REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
HELD TUESDAY EVENING, NOVEMBER 13, 1952
The meeting convened at 8:00 o'clock P. M. with President Osborn presiding.
ROLL CALL:
The roll was called. and Councilmen Anderson, Branscheid, jones, Sweeney and
President Osborn, (5), were noted present. Absent: None.
MINUTES:
The minutes of the regular meeting held November

OPENING OF BIDS:
192, were approved
1, viBids were received and read for the furnishing of three "Federal" Model 5,
vertical Air Raid Sirens Complete, for operation on 220 volt, 60 cycle AC current
in accordance with Specifications and Provisions therefor, No MS 11-52-14, as

The bids were referred to the City Manager for hisAudy and recommendation.
P. A bid WPS received and read from Garland Chevrolet Co. for furnishing one New
Latest Model, One-Half Ton Pick-up Truck in accordance with Specifications and
Provisions thnrnfor, No. MS 11-52-15, at the total price of ';1,341.32. The bid was
accompanied by a certified check in the amount of 3.13.
The bid was referred to the City Manager for his study and report.
ORA, COMMUNICATION
3. /Mr, Frank Gottstein thanked Mr. Froerer for his prompt attention to the matter
of traffic congestion at the Oakland entrance to the Tube, as brought up at the
last meeting. However, he stated the situation is even worse now because the one-
way street arrangement does not permit traffic coming out of the tube to turn right
on 5th Street and disperse. Consequently, the congestion is so great up to 7th Street
that it backs up right into the Tube.
Upon Councilmen Sweeney's inquiry, Mr. Froorer reported on his discussion of the
problem with Traffic En7ineer J. Czizk of Oakland and had pointed out at that Lime
that be felt this arrangement would lead to a terrible traffic hazard as it has a
tendency tn further congest the north end of thc Tube.
Councilman Sweeney stated he thought the Council could 7o to a higher authority.
Yr. Gottstein said the City Council should make a strong protest to the Oakland
City Council and also suggested that Mr. Froerer meet with the Oakland. Council,
City Manager Hassler and the City Engineer.
President Osborn requested Mr. Froerer to make arrangements for such a meeting,
and stated. he would like to accompany him. Councilman Sweeney said he would like
to be present at that meeting, too,
Councilman Anderson asked et what level they are going to talk - the City Manager
or Traffic Department of Oakland. President Osborn answered the meeting will be
with the City Manager and Council.
REPORTS Og C01T1TMES:
It.V From the City Manager, requesting permission to sell certain obsolete ite
as listed, et the best prices obtainable.
Councilman Jones moved the City Mana7cr1s request be granted and he be authorized
to dispose of these unusable items. The motion was seconded by Councilman
Branscheid and on roll cell carried by the following vote. Ayes: Councilmen
Anderson, Branscheid, Jones, Sweeney P1-14 President Osborn, (5). Noes: None.
Absent: None.

5.v From the City Manager, recommending that Stolte, Inc. be granted a thirty-day
extension of time to December 30, 1952, in which to complete the work under contract
covering the project for Bond Issue Sewers Unit III.
Councilman Sweeney moved the City Manager's recommendation be adopted; that Stolte,
Inc. be allowed the specified extension of time. The motion was seconded by Council-
man Anderson and unanimously carried.

6. From Ford H. Thomason, President, City Planning Board, requesting a sixty-day
t !' leave of absence, effective November 20, 1952, due to the necessity of his being
• i out of the State during that period.

Councilman Branscheid moved. the request of Mr. Thomason be granted and he be allowed
the sixty-day leave of absence beginning November 20, 192. The motion was seconded
by Councilman Jones and unanimously carried.
7. v'From the City Planning Board, recommending denial of the petition from Lucille
and Pearl Lyerla for the reclassification of a certain portion of their lot known
as 1304 Pearl Street - said portion being an area 18 feet by 41 feet, fronting on
Encinal Avenue. The purpose of the requested rezoning is for the purpose of erecting
and operating a short-order restaurant. It was pointed out there had been considerable
protest from the Pearl Street property owners against the proposed reclassification
on the grounds that they did not want the encroachment of business onto their street
which is strictly a residential district.
Councilman Jones moved the recommendetion of the Planning Board be adopted and the
denial of the requested reclassification be sustained. The motion was seconded by
Councilman Branscheid and on roll cell carried by the following vote. Ayes:
Councilmen Anderson, Branscheid, Jones, Sweeney and President Osborn, (5). Noes:
None. Absent: None.
8. From the City Planning Board, recommending, the reclassification, of two lots
known as 2914 and 2910 Encinal Avenue - from the "A" One-Family Dwelling District,
to the "B" Two-to-Four Family Dwelling District, under certain provisions - for the
purpose of constructing .a Church.
President Osborn stated. that, due to the absence of the City Attorney on his vacation,
no ordinance covering-the required provisions had been prepared for introduction and
therefore, if agreeable to the Council, he would order the matter laid over to the
next meeting, in order that the proper ordinance can be prepared upon the return of
the City Attorney.
9. '/From R. F. Houck, President, Civil Service Board, submitting the unanimous
request of the Board that the Council take appropriate measures to have a Charter
change placed on the ballot to eliminate the residence requirements for City employees,
as set forth in Section 2-5 of the Charter.
President Osborn stated this matter has just come to the attention of the Council
this evening - it is one that requires considerable thought and consideration and
therefore, it will be referred to the Committee of the Whole for further study.
INTRODUCTION OF ORDINANCES:
10. Councilman Jones introduced the following ordinance, after which it was laid
over under provision of law and the Charter:

by Adding Subdivision (43) to Section 17-1A,3'
Thereof, Relating to Stop Intersections."
RESOLUTIONS:
11. The following resolution was introduced by Councilman Jones, who moved it
adoption:
'Resolution No. 4679
Authorizing Attendance of Councilmen at Conference
of American Municipal Association, Los Angeles,
California, December 1, 2, 3, 1952, and Appropriating
800.00 to Derray the E-;cpenso Incident to Such
Attendance."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney,
and President Osborn, (5). Noes: None, Absent: None. Thereupon the President
declared said resolution duly adopted and passed.

12. The following resolutiori was introduced by Councilman Anderson, who moved its
adoption:
"Resolution No. 4680
Appropriating the Further Sum of 1)_10.00 to Defray
Expenses of Vembers of the Council, Officers and
Employees of the City of Alameda Attending the
Annual Conference of the League of California
Cities Held at San Diego."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Anderson, Branscheid,
Jones, Sweeney and President Osborn, (5). Noes: None. Absent: None. There-
upon the President declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Anderson, who moved its
adoption:
"Resolution No. 4681
Amending Portions of Section 12 of Resolution
No. 4596, Relating to Salary Schedule and
Schedule of Positions, and Creating One New
Position of Employment and Establishing Its
Salary Range and Step."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones
Sweeney and President Osborn, (5). Noes: None. Absent: None, Thereupon the.
President declared said resolution duly adopted. and passed.
Upon Councilman Jones inquiry, City Manager Froerer explained there are two
positions involved, the first effecting the PBX Operator whose salary will be
increased from -258. to ;272. per month. He stated the other was the creation of
the position of Parking Meter Repairman and in connection with the duties of this
position the additional service must be performed of maintaining all typewriters
used in City Government. The salary for this job will be 350. per month, whereas
that of Maintenance Mechanic is 3 r=. per month.
Councilman Sweeney stated it should. be brought out that typewriter. maintenance
would cost quite a sum of money if handled on the outside.
Ir. Froerer concurred, stating the Maintenance Mechanic has been repairing the
typewriters for the past four years at a considerable saving to the City. He
pointed. out this service would cost ";1,200, annually if done under contract.
14. The following resolution was introduced by Councilman Jones, who moved its
ado ion:
"Resolution No. 4682
Adopting Sepcifications for Furnishing to the City
of Alameda Ninety-One (91) Single, Pendant Type
Lighting Standards with Luminaires, Calling for
Bids and Directing City Clerk to Advertise Same."
The notion to adopt said resolution was seconded by Councilman Anderson and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones,
Sweeney and President Osborn, (5). Noes: None. Absent: None. Thereupon the
President declared said resolution duly adopted and passed.
President Osborn stated these standards are for the illumination of San Jose Avenue,
from High to Morton Streets and the project is in line with the plan to take care of
proper lighting as the program progresses.

Councilman Sweeney moved the List of Claims as filed with the City Clerk on
November 18, 1952, and presented to the Council at this tin-le, be allowed and paid.
The motion was seconded by Councilman Branscheid and on roll call carried by the
following vote. Ares: Councilmen Anderson, Branscheid, Jones, Sweeney and
President Osborn, (5). Yoes: None, Absent: None,
20. President Osborn acknowledged the rJresence of a group of members of the Alameda
junior Chamber of Commerce and stated the Council is vary happy to have them visit
the meetins and extended a cordial invitation for them to attend often.
21. At this point, President Osborn stated that the Councilmen will be attending
a Convention of the American Municipal Association in Los Angeles at the time of
the next regularly scheduled meeting of the Council on December 2 - therefore, the
Council will have to adjourn to meet, on December 9.
Councilman Branscheid moved the next meetinp: of the Council be held on December 9,
1952. The motion was seconded by Councilman Sweeney and unanimously carried.
ADJOURNMENT:
22. There being no further business to come before the meefing, the Council
adjourned - to assemble in adjourned re 1s session on Tuesdas evenin, December
9, 1952, at 0:00 orclock.
