The Pledge of Allegiance was lead by Councilman Meresi. ROLL CALL: The roll was called and Councilmen Jones, McCall, Moresi and President Sweeney, (4), were noted present. Absent: Councilman Anderson, (1). MINUTES: 1. The minutes of the regular meetin held June 15, 19L, were approved as transcribed. r_ . WRITTEN COMMUNICATIONS: -1 yrom Alameda County Admission Day Celebration Committee, notifying the Council that a State-wide Celebration, sponsored by the Native Daughters and Sons of the Golden West, is to be held. in Monterey with a parade scheduled for September 9, - and requesting the City to contribute '.100. for this purpose. Councilman Jones stated that, in accordance with the usual policy, this communica- tion should be referred to the Chamber of Commerce - and he so moved. The motion was seconded by Councilman McCall and unanimously carried. ORAL COMMUNICATONS: • 5." Mr. Frank Gottstein commended the Council for the good job done so quickly „••• with regard to covering the tracks on Lincoln Avenue. He ur7ed, however, that • steps be taken to get the money necessary to thoroughly reconstruct this street. • „• .v/ o. At this time, President Sweeney called upon the City Manager to explain about ..• • ,••••• a certain meeting to be held. concerning the operations of Key System Transit Lines. • • ,• Mr. Froerer stated that one of the Public Utilities Commissioners has called a • „• pre-hearing conference for 10:00 o'clock a. m., June 30, in San Francisco, for the • .• purpose of discussing all. of the various important points dealing with the fixing „.• • „... ,,.. ,• .• ,•• ..• ,• 04 of rates, establishing schedules, deleting lines and certain schedules, etcetera. He said it would be premature for the Council to attempt to determine upon a policy until after this conference is held. He pointed out the actual hearing on this matter is to be held July 14, which, during the interim, will rove the City an opportunity to fix its policy and file such protest as it desires and to appear at the Commission's hearing and to give evidence in the action. President Sweeney emphasized that the City will be represented and all of the cities will be able to present a unified front. REPORTS OF COMMITTEES : 7. From the Mayor, nominating the following to membership on the Advisory Health Board in accordance witn the provisions of Ordinance Wo. 1116, New Series: Joseph L. learriott, Carl H. Hartwig, E. S. Ashulcian, Stanley D. ilnitney, Ernest S. 72n Allen, firs. 7inifred Clerk and Frs. F. R. Sanders. This matter was referred to "Resolutions". 8. From B. E. Jost, Auditor and Assessor, submitiinr the total valuation for the tax rate basis in the amount of '11_8,667,969. The communication was noted and ordered filed. 9. From the City Manager, recommending contract be awarded to Allied Painters and Decorators, Inc., low bidder, for the project of Painting and Decorating Fire Department Drill Tower and Station No. 5, at the price of s,,11375. Councilman Jones moved the City Managerts recommendation be adopted; that contract be awarded to the designated firm and the bid checks or bonds be returned to the unsuccessful bidders. The notion was seconded by Councilman Moresi and on roll call carried by the following vote. Ayes: Councilmen Jones, McCall, Moresi and Presi- dent Sweeney, (14.). Noes: None. Absent: Councilman Anderson, (1). 10. From Donald D. Lum, M.D., requesting leave of absence from his Board of Educa- tion duties for the period from August 1, to October 15, 1954, as he will be on a European trip during that time. Councilman Moresi moved Dr. Lum be granted a leave of absence as requested. The motion was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Jones, McCall, Moresi and President Sweeney, (4). Noes: None. Absent: Councilman Anderson, (1). 11. From Homer R. Dallas, Treasurer, stating he has in his custody certain foreign coins, tokens and slugs taken from parking meters during the year - and requesting permission to exchange the coins having value into cash and to destroy the remainder. Councilman McCall moved the Treasurerts request be granted accordingly. The motion was seconded by Councilman reoresi and on roll call carried by the following vote. Ayes: Councilmen Jones, McCall, Moresi and President Sweeney, (4). Noes: None, Absent: Councilman Anderson, (1). 12.V From George R. Doran, Chief of Police, reporting that certain articles are now ready to be turned over to the City Treasurer as lost, stolen or unclaimed property, for sale at public auction. The Communication was noted and ordered filed. INTRODUCTION OF ORDINANCES: 13, Councilman Moresi introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Serie An Ordinance Amending the Alameda Municipal Code by Adding to Section 17-333 Thereof New Sections to be Numbered (18) and (19) Relating to All Time No Parking.". 14. Councilman Jones introduced the following ordinance and it was then referred to "Ordinances for Passage" in view of its being a measure of great emergency and. shall be in effect immediately. Councilman McCall introduced the following ordinance and it was then referred to "Ordinances for Passage" in view of its being-a measure of necessity for the immediate preservation of the nubldo safety and shall take effect immediately. Inc Ordinance Amending the Alameda Municipal Code by Adding to Title IV, Chapter 3 Thereof, a New Article to be Known as Artile 2, Relating to the Operation of Power Boats Within Certain Areas." RESOLUTIONS: 16. The following resolution was introduced by Councilman, Moresi, who moved its adoption: "Resolution No. 4955 Authorizing Advancement of Salary of Carpenter-Foreman (Street and Engineering Department) from Step 2 to Step 3, Range 26, as Delineated in Resolution No. 4945/ Adopted June 15, 1954." The motion to adopt said resolution was seconded by Councilman McCall and on roll call carried by the following vote. Ayes: Councilmen Jones, McCall, Moresi and President Sweeney, (IL). Noes: None. Absent: Councilman Anderson, (1). Thereupon the President declared said resolution duly adopted and passed. 25. At this time, Councilman Jones stated that, within the past few days, two very fine men of the City have passed on - "Gil" Healy and "Ed" Agnew - men who were always willing to contribute their help and assistance whenever called upon. He felt the Council should adjourn this meeting in respect to their memories and, the Mayor should send a letter of condolence to their families on behalf of the Council. He made a motion to this effect which was seconded by Councilman McCall and unani- mously carried. ORDINANCES FOR PASSAGE: 26. "Ordinance No. 1128, New Series An Ordinance Authorizing Acquisition of Certain Real Property for Public Purposes." (Wood) Councilman McCall moved the ordinance be adopted as read. The motion was seconded by Councilman Noresi and on roll call carried by the following vote. Ayes: Councils Jones, McCall, Moresi and President Sweeney, (4). Noes: None, Absent: Councilman Anderson, (1). 27. "Ordinance No. 1129, New Series An Ordinance Arnondinrr the Alameda Municipal Code by Adding, to Title IV, Chapter 3 Thereof, a New Article to be Known as Article 2, Relating to The Operation of Power Boats Within Certain Areas." Councilman Moresi moved the ordinance be adopted as read. The motion was seconded by Councilman Jones and on roll call carried by the following vote. FILING: 28, Specifications - No. PW 6-54-17 - For Project of the Installation of Storm Sewer Line "All - Bay Farm Island. BILLS: 29. An itemized List of _aims against the City of Alameda and the Departments thereof, in the total amount of $ijC,62O.7t, was submitted to the Council at this meeting. The List was accompanied by a certification from the City Manager that the Clairns shown were correct, Councilman Jones moved the bills as itemized in the List of Claims filed. with the City Clerk on June 29, 1954, and submitted to the Council at this time, be allowed and paid.. Noes: None, Absent: Councilman Anderson, (1). 30. At this point, Councilman McCall reported on his attendance at Governor7s Day at Hunter-Liggett, where the National Guard units are encamped. He stated the installations here in Alameda were represented 11 times in the review parade. He pointed out the National Guard is Americats first line of defense and he highly commended the many young men who are doing such a fine job in the interests of all of us. ADJOURNYTT:NT: , 31.
