ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, JUNE 9, --------------- 193
The meeting convened at 7:30 otclock P. M. with. President Sweeney presiding.
CALL:
The roll was called. and Councilmen Anderson, Jones, McCall, Moresi and President
Sweeney, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the adjourned regular meeting held June 3, 1953, were approved as
transcribed.
WRITTEN COTAMUNICATIONS:
2. /From, Dorothy O'Brien and R. Ferrero, operators of the Alameda. Yacht and Trailer
Park, 2396 Webster Street and the Alameda Trailer Park., 1715 Webster Street, respective-
ly.- requesting the repeal of Sections 12-756 and 12-7525 of Ordinance No, 631, New
Series, which provide far certain Limitiation of Residence and Police Reports in
connection with Trailer Camps in the City of Alameda.
Councilman Jones stated. it appeared to him that there has been some feeling on the part
of the Council that the City needs some control with regard to the existence of Trailer
Camps, but he felt it should not be a piecemeal attack on the situation. He said he
thought the first place where this matter should be examined would be the City Planning
Board, He thereupon moved. the communication. be referred to the Planning Board with the
request that the Board examine into the matter of Trailer Catnps and present its recom-
mendation as to the manner in which they should be reFulated in the City and the matter
would. then, in due course, come back to the Council. The motion was seconded. by Council-
mand McCall.
Speaking on the question, Councilman Anderson asked the City Attorney if this were the
City Attorney Clark stated the matter of the location of Trailer Camps is covered by
the Trailer Camp Ordinance - the parts of the City in which they may be located is

very well defined. He pointed out -e did not see where the matter of Trailer Camps
t would come before the Planning Board as far as police enforcement is concerned.

Co' neilman Jones clarified his thought by stating this matter should be taken under
consideration
b the Planning Board so that it can submit its recommendation on the
Question of these camps existing in the City at all.
Councilman Anderson stated he has no objection to the matter going to the Pianning
Board for its survey of this situation and its recommendation - but still wanted .. to
know what other way this question could be handled.
President Sweeney thanked the group of students for appearing at the meeting. He
stated the City of Alameda now has a Recreation Commission which meets the first
Wednesday evening of each month and at each meeting it takes up the whole phase of any
given question. He said that, as far as the Council is concerned, it intends to-find
some means of keeping the recreation program. progressing. The Council certainly will
not lettthe youth of the City down. He suggested the group take its particular thoughts
before the Recreation Commission.

Mr. Clark stated that, in view of the fact that permits are issued by the City Manager,
it is only fair that he concur in any decision and the Board should confer with. him
with regard to the matter of Trailer Camps. He pointed out that the final matter of
policy, which is the repeal of an ordinance, will be entirely within the province of
the Council.
Councilman Anderson asked if it were agreeable to Councilmen Jones and McCall to amend
the motion that the City Manager confer with the Planning Board on this situation.
They consented to the amendment the question was then put and the motion was unani-
mously carried.
ORAL COMMUNI
3, Frank Pinkard addressed the Council on behalf of a group of students of Alameda
High School with regard to the recreation program of the City and the fact that the
recent bond issue therefor did not carry. He emphasized. they were very interested. in
their City Government and how it is carried on. He stated the youth. of the City is
fortunate to have Washington and Lincoln Parks, but they are not enough, especially
during the summer months. He stressed the fact that if the Council is willing to
present the question of the recreation program again, the youth of the City will do
everything it can to help put it over.
REPORTS OF COMMITTEES:
4. ✓From the City Manager, recommending permission be granted to Mr. William W. Ward,
Medical Coordinator of Civil Defense Department, to attend a course in "The Health
Aspects of Survival ", given by the University of California, at Berkeley, from June
22, through July 3, 1953 - and $12.50 be appropriated for this purpose.
Councilman Anderson moved the City Manager's recommendation be approved; that Mr.
Ward be authorized to attend the specified course and a sum not to exceed 142.50
be appropriated to defray his expenses. The motion was seconded by Councilman
Moresi and on roll call carried by the following vote. Ayes: Councilmen Anderson,
Jones, McCall, Moresi and President Sweeney, (5). Noes: None. Absent: None.
5. ✓ From Harry R. Pennell, tendering his resignation as a member of the Board of
Education of Alameda, effective July 1, 1953.
Councilman Moresi moved Mr. Pennell's resignation be accepted with regret, that he
be sent a letter of thanks for his fine service to the City and that congratulations
be offered upon his promotion to his new position. Councilman Anderson seconded the
motion which was unanimously carried.
President Sweeney stated he has personally known Mr. Pennell for many years. He said
Mr. Pennell has taken a very great part in the civic affairs of the community - having
served in the Community Chest Drive and other activities. He was always eager to
assist in any way. President Sweeney stated everyone wishes for Mr. Pennell the very
best in his new position in the City of Berkeley.
Councilman Jones stated Mr. Pennell has served very efficiently on the Board of
Education and the City will miss him very much.
Councilman Anderson stated the remarks made had covered the situation very well and
he concurred in the sentiments expressed.
6. ✓ From the Mayor, nominating Mrs. Lee H. Cavanaugh to the office of member of the
Board of Education, to serve the unexpired term of Mr. Harry Pennell, resigned. The
term will expire June 30, 1954.
The matter was referred to "Resolutions ".
NEW BUSINESS:
7. //A short recess was declared in order that the Council might canvass the votes
of the Special Municipal Bond Election held June 2, 1953.
Upon reconvening, the Clerk read the returns of the Absent Voters' Ballots and the
grand total, as follows:

8. At this point, the order of business was referred back to "Written Communi-
cations", and a letter was read from Mrs. R. Cooper, 769 Central Avenue, requesting
that Alameda take steps to provide facilities for its aging citizens. The letter
was accompanied by a copy of an invitation to a meeting held recently in Oakland,
which had been sent out by the Mayor's Committee of Oakland at which time the
problems of the aging were to be discussed. Mrs. Cooper felt Alameda should take
similar action.
Upon President Sweeney's request for an explanation, Councilman Moresi stated that
at the first of this year, the Social Service Board had appointed a committee to
study the health, welfare and recreation problems of the aged in Alameda. The
Community Council also made a study and had meetings at which authoritative speakers
appeared to present these problems and tell what has been done in other cities to
help overcome the problems of the aging. She pointed out that through the work of
the Social Service Board, the survey determined the housing situation was not much
of a problem, but there was found to be a definite lack of recreation facilities
for the aging and the committee made a definite recommendation to the Recreation
Commission to consider recreation for these elderly people. She said the Community
Council, in its study and discussion, decided it could possibly augment the program
after determining just exactly what the elderly persons in Alameda would like to
have. She pointed out the committee to be formed will work with the Recreation
Department, and she felt something could be worked out to utilize asrhool auditorium
and kitchen facilities for one day per week for the elder citizens of Alameda.
President Sweeney stated this matter is in progress.
RESOLUTIONS:
9. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 4783
Fixing Time of Payment of Salaries and Compensation."
The motion to adopt said resolution was seconded by Councilman Anderson and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, McCall,
Moresi and President Sweeney, (5). Noes: None. Absent: None. Thereupon the
President declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 4784
Declaring Canvass of Returns and Result of Special
Municipal Bond Election Held on June 2, 1953."
The motion to adopt said resolution was seconded by Councilman Moresi and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, McCall,
Moresi and President Sweeney, (5). Noes: None. Absent: None. Thereupon the
President declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Anderson, who moved its
adoption:
"Resolution No. 4785
Appointing Member of the Board of Education."

The motion to adopt said resolution was seconded by Councilman McCall and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, McCall,
Moresi and President Sweeney, (5). Noes: None. Absent: None. Thereupon the
President declared said resolution duly adopted and passed.
Councilman McCall stated the City of Alameda is going to have a very capable woman
on the Board of Education, following a most capable man, and he felt it was fortunate
for the Board that Mrs. Cavanaugh could accept this office.
ORDINANCES FOR PASSAGE:
12. "Ordinance No. 1090,
New Series
An Ordinance Amending the Alameda Municipal Code by
Amending Sections 3 -1011, 3 -10116 and 3 -1022, and
by Adding Thereto a New Section to be Numbered
3- 10116.1, Relating to Sales and Use Taxes."
Upon Councilman Jones' request, the City Manager was called upon to explain the effect
of this ordinance. Mr. Froerer stated that, by the enactment of this ordinance, there
will be returned to the City for the next fiscal year a sum of approximately $110,000.,
which sum represents about twenty -six cents on the tax rate.
Councilman Anderson moved the ordinance be adopted as read. The motion was seconded
by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen
Anderson, Jones, McCall, Moresi and President Sweeney, (5). Noes: None. Absent:
None.
13. Prior to adjournment, President Sweeney called upon Councilman McCall for his
final report on the Flag Day Observance. Councilman McCall stated the committee is
looking forward to a large celebration this coming Sunday at Washington Park. He
pointed out this affair is the largest civic function held in the City during the
year and he felt the program planned is the most outstanding ever presented. He
mentioned there will be 365 taking part in the massing of the Colors and he expressed
the hope that everyone would be sure to attend.
President Sweeney called upon Neil Clark, Administrative Assistant, to take a bow for
the great effort and time he has spent in making arrangements and taking care of the
many details in connection with the Flag Day program.
Councilman Jones supplemented Councilman McCall's remarks by pointing out that, in
connection with the Flag Day Observance, the need for blood is being stressed. He
emphasized that this is a most appropriate time for people to make their appointments
to give blood which is needed constantly in the treatment of many diseases - not only
in war, but in peace as well.
14. President Sweeney again inquired if there were any further oral communications.
ADJOURNMENT:
15. There being no further business to come before the meeting, the Council adjourned -
to assemble in regular session on Tuesday evening, June 16, 1953, at 8:00 o'clock.
