HELD TUESDAY EVENING, SEPTEMBER 6, - - - 1955
The meeting convened at 8:00 o'clock P. M. with President Kranelly presiding.
The Pledge of Allegiance was lead by Councilman Moresi.
ROLL CALL:
The roll was called and Councilmen Haag, Hove, McCall, Moresi and President
Kranelly, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held August 16, 1955, and the special meet-
ing held August 24, 195, were approved as transcribed.
OPENING OF BIDS:
2. Bids were opened and read for the Furnishing of Automobile and Truck Tires and
Tubes for the remainder of the fiscal year ending June 3C), 1956, in accorcance with

The foregoing bids were referred to the City Manager for his study and recommendation.
WRITTEN COMMUNICATIONS:

From the Alameda Unified School District, with reference to the lease between
the District and the City for use of Thompson Field in McKinley Park for football
and other sports. It Was stated that the Board of Education intends to construct
portable type, steel bleachers at this site and inquired if these bleachers would be
subject to the provisions of Item 9 of snid Lease, whereby, upon expiration of the
Lease, they would revert to the City rather than remain the property of the Alameda
Unified School District.
Councilman Hove moved the City Attorney be authorized to write a letter to the School
District informing it that inasmuch as these bleachers would not be considered fix-
tures of the park they will remain the property of the District. The motion was
seconded by Councilman Moresi and unanimously carried.

From the State of California Recreation Commission, signed by Sterling S. Winans,
Director of Recreation, congratulatincr the City on the dedication of the Tiny To Ares
of Krusi Park and the Rotary Club for its contribution of the High Street ntrance.
President Kranelly stated the City Manager will acknowledge the letter of Mr. Winans
and also write a letter of thanks to the Alameda Rotary Club, with respect to this
matter.
Councilman McCall suggested it would be well to point out to Mr. Winans the C ity's
plans for the opening, of the new swimming pool and the proposed development of State
parks and beaches.
D. From William W. Ward, Jr., Director, Contra Costa County Department of Civil
Defense, thanking the Council for the privilege of having had the opportunity to serve
the City of Alameda for a period of four years as Medical and Health Coordinator in
the Civil Defense Department. He also praised the Alameda Civil Defense program and
-pointed out it has an excellent reputation and is considered one of the best.
President Kranelly stated the Council is very appreciative of this fine letter.
Councilman Moresi suggested a letter be written to Mr. Ward, pointing out that many
other cities are just now getting in step with Alameda in its Civil Defense program.
President Kranelly thereupon requested the City Manager to write such a letter to
Mr. Ward.
7. From the Alameda Chamber of Commerce, endorsing a suitable development" on the
property owned by Alameda Bayside Development Corp., situated in the west end of the
City.
President Kranelly expressed the Council's thanks for the Chamber's letter and stated
it would be referred to the Bayside file.
Councilman Moresi nointed out that the Council is now awaiting the return of Mr. W. F.
Coates, Secretary of the Corporation, in order that a further meeting can be arranged
to discuss this matter.
8. From Arthur L. Berg, Picnic Chairman, inviting the Council and, its families to
attend a picnic sponsored by the Alameda Municipal Employees Association, to be held
Sunday, September 25, 195,5, at Roberts Area, Regional Par Sytor, beginning at 11:00
olclock A. M.
President Kranelly thanked. Mr. Berg for the invitation and stated that the members of
the Council will be present if possible.
9. From Mrs. P. Larsen, 1555 Central Avenue, protesting against the 20-foot set-
back allowed by the Planning Board at its meeting held August 31, 1955, for the tri-
plex proposed to be constructed on the property known as 1505 Central Avenue.
President Kranelly pointed out that the action taken by the Planning Board in this
matter is in accordance with its established policy for setback lines along Central
and Santa Clara Avenues. The City Clerk was thereupon instructed to so inform Mrs.
Larsen.

10. Mr. Frank Gottstein spoke at great length about the congestion of traffic on
Webster Street, protested against the allowing of left-hand turns onto Atlantic
Avenue and also complained about the poor lighting in Posey Tube.
President Kranelly pointed out the City is doing everythly; it can to remedy the
situation in the Tube and the Police Department is doing all it can to help the
traffic condition.
REPORTS OF COMMITIEES:
11. From the Mayor, the Acting City Manager and the City Auditor, reporting on the
Count of Money held August 17, 1955 - showing an amount of $4,448,373.37 in the City
Treasury.
The report was noted and ordered filed._

12. From the City Auditor, showing the change in the assessed value of the Public
Utility Roll for the current year, due to the recent action of the State Board of
Equalization - said value now being $3,455,170., which is a reduction of $656,460,
in the original estimate.
President Kranelly stated the City Manager has prepared a letter which is to be sub-
mitted to the Senate Interim Committee on Governmental Organization at a hearing to
be held in Sacramento tomorrow morning and the City representatives will be present
at that time.

13. From the City Manager, recommending that Fire Chief Lane be authorized to attend
the Conferences of the Pacific Coast Inter--Mountain Fire Chiefs' Association, to be
held at Sun Valley, Idaho, from September 14 to 17, 1955 - and also the League of
California Cities, Fire Section, to be held in San Francisco, from September 19 to 21
1955 - and that 300. be appropriated for his expenses.
Councilman Moresi moved the City Managerls recommendation be adopted; that Fire Chief
Lane be authorized to attend the two Conferences specified and )3c,0. be appropriated
for his exnenses. The motion was seconded by Councilman McCall and on roll call
carried by the following vote. Ayes Councilmen Haag, Hove, McCall, Moresi and
President Kranelly, (5). Noes: None. Absent: None.

14. From the City Manager, recommending that a thirty-day extension of time be
.granted to Frank Mossey, Contractor, for the completion of the Alameda Swim Center.
Councilman McCall moved the City Manager's recommendation be approved; that this con-
tractor be granted a thirty-day extension of time to complete his work on this pro-
ject. The motion was seconded by Councilman Haag and unanimously carried.
15. From the City Manager, reporting on the investigation of the request from Harvey
L. Eshpeter, 616 Buena Vista Avenue, for permission to extend the height of his pre-
sent six-foot concrete block wall to twelve feet. It was recommended that permission
be granted to allow the additional height.
Councilman Haag moved that a Revocable Permit be issued to Mr. Eshpeter for the con-
struction of his concrete block wall to a height of twelve feet. The motion was
seconded by Councilman Hove and unanimously carried.
16• From the City Manager, reporting that all work has been satisfactorily completed
in connection with the improvements at the High Street Entrance to Krusi Park in
accordance with the contract between Alameda Rotary Club and Huettig & Schromm, Inc.,
contractor - and recommending that the Notice of Completion be ordered filed.
Councilman Hove moved the City Managerls recommendation be adopted and the Notice of
Completion be filed. The motion was seconded by Councilman Moresi and unanimously
carried.

17. From the City Manager, reporting all work satisfactorily completed in connection
with the Relocation of an Existing Fence on the Southern Portion of Bay Farm Island -
and recommending its acceptance and that a Notice of Completion be ordered filed.
Councilman Moresimoved the City Manager's recommendation be adopted; that the work
on this project be accented and the Notice of Completion be filed. The motion was
seconded by Councilman McCall and unanimously carried.
18. From the City Planning Board, recommending that the property known as 2048 Clin-
ton Avenue, situated immediately west of the Alameda Hospital, be reclassified from
the "E" Two-to-Four Family Dwelling District to the "C" Multiple Dwelling District -
for the purpose of expanding the hospital facilities by the construction of a 34-bed
convalescent ward.
The matter was referred to "Introduction of Ordinances".
19. From the City Manager, reporting all work satisfactorily completed in connection
with the Installation of the Mound. Street Storm Sewer, from Otis Drive to Waterton
Street, - recommending that it be accepted and the Notice of Completion be ordered
filed.
Councilman McCall moved the City Manager's recommendation be followed; that the work
on this project be accepted and the Notice of Completion be filed. The motion was
seconded by Councilman Haag and unanimously carried.
20. From the City Manager, reporting that work has been satisfactorily completed in
connection with the Installation of the Storm Sewer Lateral on Blanding Avenue, east
of Park Street - recommending that it be accepted and the Notice of Completion be
ordered filed.
Councilman Haag moved the City Manager's recommendation be approved; that the work on
this project be accepted and the Notice of Completion be filed. The motion was
seconded by Councilman Hove and unanimously carried.
2. From the City Manager, reporting all work satisfactorily completed in connection
with the Construction of the Tiny Tot Area at Krusi Park - recommending it be accepted
and the Notice of Completion be ordered filed.
Councilman Hove moved the City Manager's recommendation be followed; that the work on
this project be accepted and the Notice of Completion be filed. The motion was
seconded by Councilman Moresi and unanimously carried.

22. From the City Manager, stating all work has been satisfactorily completed in
connection with the Installation of Storm Sewer Line "B" along Flower Lane, from
Beach to Island Roads - recommending it be accepted and the Notice of Completion be
ordered filed.
Councilman Moresi moved the City Manager's recommendation be approved; that the work
on this project be accepted and the Notice of Completion be filed. The motion was
seconded by Councilman McCall and unanimously carried.

23. From the City Manager, recommending that Mr. Neil Clark, Administrative Assist-
ant, be granted permission to attend a course in Urban Renewal, to be held for twelve
evening meetings, beginning September 12, 1955. This course is offered by the Uni-
versity of California Extension Division in Oakland and it is recommended that ?18.
be appropriated for his tuition fee and that he be allowed to use a City automobile
for his transportation.
Councilman McCall moved the City Manager's recommendation be adopted; that Mr. Neil
Clark be authorized to attend this course, 5'18. be appropriated for his expenses and

he be permitted to use a City automobile for tansportation. The motion was seconded
by Councilman Haag and on roll call carried by the following vote. Ayes: Councilmen
Hoag, Hove, McCall, Moresi and President Kranelly, (5). Noes: None. Absent: None,
24. From the City Manager, recommending the Chief of the Inspection Division, the
Building Inspector and the Plumbing Inspector be authorized to attend the course for
building officials scheduled by the University of California Extension at Berkeley,
in cooperation with the Pacific Coast Building Officials Conference - to be held from
Monday evenLng, September 19, 195, to January 16, 1956, that a sum of dS,54. be appro-
priated for this purpose and permission be granted for them to use a City automobile
for transportation.
Coencilman Haag moved the City Manager's recommendation be approved; that these three
officials be authorized to attend the specified course; that a sum of 854. be appro-
priated for their registration fees and they be permitted to use a City car for their
transportation. The motion was seconded by Councilman Hove and on roll call carried
by the following vote. Ayes: Councilmen Haag, Hove, McCall, Moresi and President
Kranelly, (5). Noes; None. Absent: None.
INTRODUCTION OF ORDINANCES:
25. Councilman McCall introduced the following ordinance, after which it was referred
to "Ordinances for Passage" due to the fact that it is an emergency measure:

An Ordinance Amending the Alameda Municipal Code by
Amending Subsection 7 of Section 3-10116 Thereof,
Relating to Sales and Use Taxes."
26. Councilman Moresi introduced the following ordinance, after which it was laid
over under provision of the law and the Charter:
"Ordinance No.
New Series
An Ordinance Reclassifying Property by Adding Sec-
tion 79 to Ordinance No. 725, New Series." (Hospital
Addition on Clinton Avenue)
UNFINISHED BUSINESS:
27. Councilman McCall called attentf_on to the terrific noise emanating from the Oak-
land Airport where certain aeroplane motors are being tested day and night. He said
he felt the people of the City, especially in the east end, are putting up with a
great nuisance - and inquired of the City Attorney if there is any legal procedure by
which this nuisance can be abated, since it does not come from Alameda.
Mr. Clark stated the mere fact that the nuisance emanates from another City would not
prohibit Alameda from taking steps to abate it. He stated the City could file a civil
action to abate the nuisance.
Councilman McCall pointed out he had received a number of calls from citizens com-
plaining about this situation and felt there were many people who were being upset
by this terrible noise, especially at night.
There was considerable discusaion of this problem, Councilman Moresi pointing out
that the west end of the City gets the same nuisance from the Naval Air Stetion and
she understood the Station had one to great expense trying to muffle this noise from
the testing of aeroplane engines.
President Kranelly suggested that, before taking any legal action, it might be advan-
tageous to approach the company which is responsible - by a letter from the City
Manager.
Mr. Froerer stated he felt that the firm could be advised this suit is contemplated
on the part of the City Council if the terrific noise is not stopped - and this might
be sufficient action to remedy the situation.
The City Manager was thereupon instructed to write such a letter to the testing, com-
pany at the Oakland Airport,
RESOLUTIONS:
28. The following resolution was introduced by Councilman Hove, who moved its ado p-
tion:
"Resolution No. 5163
Adopting Specifications for Furnishing to the City of
Alameda Traffic Paint and Thinner for the Remainder of
the Fiscal Year Ending June 30, 1956, Calling for Bids
and Directing City Clerk to Advertise Same."1
The motion to adopt said resolution way seconded by Councilman Moresi and on roll call
carried by the following vote. Ayes: Councilmen Haag, Hove, McCall, Moresi and Presi-
dent Kranelly, (5). Noes: None. Absent: None. Thereupon the President declared
said resolution duly adopted and passed.
29. The following resolution was introduced by Councilman Moresi, who moved its adop-
tion:
"Resolution No. 5164
IN MEMORIAM TO BELDEN SANDERSON
"WITH DEEP SORROW, the Council of the City of Alameda records the
death of one of its fine employees, BELDEN SANDERSON, who had served the
City as a skilled laborer in the Street Department since August 1, 19)11.
"NOw, THEREFORE, BE IT RESOLVED, that, in recognition of his faith-
ful and efficient service in the performance of his duties, the Council
of the City of Alameda does hereby express its sincere gratitude for the
fine work done by Mr. Sanderson.
"BE IT FURTHER RESOLVED, that this Resolution be spread in full upon
the minutes of this meeting and a copy thereof be transmitted to the
family of Mr. Sanderson, that it may extend to its members a sincere
expression of sympathy and condolence; and
"BE IT FURTHER RESOLVED that when this meeting of the Council of the
City of Alameda adjourns, it shall do so in respect to the memory of
BELDEN SANDERSON."
The motion to adopt said resolution was seconded by Councilman McCall and on roll call
carried by the following vote. Ayes: Councilmen Haag, Hove, McCall, Moresi and
President Kranelly, (5). Noes: None. Absent: None. Thereupon the President
declared said resolution duly adopted and passed.

Councilman McCall moved the ordinance be adopted as read. The motion was seconded by

35. An Itemized List of Claims against the City of Alameda and the Denartmentst_e eof,
in the total amount of 1379,656.8, was submitted to the Council at this meeting.
The list was accompanied by certification from the City Manager that the Claims shown
were correct.
Councilman McCall moved the bills as itemized in the List of Claims filed with the
City Clerk on Sentember 6, 1955, and submitted to the Council at this time, be allowed
and paid. The motion was seconded by Councilman Haag and on roll call carried by the
following vote. Ayes: Councilmen Haag, Hove, McCall, Moresi and President Kranelly,
