HELD TUESDAY EVENING, JULY 17, 1951
The meeting convened at 8 :00 o'clock P. M. with President Osborn presiding.
ROLL CALL:
The roll was called and Councilmen Anderson, Branscheid, Jones, Sweeney and
President Osborn, (5), were noted present. Absent: None.
MINUTES;
1. The minutes of the regular meeting held July 3, 1951, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2Y' From the Alameda Chamber of Commerce, requesting permission to display adver-
tising placards on sidewalk poles on Park and Webster Streets - on behalf of the
Retail Trade Committee of its organization - for the benefit of the Alameda mer-
chants in their city -wide promotions.
Councilman Jones moved that permission be granted to allow the use of these side-
walk poles with the attached cards. The motion was seconded by Councilman Sweeney
and unanimously carried.
3. From the Oakland Chamber of Commerce, requesting the Council to take formal
action to urge the Governor to sign Senate Bill No. 549 - an act to add Section 39
to the 1949 San Francisco Bay Area Rapid Transit Act, providing for the establish-
ment of a study commission and the appropriation of funds therefor.
The matter was referred to "Resolutions."
4. From the Alameda Historical Society, requesting the Council to authorize pre-
paration of the necessary drawings and furnish the installation of the Centennial
Plaque commemorating the arrival of the First Trans - Continental Train in Alameda.
The suggested locale is the northwest corner of Lincoln Avenue and Webster Street.
President Osborn stated that, in the absence of any objections, he would refer this
matter to the City Manager, with the request that plans be prepared and an estimate
of the cost arrived at.
Councilman Branscheid suggested this matter should have the approval of the Council
inasmuch as City money is to be spent on the project. He thereupon moved the re-
quest of the Alameda Historical Society be approved and. funds for the performance
of the required work be appropriated.
President Osborn stated his thought in referring the matter to the City Manager was
that it would be necessary to first prepare plans and from such plans, arrive at an
estimated cost.
In response to a question, Mr. Froerer stated the approximate cost, in his opinion,
would be not more than $50. He outlined the manner of installation to illustrate
his method of arriving at the approximate cost.
Councilman Jones thereupon moved the request of the Alameda Historical Society be
granted and the City Manager be instructed to proceed with the installation of this
Plaque and the sum of not to exceed $50. be appropriated therefor. The motion was
seconded by Councilman Sweeney and on roll call carried by the following vote.
Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney and President Osborn, (5).

OPENING OF BIDS:
5:1/ Bids were received and read for the project of constructing Sanitary and Storm
Sewers to connect Alameda's Sewer System to the East Bay Municipal Utility District
Sanitary Interceptor - Unit II - in accordance with Specifications, Special..Provi-
sions and Plans therefor, No.. PW 6- 51 -10, as follows:

The Clerk had proceeded briefly with the reading of the itemized bids on this proj-
ect when Councilman Branscheid, noting there were some fifty unit prices and two
proposals, moved the. reading of the items in the proposals be dispensed with and
the total bid price be recorded. The motion was seconded by Councilman Sweeney
and unanimously carried.
The bids were referred to the City Manager and City Engineer for study and recom-
mendation.
REPORTS OF COMMITTEES:
6. From the City Manager, reporting that work on construction of the Storm Water
System on Paru Street, between Santa Clara Avenue and Lincoln Avenue, has been
satisfactorily finished and recommending the Notice of Completion be ordered filed.
Councilman Sweeney moved the City Manager's recommendation be adopted; that the
work of the specified project be accepted and the Notice of Completion be filed.
The motion was seconded by Councilman Jones and unanimously carried.
7. From the City Manager, recommending that Fire Chief Thomas M. Lane be author-
ized to attend the Annual Convention of the Pacific Coast Inter- Mountain Association
of Fire Chiefs, to be held in Portland, Oregon, during the period from August 7, to
10, 1951, - and that $175. be appropriated for this purpose.
Councilman Branscheid moved the City Manager's recommendation be followed; that
Chief Lane be authorized to attend the designated Convention and the sum of $175.
be appropriated to cover his expenses. The motion was seconded by Councilman
Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson,
Branscheid, Jones, Sweeney and President Osborn, (5). Noes: None. Absent: None.
81-- From the City Manager, recommending that Officer William N. Hansen of the Juve-
nile Division of Alameda Police Department be authorized to attend the California
Delinquency Control Institute, to be held at the University of Southern California,
Los Angeles, from September 17, to December 7, 1951, and that $200. be appropriated
for his expenses.
Councilman Anderson moved the City Manager's recommendation be adopted; that Officer
Hansen be authorized to attend this training Institute and the sum of $200. be appro-
priated to cover his expenses. The motion was seconded by Councilman Jones and on
roll call carried by the following vote. Ayes: Councilmen Anderson, Branscheid,
Jones, Sweeney and President Osborn, (5). Noes: None. Absent: None.
9.' From the City Manager, recommending that contract be awarded to the Physicians
Supply Company for furnishing certain medical and surgical supplies and medications
for the Health Service Division of Civil Defense Department, at the quoted price
of $1,876.11.
Councilman Jones moved the City Manager's recommendation be adopted; that contract
be awarded to Physicians Supply Company and the bid check be returned to the unsuc-
cessful bidder. The motion was seconded by Councilman Anderson and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones,
Sweeney and President Osborn, (5). Noes: None. Absent: None.
Speaking on the question, Councilman Branscheid inquired as to whether or not the
form of contract to be entered into with Physicians Supply Company would be sub-
mitted to the Council before execution.
Mr. Whitney answered that the contract he had in mind would be the standard form of
contract made by the City, but stated that if the Council wished to see it, that
could be arranged.
Councilman Branscheid said he had no desire to see the contract.
10; From the City Manager, recommending that he be authorized to enter into an
Agreement with Moody, Sweazey & Rowe for maintenance service of the City Hall Eleva-
tor during the fiscal year 1951 -52, at their proposed price of $28.50 per. month.

11. From the Civil Service Board, recommending the Council take action to add to,
and amend, certain sections of the Alameda Municipal Code to clarify the regula-
tions pertaining to employees' annual vacations, illness in their immediate fami-
lies, computing time of employment, vacation on termination of employment and
military leaves of absence.
President Osborn referred these matters to the City Attorney for his consideration
and the necessary action.
12. From the Public Utilities Board, in response to a recent letter from the Coun-
cil with regard to the contract let by the Bureau of Electricity for the furnishing
of lamps during the fiscal year 1951 -52.
President Osborn ordered the communication filed, with the request to the City Clerk
that he notify the W. Stone Co. of the receipt of the letter and also furnish the
company with a copy thereof.
Councilman Sweeney noted that one other Alameda merchant had been a bidder for the
lamp contract and suggested it might be well to let him, too, have a copy of the
letter from the Board.
Whereupon President Osborn requested the City Clerk to also furnish Mr. Bert
Mansfield, Electrical Contractor, with a copy.
13 From George R. Doran, Chief of Police, submitting a list of articles lost,
stolen or unclaimed - which are now in possession of the City Treasurer.
The communication and list were ordered filed.
14. From City Manager Froerer and Chief of Police George R. Doran, submitting
their Affidavit with regard to the expenditure of monies out of the Police Secret
Fund of the City, during the period from December 31, 1950, to June 30, 1951.
The Affidavit was ordered filed.
INTRODUCTION OF ORDINANCES:
15. Councilman Sweeney introduced the following ordinance, after which it was
laid over under provision of law and the Charter:

21. The following resolution was introduced by Councilman Branscheid, who moved

Councilman Sweeney moved the bills as itemized in the List of Claims filed with
the City Clerk on July 17, 1951, and submitted to the Council at this time, be
allowed and paid. The motion was seconded by Councilman Jones and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones,
Sweeney and President Osborn, (5). Noes: None. Absent: None. Thereupon the
President declared said resolution duly adopted and passed.
30. At this point, President Osborn stated he would like to say, on behalf of
the Council, that the Resolution in Memoriam to Victor L. Schaefer, as read
tonight, expresses only partially the great loss the City of Alameda has suf-
fered through the passing of this fine citizen.
ADJOURNMENT:
31. There being no further business to come before the meeting, the Council
adjourned in respect to the memories of Victor L. Schaefer and Kenneth S.
Maybury - to assemble in regular session on Tuesday evening, August 7, 1951,
at 8 :00 o'clock.
