1952-06-24 Regular CC Minutes237 ADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JUTE 24, - - - - - - - - - 1952 The meeting convened at 8:00 o'clock P. M. with President Osborn presiding. ROLL CALL: The roll was called and Councilmen Anderson, Branscheid, Jones, Sweeney and President Osborn, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held June 17, 1952, were approved as trans- cribed. REPORTS OF COMY=CMS: 2. From B. E. Jost, Auditor and Assessor, submitting estimate of net assessment valuation for the fiscal year 1952-53 as follows: Real Estate Roll, :36,277,000.; Personal Property Roll, 3,622,450.; Public Utility Roll, $,150,000. He pointed out that for delinquencies was to be deducted from the above figures in accord- ance with provisions of Article XVII, Sec. 17-4 of the Charter of the City of Alameda. Councilman Jones asked how the City's assessment compared with that of the County and how the County figures are handled. City Manager Froerer stated that, to the best of his knowledge at the last time he discussed the matter, the County is about 5% higher than the City. He stated, however, there is a re-assessment program presently going on and the County Assessor states material changes in assessments will be made - to the effect there will be a great reduction in the assessment of taverns and an increase in the stock merchants have in their establishments. He remarked that this is apparently the trend in assessing procedure. Upon Councilman Andersonts inquiry, he explained the reason for the reduction in tavern assessments is that so many of the bars have old fixtures which have practically depreciated out. President Osborn asked if the City Assessor has lowered such assessments in the City Mr. Froerer answered that to date he has not. Councilman Sweeney stated he had talked with Mr. Horstmann, County Assessor, and he understood th t what the County is doing here now is exactly what has been done for sometime in Los Angeles County. He remarked that Nr. Horstmann had sent 10 men down there to study the situation. Councilman Jones stated the valuation outside of the City of Alameda seems to be a very small amount. He felt the Council should find out exactly what the County set up is. He pointed out that not only so the people in the unincorporated areas get the advantage of escape from taxes but also have the advantage of lower aeseesments. He felt that in fairness to all concerned it should be equalized by the same type of assessment. He said he thought the Council should ask the City Manager to find out something about this assessing procedure so that the citizens of Alameda could be informed. Councilman Branscheid stated he thought all of the answers can be procured from the League of California Cities, which organization has a very comprehensive report on this situation, Councilman Jones moved the City Manager be authorized to make an investigation along the lines indicated - to ascertain the method of assessment employed by the County and whether or not the interests of the citizens of Alameda are being recog- nized. The motion was seconded by Councilman Sweeney. Councilman Branscheid stated the City Manager is a very busy man and he felt these facts can be procured from reports already prepared by the League of California Cities% The City Manager staod he felt there are two very important phases of this situation which are definitely of interest to the people: (1) present assessed valuations and (2) method of re-assesement. He pointed out there has already been a great deal of documentary data prepared vhich could be assembled in a report as it presently exists. He suggested that Councilman Jones .include in his motion that the City Manager be authorized to contact the County information on this subject. Councilman Jones, with the consent of his second, amended his motion accordingly and it was unanimously carried. 23S It was brought out that the re-assessment program will bring about a more equitable assessment of properties. 3. From the City Nanager, reporting that Chief of Police Doran has informed him that "Slow" signs have been painted on the surface of the street at each end of the 2800 block on Clay Street. This was in response to a petition from the residents on Clay Street and the Chief reports they are satisfied with the action taken. The communication was ordered filed. RESOLUTIONS: 4. The following adoption.: olu on was introduced by Councilman Jones, who moved its "Resolution No. 24 Transferring $238,275.95 from the In Lieu Tax Fund to the General Fund." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney and President Osborn, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 5. The following resolutien was introduced by Councilman Anderson, who moved its adoption: It Re olution No. 4625 Authorizing Budgetary Adjustments and Transfers to Balance Each of the Several Items in Depart- mental Budgets." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones,Sweeney and President Osborn, (5). Noes: None, Absent: None. Thereupon the President declared said resolution duly adopted and passed. 6. The following resolution was introduced by Councilman Anderson, who moved its adoption: Resolution No, 4626 Creating a Special Fund to be Known as "Special Fire Alarm Cable Installation Fund" and...Trans- ferring Thereto the Sum of $700.00.from Expense Account 70-b. " The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney and President Osborn, (5). Noes: None, Absent: None. Thereupon the President declared said resolution duly adopted and passed. 7. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 4627 Transferring 8,581.37 from the 1951 Sewer Bond Fund and 4,677.77 from the Capital Outlays Fund to Various Federal Post 7ar Planning Funds in Order to Repay the Housing Home Finance Agency for Funds Advanced for Storm Drain and Sanitary Sewer Plans." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney and President Osborn, (5). Noes: None. Absent: None. Thereupon the president declared said resolution duly adopted and passed. 8. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 4628 Transferring ;2,329.90 from Federal Post "Jar Planning Fund 422 to the Capital Out-,lays Fund in Order to Reimburse the Capital Outlays Fund for Funds Advanced for Project 422." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes : Councilmen Anderson, Branscheid, Jones, Sweeney and President Osborn, (5). Noes: None, Absent: None. Thereupon the President declared said resolution duly adopted and passed. 9. The following resolution was introduced by Councilman Branscheid, who moved 1 s adoption: "Resolution No. 4629 Transferring ,230.35 from the 1951 Sewer Bond Fund to the Traffic Safety Fund in Order to Reimburse the Traffic Safety Fund for Expenditures Made on Certain Post '::ar Storm Drain Plaaning Projects." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll -all sa--ied by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney and President Osborn, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 10. "Ordinance No. 1 New Series An Ordinance Amending the Alameda Municipal Code by Amending Sections 3-5416, 3-5418 and 3-5421 of Article 4, Chapter 5, Title III Thereof. (Relating to Delinquency of Taxes) Councilman Anderson moved the ordinance be adopted as read. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote.
