HELD TUESDAY EVEYTYG, FAY 27, 1952
The meeting convened at 7:00 o'clock P. F. with President Osborn presiding.
ROLL CALL:
The roll was called and Councilmen Anderson, Jones, Sweeney and President
Osborn, (4), were noted present. Absent: Councilman 7)ranscheld, (1).
1. The Clerk stated the Call and Notice of Special T:eet'ng was or file and also
the Affidavit of Service which had been signed by Police Officer Robert V!. Carlson.
2. President Osborn stated all unnecessary business would be dispensed with and
the meeting would proceed under the heading of "Resolutions".
RESOLUTIONS:
3.7 President Osborn called upon the Cit Tanager to explain the resolution
proposed to be adopted this evening.
Froerer stated that in writing UD the salary resolution, it did not provide
sufficient clarification for the Auditor to add the 2.3 cost of living increase
to the exist!ng salaries which might not be affected under the "Position Classi-
fication Plan". He stated it was the intent and purpose of the_resolution which
had been Presented and adopted by the Council at its meeting held flay 20, but
when it went to the Auditor's office for procedure in this fashion, the Auditor
would not approve such procedure and l'erefore, the proposed amendment was
Prepared for presentation to the Council tonight. He pointed out the over-all
cost of tho position and salary plan would be the same as had already been
reported to the Council.
There was considerable discussion of the sitvation.in order that the Council might
fully understand the specific method of computation and it was brought o''t that
the proposed amendment is merely a technicality to definitely establish an increase
of 2.3.;; for every emPloyee.
Thereunon the following resolution was introduced by Councilman Jones, who roved
its adoption:
"Resolution No. 4603
Amending Subsections (2) and (3) of Section 6 of
Resolution No. 4596, Relating to "Position Classi-
fication Plan" and to the Co-pensation of Officers
and Employees of the City of Alameda."
The motion to adopt said resolution was seconded Councilman Sweeney and on roll
call ca-ried by the fo7lowin6 vote. Ayes: Councilmen Anderson, Jones, Sweeney and
President Osborn, (4). Noes: None. Absent: Colmcilnan Branscheid, (1). There-
upon the President declared said resolution duly adopted and passed.
ADJOURNMENT:
4. Mere being no further business to come before the meeting, the Council
adjourned, to assemble in regular session on Wednesday, June 4, 1952, at 8:00
o'clock.
