HELD TUESDAY EVENING, JANUARY 22 - 1951
The meeting convened at 8:00 o'clock P. M. with President Branscheid presiding..
TOLL CALL:
The roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5), were noted present. Absent:, None.
MINUTES:
1. The minutes of the adjourned regular meeting held December 12, 1950, and the
reguiar meeting held December 19, 1950, were annroved as transcribed.

2. Prom Callagher Uurk, Inc., requesting a sixty-day extension 05 tine from
December 23, 1950, for the completion of the work in connection with the improvement
of High Street, between San Jose Avenue and Calhoun Street.
Councilman Anderson roved the request of Gallagher -7 Burk, Inc. be granted and the
specified extension of time be allowed. 'Lille -lotion was seconded by Councilman Jones
and unanimously carried.
3 From McGuire and 1-!ester, requesting a thirty-day extension of time from Janu-
ary 11, 151, for completion of the work in connection with the installation of the
Storm Water System on Sherman Street, North of Buena Vista Avenue.
The recommendation of the City Manager was read - to the effect that the thirty-day
extension of time be granted.
Councilman Sweeney moved the recommendation of the City Manager be accepted and the
designated firm be allowed the requested extension of time. The notion was seconded
by Councilman Anderson and unanimously carried.
ORAL COMMUNICATIONS:
Mr. Frank Gottstein inquired if anything was coming up at the meeting concerning
the removal of the Southern Pacific Company's tracks on Lincoln Avenue.
President BranscheLd asked the City Attorney if he had any report to make. Mr.
Uhitney answered that he had called to find out what had been. done at the meeting of
the officials of the Southern Pacific Company and the Alameda Belt Line which was
held on December 21, 1950, - but bad been unable to get any definite information.
The City Manager stated he had been at a meeting last week, at which time a long
discussion was held with the Alameda Belt Line officials - but no conclusions had
been arrived at.
Councilman Anderson asked the City Manager if he had any information. with regard to
the Alameda Belt Line side of the situation. Mr. Froerer answered that he had no
further information.
Councilman. Jones stated he felt the City Attorney should write another letter to both
the Southern Pacific Company and the Alameda Belt Line, reiterating that the City
Council is anxious to knew just when. action can he, expected concerning the work an
Lincoln Avenue.
Councilman Jones also remarked that even Lhough the City wants the tracks removed,
he wondered if such removal would interfere with the operation of the Industries
now served and whether or not this situation should be investigated before, the
Council took ary definte action to remove the tracks.
Councilman. Sweeney asked. if the Alameda Belt Line could not service these industries.
Mr. Froerer stated he believed his recent report and the accompanying map designat-
ing the spur tracks along that area showed that the Alameda Belt Line could ade-
quately take care of these industries.
Councilman (Tones thereupon roved the Council go on record requesting the City At-
torney to again. write to both the Southern Pacific Company and the Alameda Belt Tine
asking them. to report on their progress. The motion was seconded by Councilman
Sweeney and unanimously carried,
REPORTS () COMMITTEES:
5. From the City Manager, recommending that contract be awarded to The American
Rubber Manufacturing Co. for furnishing certain fire hose to be used ey the Civil.
Defense Department, in accordance with Specifications and Provisions therefor, No.
MS 12-50-17 - at the bid price of '1,804.00.

Councilman Osborn moved the City Manager's recommendation be followed; that contract
be awarded to the designated company for furnishing this Item and the bid check be
returned to the unsuccessful bidder. The motion was seconded by Councilman Sweeney
and on roll call carried by the following vote. Ayes:- Councilmen. Anderson, Jones,
Osborn, Sweeney and President Branacheid, (5). Noes: None. Absent: Nono. .
RESOLUTIONS:
6. The following resolution was introduced by Councilman. Jones, who moved. Its
adoption:
"Resolution No. 4295
Authorizing City Manager to Make Application for
Payment of the State's Shareof Cost of Acquisi-
tion of Rights-of-Way for a New Street Connecting
Lincoln Avenue and. Pacific Avenue Between Fourth
Street and Fifth Street (Project No. 47-A72).
The motion to adopt said resolution was seconded. by Councilman Anderson and, on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheld, (5). Noes: None. Absent: Pone. Thereupon the
President declared said resolution ...duly adopted and passed.
7. The following resolution was introduced by ouncilman Anderson, who moved its
adoption:

One Automotive Ladder Truck Assembly for -Use by the
Fire _Department, Calling forBids and Directing City
Clerk,to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes : Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent None. Thereupon

Councilman. Sweeney asked for an explanation of this matter. Er. Froerer stated this
additional transmitter will eventually connect in with the State System and will now
enable the City Police Department to have immediate communication:with any of the
surrounding cities.
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and President Braascheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed._
Councilman Jones stated that tne equipment covered by both of the foregoi g resolu-
tions had to do with placing the Civil Defense program of the City of Alameda in a
better position.

"WITH GREAT SORROW, the Council of the City of..Alameda records
the death of ono of its former employees, JAMES W. PRICE, who had
worked for the City of Alameda for approximate ytwenty-nine years
as a Meter Reader-Collector for the Bureau of Kioctrety, and who
had attained the retirement age in. June, 1949._
"NOW, THEREFORE, pp IT RESOLVED, that, in recognition of Mr.
Price's efficient and conscientious performance of his duties arid
his spirit of cooperation and friendliness with his fellow workers,
the Council of the City of Alameda hereby expresses its sense of
personal loss and its sincere gratitude 'for the wholehearted ser-
vice rendered. by this faithful employee.
• t'BE IT FUIMIER RESOLVED, that this Resolution be spread
in full upon the minutes of this meeting, and that a copy
thereof be transmitted to the family of Mr. Price, that it
may extend to its members a sincere expression of sympathy
and condolence; and

Council of the City of Alameda adjourns, it shall do so in
respect to the memory of JAMES W. PRICE, retired."

16. An itemized List of Claims against the City of Alameda and several of the
Departments thereof, in the total amounts as follows, was submitted to the City

Councilman Jones moved the bills as itemized in the List of Claims filed with the
City Clerk or January 2, 1951, and presented to the Council at this meeting, be
allowed and paid. She motion was seconded by Councilman Anderson and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney
and President Branschold, (5). Noes: -one. Absent: None.

17. There being no further business to come before the meeting, the Council ad-
journed In respect to the memory of JANES W. PRICE - to assemble in regular session
