M. with President Branscheid presiding. ROLL CALL: The roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and Presi- dent Branscheid, (5), were noted present. Absent:. None., MINUTES: 1. The minutes of the adjourned regular meeting held January 30, 1951, were ap- proved as transcribed. WRITTEN COMMUNICATIONS: 2Y' From The Uniformed Bodies Association, Alameda Post No. 9, American Legion, requesting a permit to sponsor the Foley and Burke carnival, to be held on the United States Maritime-Alameda Shipyard parking lot, during the period from June 4, through June 10, 1951. Councilman Sweeney moved the permit be granted as requested. The motion was seconded by Councilman Anderson and unanimously carried. Mr. Froerer stated the conditions as set forth in the letter from McGuire and Hester are true; the extension of time will not result in any additional cost to the City - and he therefore recommended the thirty-day extension of time be granted. Councilman Sweeney's motion was seconded by Councilman Anderson and unanimously carried. 4 A telegram was read to the Council from Michael V. DiSalle, Director of the Office of Price Stabilization, Emergency Stabilization Agency, Washington, D. C. - which was addressed to the Mayor and had been received by him on February 5. The request was made that consideration be given to the appointment of a volunteer, emergency stabilization cooperation committee for the purpose of assisting Regional and District Offices of Price Stabilization and encouraging general public knowledge and observance of regulations adopted in the interest of sound national economy. It was also asked that the District Price Stabilization Director be informed as to who comprises this committee, when appointed, in order that his requests for specific assistance may be directed through the proper channels. President Branscheid suggested it might be well to studr this natter further to deter- mine just exactly what is meant by "local stabilization'. Councilman Anderson moved the matter be referred to the Committee of the Whole. The motion was seconded by Councilman Csborn and unanimously carried. OPENING OF BIDS: Vf 5. Bids were received and read for the furnishing of ten new, 1951 model two-door sedan automobiles to the Police Department, in accordance with Specifications there- for, No. MS 1-51-3, as follows: From Morris Landy Motors Accompanied by cashier's check in amount of - From Garland Chevrolet Co. Accompanied by certified check in amount of - - $8,960.77 896.08 7,955.38 ,795.55 6. One bid was submitted and read from Herbert M. Watson, for furnishing five Fre- quency Modulated Mobile Radio Units in 152-162 M. C. Band, in accordance with Speci- fications therefor, No. MS 1-51-4. The bid was accompanied by a proposal bond. Following the reading of this bid, City Manager Froerer stated that it was entirely in line with the estimates of cost which the City had previously had on this material and therefore, he would recommend the contract be awarded tonight in the interest of expediting the installation of this equipment. Councilman Jones moved the City Manager's recommendation be adopted; that contract be awarded to Mr. Watson for furnishing the specified items. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Bids were submitted and read for the furnishing of Eleven Pack Sets, Link Model #2295 or Equal; Six AC Power Supply Units and Six Extra Tubes, in accordance with Specifications therefor, No. MS 1-51-5, as follows: From Maydwell & Hartzell, Inc. 03,888.26 Accompanied by certified check in amount of - 388.83 From Herbert M. Watson Accompanied by a proposal bond 8: Bids were received and read for the furnishing of certain fire hose for the Civil Defense Department, in accordance with Specifications therefor, No. MS 1-51-6 as follows: - - 4,640.16 From Pioneer Rubber Mills - - $3,259.36 Accompanied by certified check in amount of - 356.00 From American Rubber Mfg. Co. - 3,294.90 Accompanied by certified check in amount of - - 350.00 The bids were referred to the City Manager for study and recommendation. REPORTS OF COMMITTEES: vx 9. From the City Manager, recommending that Otto Rittler, Superintendent of Recrea- tion, be authorized to attend the Third AnnualCalifornia Recreation Conference at San Diego, from February 13, through February 16, 1951, and that $140. be appro- priated for this_purpose. Councilman Anderson moved the City Manager's recommendation be,adopted; that Mr. Rittler be authorized to attend the designated Conference and 0140. be appropriated for his expenses. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None, 10: From the City Manager, recommending that City Engineer Maynard be authorized to attend the 47th Annual Convention of the American Concrete Institute, to be held in San Francisco, from February 20, through February 22, 1951,,and that 015. be appropriated for this purpose. Councilman Sweeney moved the City Manager's recommendation be adopted; that Mr. Maynard be authorized to attend the specified Convention and $15. be allowed to defray his expenses. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. llt From the City Manager, recommending that two newly recruited Police Officers be authorized to attend the Fifth Basic Peace Officers' Training School, to be held at Santa Rita, from February 14, through March 13, 1951, and 060. be appropriated for this purpose. Councilman Osborn moved the City Manager's recommendation be approved; that these two officers be authorized to attend the training course and 060. be appropriated to cover their expenses. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. 12. From the Citizens' Advisory Committee, transmitting its resolutions as follows: (1) Endorsing the proposed sewer bond issue to be voted on at the coming City Elec- tion; (2) Recommending a study as to the advisability of increasing the fees now charged patrons of the Alameda Municipal Golf Course and (3) Recommending the Coun- cil request the Public Utilities Board to study the advisability of changing the rates of the Bureau of Electricity in order to obtain greater municipal revenue from this source. President Branscheid stated he wished to extend the thanks of the Council to the Citizens' Advisory Committee for the study it has given the matters referred to in its resolutions. He pointed out the City is now awaiting a report of the survey recently made by the Public Administration Service, following receipt of which full consideration will be given those subjects dealt with in the resolutions submitted this evening. President Branscheid pointed out that while these matters had been discussed by the Citizens' Advisory Committee sometime ago, due to some oversight, they had not been presented to the Council officially - this evening being the first time the Council has had an opportunity to consider them as a Body. He thereupon ordered the report filed. 13. From the City Planning Board, transmitting for Council action the Tentative Map of Tract No. 1085 - a proposed subdivision located east of Fernside Boulevard and north of Briggs Avenue, being developed by Mr. George T. Hansen. Councilman Jones observed that this is the first opportunity the Council has had to see this map and there is some doubt as to whether or not certain matters have been adequately covered. He thereupon moved the City Engineer be requested to contact the developer with regard to that one phase of the City Ordinance which may not have been properly provided for in the Tentative Map - and also, that the City Engineer be requested to make a report on this detail at the next Council meeting. The motion was seconded by Councilman Osborn and unanimously carried. 14. From the City Planning Board, recommending the reclassification of certain property known as "Neptune Cottage Court", embracing a large area which is more specifically described in the petition - from the "A" One-Family Dwelling District to the "C" Multiple Dwelling District. The proposed_rezoning is to allow the construction of apartments and a hotel on the site. Councilman Osborn stated this matter had come before the Council for the first time this evening and the Council has not had sufficient opportunity to ascertain the various details in connection with it. He thereupon moved any action be held over to the next meeting of the Council in order that the members might have time to make further investigation. The motion was seconded by Councilman Sweeney and unanimously carried. Councilman Jones suggested there might be someone in the audience representing the petitioner in this matter - but an invitation for anybody interested to address the Council went unanswered. 15. From the City Planning Board, with regard to the proposed observance of Arbor Day which is to be held on March 7. President Branscheid stated Mr. Ernest Higgins, Arborist, had been in to see him recently concerning this matter. He explained that T:r. Higgins had done quite a bit of work in training some of the City Park Department employees in the care of trees and he had told Mr. Higgins to try to get his program started in the schools and the Council would be very happy to cooperate in any possible way to make the observance a successful one. INTRODUCTION OF ORDINANCES: 16. Councilman Jones introduced the following ordinance, after which it was laid over under provision of law and the Charter "Ordinance No. New Series An Ordinance Amending the Alameda Municipal Code by Adding Subdivision (30) to Section 17-432_ Thereof, Relating to Stop:.Intersections." RESOLUTIONS: 17. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 4312 Authorizing the Execution of a Supplemental Agreement with Southern Pacific Company Modifying an Agreement of Easement Dated August 21, 1920, to Maintain Sewer Pipe Under Property of Said Southern Pacific Company." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 18. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 4313 Adopting Specifications, Special Provisions and Plans for Construction of Civil Defense Telephone Cable Conduit, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheied, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 19. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 4314 Authorizing the Execution of an Agreement with Salvator Cirmelli for the Purchase and Removal of Dwelling House at 2258 Lincoln Avenue." an Anderson inquired as to just how the City would be protected in the matter ng the lot cleaned up after the removal of the dwelling. onse, Mr. Froerer stated that Lr. Cirmelli would be required to deposit a ed check in the amount of $500. to guarantee full and complete performance ork. Councilman Jones pointed out that previously there had been opportunity given for the purchase of the building and no bids had been received. He stated that a bid had been received later for removing the building at a cost to the City of $375. The present agreement with Mr. Cirmelli provides that he shall pay the City the sum of one dollar for the building and remove it from the City property and do all work necessary to clean up the lot as required by the City Ordinance. ot`ion to adopt said resolution was seconded by Councilman. Absent: None. 25 At cerning this time, Mr. Frank Gottstein addressed the Council with a question con - the removal of the Southern Pacific Company's tracks on Lincoln Avenue. dent Branscheid queried of the City Attorney as to the status of this matter. Whitney stated he had nothing to report at this time - not having heard anything the Southern Pacific Company as to the outcome of the recent meeting between Company and the Alameda Belt Line. n Jones suggested it might be well to have Mr. Whitney follow this matter ough, asking the Southern Pacific Company just what did transpire at the meeting en its officials and those of the Belt Line - and further suggested it would be have a report on this matter at the next meeting of the Council. Co President Branscheid requested the City Attorney to follow through on this and make a report at the next meeting. ADJOU IT: 26. There being no further business to come before the meeting, the Cou4g adjourned - to assemble in regular session on Tuesday evening, February 2+ 1951, at 8 :00 o'clock.
