SPECIAL MEETING OF THE COUNCIL OF THE CITY OF ALAIEDA
HELD TUESDAY EVENING', OCTOBER 9, . 1951
The meeting convened at 7:30 o'clock P. A.I. with President Osborn presiding.
ROLL CALL:
The roll was called and Councilmen Anderson Jones, Sweeney and President
Osborn, (4). Absent: Councilman Branscheid, (1).
1. Councilman Sweeney moved that the Call and Notice of Special Meeting be deemed
to have been read. The motion was seconded by Councilman Jones and unanimously
carried.
NEVI BUSINESS:
2. The purpose of the Special Meeting was to consider and/or act upon the follow-
ing matters:
(a) Adoption of a Resolution Decontrolling Rents in the City of Alameda;
(b) Creation of the positions of "Crossing Guard";
(c) Adjustment of Salaries of Secretaries to the City Manager and to
the City Attorney;
(d) Appointment of a City Clerk to fill the vacancy to become effective
October 16, 1951.
The above matters were referred to "Resolutions".
RESOLUTIONS:

3. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 4469
Resolution Finding That There No Longer Exists
Such a Shortage in Rental Housing Accommodations
As to Require Rent Control in the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Sweeney and
President Osborn, (4). Noes: None, Absent: Councilman Branscheid, (1).
4. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 4470
Creating Six (6) Temporary Part-Time Positions of
'Crossing Guard', Prescribing the Duties and
Fixing the Salary Thereof."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Sweeney and
President Osborn, (4). Noes: None, Absent: Councilman Branscheid, (1).
5. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution Yo. 4471
Fixing Salary for Position of Secretary-Stenographer
in the City Manager's Cffice."
The motion to adopt said resolution was seconded by Councilman Anderson and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Sweeney and
President Osborn, (4). Noes: None. Absent: Councilman Dranscheid, (1). Thereupon
the President declared said resolution duly adopted and passed.
6Y The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 4472
Fixing Salary for Position of Legal Secretary-
Law Clerk in the City Attorney's Office."
The motion to adopt said resolution was seconded by Councilman Anderson and on
roll call carried by the following vote. Ayes: Councilmen Anderson, Jones,
Sweeney and President Osborn, (4). Noes: None. Absent: Councilman Branscheid,
(1). Thereupon the President declared said resolution duly adopted and passed.
7' following resolution. was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 4473
Appointing City Clerk and Fixing Salary of Office
of City Clerk."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Sweeney
and President Osborn, (4). Noes: None. Absent: Councilman Branscheid, (1).
Thereupon the President declared said resolution duly adopted and passed.
ADJOURNMENT:
8. There being no further business to come before the meeting, the Council
adjourned.
