain Sections and Titles of and Adding Certain Sections and Titles to the Plumbing Code and Heating and 7entilaing Code of the City of Alameda, Prescribinr Ventilation Requirements for Kitchens and Domestic 0-as Ranges; Fixing Penalties on Permit Fees and Requiring Reports of Sales of Gas Appliances . RESOLUTIONS: 19. The following resolution was introduced by Councilman Jones, who moved its adoption: Resolution No. 5038 Resolution of the Council of the City of Alameda Establishing Election Precincts, Designating Polling Places Therefor and Naming Officers of Election for Each. Precinct for General Municipal Election to be Held on Tuesday, March 8, 1955.1 The motion to adopt said resolution was seconded by Councilman Moresi and on roll c,11 carried by the following vote. Ayes: Councilmen Haag, Jones, McCall, Moresi and Pre- sident Anderson, ,(5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 20. The following resolution was introduced by Councilman Moresi, who moved its adpp- tion: "Resolution No. o039 Adopting Specificatbns, Special Provisions and Plans for Construction of a Basketball Court at Franklin Park, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilmen McCall and on roll call carried by the following vote. Ayes: Councilmen Haag, Jones, YcCall, Moresi and President Anderson, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 21. The following resolution was introduced by Councilman Jones, whorroved its adop- tion: "Resolution No. 5040 In Memoriam to Joseph F. All and HEARTFELT GRIEF, the Council of the City of Alameda records the death of one of its former employees, JOSEPH F. ALLEMAND, retired, who had served the City faithfully and well as a laborer in the Park Department for thirty-one years during the period from September, 1919, to April 1, 195;0. Mr. Allemand was loved by his fellow associates for his friendly personality and his spirit of cheerful helpfulness. "NON, THEREFORE, BE IT RESOLVED, that, in recognition of the loyalty and efficiency shown by this employee in the performance of his duties and the esteem with which he was held by his fellow workers, the Council of the City of Alameda does herewith express its sincere gratitude for the conscien- tious effort put forth by Mr. Aliemand in his work. "BE IT FT_TRTHER RESOLVED, that this Resolution be spread in full upon the minutes of this meeting, and that a copy thereof be transmitted to the family of Mr.Allemand, that it may extend to its members a sincere expression of sympathy and condolence; and "BE IT FURTHER RESOLVED that when this meeting of the Council of the City of Alameda adjourns, it shall do so in respect to the memory of JOSEPH F. ALLEMAND." * * * The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the following vote. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 5n1 In Memoriam to Ben F. Lamborn WITH DEEP SORROW, the Council of the City of Alameda records the death of one of its former City Officials, BEN F. LAMBORN, who was elected by the people of Alameda to serve as City Clerk beginning April 15, 1895. Yr. Lamborn officiated in this office until April 15, 1901. "NOW, THEREFORE, BE IT RESOLVED, that, in recognition of the worthwhile and commendable service rendered by Mr. Lamborn in the pioneer days of this community and his continued interest and concern in the welfare and proper development of the City, the Council of the City of Alameda hereby expresses its sincere appreciation of his early leadership and civic-minded activities. "BE IT FURTHER RESOLVED, that this Resolution be spread in full upon the minutes of this meeting, and that a copy thereof be transmitted to the family of Mr. Lamborn, that it may extend to its members a sincere expression of sympathy and condolence; and "BE IT FURTHER RESOLVED, that when this meeting of the Council of the City of Alameda adjourns, it shall do so in respect to the memory of BEN F. LAMBORN." * * * The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the following vote. Councilman Jones stated it is interesting to note that Mr. Lamborn, while City Clerk, was the one who was the originator of the organization now known as the League of California Cities. 23. The following resolution was introduced by Councilman McCt1, who moved its adoption: "Resolution No. 5042 Appointing Member of the Recreation Commission." (J. Roger Hooper) The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Haag, Jones, McCall, Moresi and President Anderson, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 2h. The following resolution was introduced by Councilman McCall, who moved its adoption: "Resolution No. 5043 Approving First Supplemental Memorandum of Agreement for Expenditure of Gas Tax Allocation for Major City Streets and Authorizing the Execution Thereof." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Haag, Jones, McCall, Moresi and President Anderson, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 25. The following resolution was introduced by Councilman Haag, who moved its adoption: "Resolution No. 5044 Adopting Specifications, Special Provisions and Plans for Construction of Sanitary and Storm Sewers in Order to Connect Alameda Sewer System to E. B. E. U. D. Sanitary Interceptor--Unit V, Calling, for Bids and Directing, City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the following vote. Ayes: Councilmen Haag, Jones, cCall, Moresi and President Anderson, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 26. The following resolution was introduced by Councilman Noresi, who moved its adoption: "Resolution No. 501L5 Adopting Specifications for Furnishing to the City of Alameda One (1) New 19',5 Two--Door or Four--Door Sedan for the Fire Department, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the following vote. Ayes: Councilmen Haag, Jones, McCall, Noresi and President Anderson, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 27. "Ordinance No. 1144, New Series An Ordinance Calling a Special Municipal Bond Election in the City of Alameda for the Purpose of Submitting to the Electors of Said City the Measure of Incurring a Bonded Indebtedness of Said City for the Acquisition, Construction and Completion of the Following Municipal Improvement, to-wit: Municipal r'rolf Course Improvements Declaring the Estimated Cost of Said Municipal Improve- ment, the Amount of the Principal of Said Indebtedness to be Incurred Therefor, and the Maximum Rate of Interest to be Paid Thereon; Making Provision for the Levy and Collection of Taxes; Fixing the Date of Said Election, the Manner of Holding the Same, Providing for Notice Thereof, and Consolidating Said Special Municipal Bond Election with the General Municipal Bond election with the General Municipal Election to be Held on. FLarch 6, 1955." Councilman McCall moved the ordinance be adopted as read. The motion was seconded by Councilman Haag and on roll call carried by the following vote. "Ordinance No. 1145, New Series Authorizing the City Mannuer to 12i0, on Pehalf of the City of Alameda, on Public Housing Administration Property Cal. 4120 (Former Atlantic Trailer Project Site)." Councilman Moresi moved the ordinance be adopted as read. The motion was seconded by Councilman Jones and on roll call carried by the following vote. Specifications, Special Provisions and Plans - No. FT 2-.55-3 - For the Construction of a Basketball Court at Franklin Park, 30. First Supplemental Memorandum of ArTreement for Expenditure of Gas Tax Allocn-ition for Major City Streets - Between City of /,lameda and State of California Department of Public Works. 31. Specifications, Special Provisions and Plans - No. PW 12-54-23 - For the Construction of Sanitary and Storm Sewers in Order to Connect Alameda's Sewer System to the E.B.M.U.D. Sanitary Interceptor-Unit V. 32. Specifications and Provisions - No ES 2-55-1 - For Purnishinf, One New 1955 Two-Door or Four-Door Sedan for the Fire Department. BILLS: 32. An itemized List of Claims against the City of Alameda and the Department thereof, in the total amount of "i;12,282.118, uas submitted to the Council at this meeting. The list was accompanied by a certification from the City Manager that the Claims shown were correct. Councilman Jones moved the bills as itemized in the List of Claims filed with the City Clerk on February 1, 1955, and submitted to the Council at this time, be allowed and paid. The motion was seconded by Councilman McCall and on roll call carried by the following vote. Ayes: Councilmen Haag, Jones, McCall, Moresi and President Anderson, (5). Noes: None. Absent: None. 3L. At this point, President Anderson stated the City of Alameda has an "Honorary Citizen" certificate which is presented to individuals upon special occasions and for special reasons - and he thereupon announced that one of these certificates will be presented to each of the Boy Scouts who participated in the activities of "Scout Day in Government". ADJOURNMENT: 35. There being no further business to come before the meeting, the Council adjourned in respect to the memory of BEN F. LAMBORN, forrrer City Clerk, and JOSEPH F.
