SPECIAL .:FETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD THURSDAY MORNING, AUGUST 28, - - - - - - 1952
The meeting convened at 8 :00 o'clock a. m. with President Osborn presiding.
ROLL CALL:
The roll was called and Councilmen Anderson, Jones and President Osborn, (3),
were noted present. Absent: Councilmen Branscheid and Sweeney, (2).
1. The Clerk read the Call and Notice of Special Meeting and stated that the
Affidavit of Service was on file, which had been signed by Police Officer Jack
Jasper.
RESOLUTIONS:
2. The following resolution was introduced by Councilman Anderson, who moved
its adoption:
"Resolution No. 4654
Submitting to the Voters of the City of Alameda An
Ordinance Entitled, 'An Ordinance Establishing a
Relief, Pension and Insurance System for Members
Of the Police and Fire Departments of the City of
Alameda, and Repealing Ordinance No. 276, New
Series, as Amended'; and Calling a Special Municipal
Election to be Held in Said City on Tuesday, November
4, 1952, for the Purpose of Submitting the Aforesaid
Ordinance to the Voters of Said City; and Consolidating
Said Election with the State Biennial Election to be
Held November 4, 1952."
The motion to adopt said resolution was seconded by Councilman Jones, who stated
he wanted it understood that it is acceptable to all concerned to have the certain
controversial clause omitted from the proposed ordinance.
Mr. J. W. O'Neill., Attorney for the Police and Firemen's Committee, stated that
in order to avoid any misunderstanding in this matter, they had met with the
City Manager and City Attorney, at which time all differences had been ironed
out, with the exception of the provisions of Section 12 of the proposed ordinance.
He said that when the two drafts of the proposed ordinance had been submitted -
one was with Section 12 as originally written and the other contained Section 12
as requested by the Committee - but he stated that the agreement was that the
Committee was willing to accept either version of Section 12. He pointed out
they wanted certain benefits but if the Council did not want to give them, the
Committee was willing to accept the ordinance as it is. He said that if the
Council passes this resolution to submit the ordinance as now written, it is
entirely satisfactory to the members of the Police and Fire Departments. They
want to cooperate in order to go ahead and present the matter to the people for
a vote at the November Election.
City Attorney Clark stated he wanted to challenge Mr. O'Neill's remarks. He said
there had been no such agreement as far as he knew.
President Osborn stated there is a motion before the Council
question. The motion was carried by the following roll call
Councilmen Anderson, Jones, and President Osborn, (3). Noes
Councilmen I3ranscheid and Sweeney, (2). Thereupon. President
resolution duly adopted and passed.
President Osborn stated it is most unfortunate that there had been some misunder-
standing and pointed out these have been taken care of. The resolution has been
passed and the objectives can now be reached.
Councilman Jones emphasized that the Council is going to work hand in hand with
the members of the Departments on this matter.
Mr. O'Neill stated it is most important that the public be correctly informed
that all misunderstandings have been solved.
Councilman Anderson stated he wished to express his appreciation to the Committee
of the Police and Firemen whose idea of establishing a new pension system, he
thought, was a fine suggestion. He said it has been a pleasure to work with the
gentlemen. He pointed out these matters are serious and require intensive study
and he felt something very outstanding has been accomplished for the City of Alameda
He said it is a situation which has been unsuccessfully attempted in the past -
and this time it has been culminated successfully.

Osborn declared the
Mr. Robert DeCelle, stated that, on behalf of the Fire Department, he wanted to
thank the Council for taking time to hold this meeting so that the matter can appear
on the November ballot. He said that, as far as the voters are concerned, this is
the right thing to save them money in the future.

3. There being no further business to come before the meeting, the Council
adjourned - to assemble in regular session on Tuesday evening, September 2, 1952,
at 8:00 o'clock.
