Hollywood Post 939, Veterans of ?o-n Wars of the United States, requesting a permit to sponsor a carnival, to be held on the Bethle- hem-Alameda Shipyard narking lot, durin7 the period. from either September 5, through ±3e 5th - or September 6, throull the 9th 1951 . Councilman Jones, commenting that the content of this letter is in line with pre- vious discussions held by the representatives of the Veterans of ForeiEn. Wars, moved the request be 7ranted and the City Manager be authorized. to issue the neces- sary and desired permit. The motion was seconded by Councilman Branscheid and unanimously carried. 0. From Johnson, Drake Diner, Inc., cc 12 the report that due to circum- stances entirely beyond their control, they have had to terminate efforts to develon the proposed 010-Unit Apartment Project on Bay Farm Island. He stated. it was quite apparent that, under the circumstances, the developers have no alternative but to take this action. Councilman Jones pointed out that in order to permit the type of construction con- templated by Johnson, Drake Piper, Inc. in. that area, a certain rezoning had taken place and that before such rezoning was made, the Council was riven certain represen- tationa as to what use was to be made of the 5ro3ert7, the type of buildings, et- cetera. He sugested that it might be desirable to have the property revert to its nreviona status - pending some future development inasmuch as allowing it to remain underthenrotht rot be to the best interests of the City. Councilman Jones thereupon moved this matter be referred to the City Attorney, with. the request that he prepare the necessar7 papers to start the proceedings to 7et the property back in its old status. Councilman Branscheid observed that while the property has been rezoned, nothing in the way of developin it can be done until a subdivision map is fl]ed with the City. Anderson, stated the Council has been informed that there Is apt to be a change in. the morth;age market in the Fall and suggested it would be unwise to act hastily in this matter regardless of who may finally 7o ahead with the development o the area 01) Day Farm. He pointed out the Council has com- mitted itself to the use of this property for multiple units. Councilman Jones recalled that before any rezorings were made, the Council makes a thorough investi7ation as to the type of construction. contemplated and stated that if the Council had any reasonable assurance that Johraon, Drake and Piper, Inc, would eventually proceed with the project, he would be entirely in accord with Councilman Anderson's reasoning. Frank Gottstein deplored the Government ts practice of permitting Its jet Planes to fly over Alameda. He stated that, In his opinion, they fly too low for the noise :a:e and they are gradually wrecking the nerves of the people. He stated. 1 felt sortiTIng should be done to have them fly over the water rather thPn . over the populated sections of the City. There was considerable discussion of the matter. President Osborn pointed out there is a Naval Air Station in Alameda and also a Naval Air Tnstallation over at the Oak- land Airport and the planes must fly somewhere - and they do fly over Oakland. and San Francisco, adjacent cities, as well as over Alameda. He questioned the pro- priety of lodging a formal protest with the Government, feeling that it would. be futile. The Council concurred with the President that the lodging of any protest would . not be desirable and Councilman Jones sugested that, in view of the Pity 's friendly relationship withwthe Navy, it mir.ht be well to have the City Manager _have a talk with. the Commandant to ascertain If some arrangements might not be worked out. Noes: None, Absent: Tfore. v 15. 7rom the City 11.anap report1ng on his investigation of conditions prevailing in the West End Trailer Court, operated by the Public Housing Administration, with regard to the use of sanitary facilities and Butane inc in thetrallers. Copies of reports from the Fire and Health Departments accompanied his letter. It was indi- cated net, due to the fact that It would be impossible to correct the present • sanitary system in this Court without large expenditures, sanitary facilities in the trailers cannot be served- It was recommended by the Health Department that SLanitary facilities he sealed as required in the ordinance in order to prevent a situation which nigh prove to be a health menace. This matter originated with receipt of a letter from Frank Henning protesting against the fact that those living in their trailers cannot use the sanitary facili- ties or Butane Gas in their stoves. Tt was accompanied by a petition .. signed by a • number of trailer residents. Councilman Jones stated that in view of the circumstances outlined in the City Manager's report, and since the granting of the request made would be sanctioning a violation of City Ordinances covering this subject, he would move the request be denied. and the decision of the Council be transmitted to the signers of the petition. The metion was seconded by Councilman. Sweeney and unanimously carried. J6' the Bureau of Electricity, Department of Public Utilities, notifying the •' Council of the transfer of a special dividend of 95,748.30 to the City General Fund - over and above the budgeted amount - and requesting permission . to retain the balance of the current year's earnings in the Bureau of Electricity Fund. Councilman Tones stated. It was a genuine pleasure to him to make a motion to ac- cept this special dividend and to give the Bureau. of Electricity permission to retain the balance of the current year's earnings in the Bureau. of Electricity Fund. The motion was seconded by Councilman. Sweeney and unanimously carried. Councilman Jones stated the Council would like to express to the Bureau its great satisfaction with the very efficient manner in which the business has been con- ducted - which efficiency has enabled the business to yield the largest dividend received in recent years. l7' Homer R. Dallas, City Treasurer, requesting permission to invest certain of the 1951 Sewer Bond Funds. President Osborn ,uggested that the Treasurer has made a very worthwhile proposal es the City will benefit to the extent of about '9,000. in interest from the in- vestment of these funds in the manner outlined. The matter was then referred to "Resolutions." TB. President Osborn. stated that, in view of the fact that his nominations for Board, members were about to come up on the agenda, he wished to note the retirement of three members of certain Boards: Mrs, E. A. Petersen from the Social Service, Mr, R. A. Wondolleck from the Civil Service and. Mr. George S. Williams from the City Planning. He stated he would like to have a motion from the Council that each of these persons be sent a communication expressing the appreciation of the Council and thanking them. on behalf of the City. of Alameda for their devoted and unselfish service. Councilman Sweeney incorporated the remarks of the President in a motion, which. was seconded by Councilman Jones and unanimously carried. 19.
