HELD TUESDAY EVENING, NOVEMBER 6, 1951
The meeting convened at 800 o'clock P. M. with President Osborn presiding.
ROLL CALL:
The roll was called and Councilmen Anderson, Branscheid, Jones, Sweeney and
President Osborn, (5), were noted present. Absent: None.
MINUTES
1. The minutes of the adjourned regular meeting held October 23, 1951, were
approved as transcribed.

2. From Mrs. Northa Meaker, 802 Buena Vista Avenue, registering her objections
to the proposed experimentation with the Alameda public water supply with regard
to the fluoridation of water.
From the First National Bank in San Leandro, extending an invitation to the
Council to attend its Floral Festival, to be held on Sunday and Monday, November
11, and 12, from 1:00 to 1000 o'clock P. M., at its banking quarters.
Councilman Branscheid moved the letter be acknowledged with thanks and then filed.
The motion was seconded by Councilman Sweeney and unanimously carried.
4. From Secretary, Public Utilities Commission of State of California, giving
Notice of Hearing in the Matter of Application of Key System Lines for an Order
Pursuant to Paragraph (5) of General Order No. 101, to Act as,a Self-Insurer.
The Hearing is to be held Monday, November 19, 1951, at 1000 o'clock.A.M.,
Commission Courtroom, State Building, San Francisco.
President Osborn stated that, if there were no objections, the City would be
represented by City Attorney, J. P. Clark.
5. From Alameda Citizens Transportation Association, enclosing a copy of a letter
written by this organization to the Public Utilities Commission relative to the Key
System Lines' proposed change in schedules.
Councilman Jones stated this organization should be informed that the City will
be represented at any hearings which are to be held concerning a contemplated change
of schedules by the Key System Transit Lines. He made a motion accordingly, which
was seconded by Councilman Branscheid and unaminously carried.
6. From the Alameda Boys' Club, Inc., requesting additional space in the Wash-
ington Park Armory Building to accommodate the large number of boys responding to
its activities program. The letter explained that the Club has already been
forced to limit attendance for some of its activities, particularly at night, due
to lack of sufficient space.
Councilman Jones stated that the Civil Air Patrol had acquired this property by
approaching the City Council to use a portion of the building and arrangements
had been made to allow the Patrol to use it for a nominal rental under a lease.
The Patrol was invited there on a temporary basis whereby the City could withdraw
on a ninety-days written notice to the Patrol to terminate or cancel the lease.
WRITTEN C OMMUNICATION
Councilman Jones stated that some months ago, at the request of the Alameda County
Dental Association, the City wrote a letter to the East Bay Municipal Utility
District, urging it to add fluorides to the water supply,. He pointed out, however,
that the Council has no authority to do anything about this, and suggested that the
proper action would be to have the City Clerk answer the letter and explain to Mrs.
Meaker what the Council did and further, the fact that the Council has no juris-
diction over this situation.
Councilman Jones made a motion to this effect, which was seconded by Councilman
Anderson and unanimously carried.
President Osborn stated it is clearly evident from this letter that the Alameda
Citizens Transportation Association is wide awake and on its toes and is keeping
abreast of things that are transpiring. He suggested the letter be acknowledged.
President Osborn inquired if there is any proposal to be made on this request.
Councilman Jones thereupon moved the City Attorney be requested to address a letter
to the Civil Air Patrol, explaining that the City wishes to terminate the lease,but
still wants to give the Patrol every opportunity to find other quarters within a
reasonable time.
Councilman Sweeney asked what was meant by a "reasonable time''.
Councilman Jones answered that it would be the ninety -day period, with a reason-
able extension, stating that the relationship between the City and the Civil Air
Patrol has always been very fine and he understands it already has some other place
in mind to which to move.
Councilman Sweeney then seconded the motion.
President Osborn stated that, in his opinion, we should give the Patrol a ninety -
day notice along the lines Councilman Jones suggested, without referring to a
possible extension, - then, if the necessity for an extension of time should occur,
it could be given consideration - but it should not be mentioned at this time.
Councilman Jones stated the City did not want to dispossess the Civil Air Patrol.
Councilman Anderson stated he thought it best to give notice for a definite ninety -
day period. He also inquired if it would be possible to allow an extension without
harming or jeopardizing the ninety -day notice. The City Attorney assured him this
would be in order.
Councilman Jones, with the consent of his second, then amended his motion to the
effect that the notice read for a ninety -day period. The motion was seconded by
Councilman Sweeney and on roll call carried by the following vote. Ayes: Anderson,
Branscheid, Jones, Sweeney and President Osborn (5), Noes: None, Absent: None
7. From Mr. A. B. Dubbs, requesting division of Diagram and Assessment No. 16,
of the Bay Farm Island Sewer Assessment District, Project No. 1, into three parcels
to be numbered 1 -4, 1 -5 and 16 -1.
Councilman Branscheid moved the City Engineer be instructed to prepare the neces-
sary drawings and report. The motion was seconded by Councilman Sweeney and un-
animously carried.
8. From Mr. W. J. Lenihan, Business Manager of the Ladies Drill Team No. 1076
of the Fraternal Order of Eagles, enclosing some tickets and _requesting a donation
to assist in defraying the Team's expenses when participating in competitive drills.
Councilman Anderson moved this matter be referred to the Alameda Chamber of Commerce,
as the advertising agency of the City. The motion was seconded by Councilman Jones
and unanimously carried.
ORAL COMMUNICATIONS:
9. Mr. Frank Gottstein addressed the Council on the subject of the hazards created
in Posey Tube by drunk drivers and traffic violators. He emphasized that an officer
should be stationed at each entrance of the Tube twenty -four hours per day, in order
to catch any violators before some serious accident occurs inside the Tube. County
Officials should see that proper supervision is at each end of the Tube and the City
Council should interest itself in seeing that the County Officials do something
about this.
President Osborn asked the City Manager about the operation of the Tube and it was
pointed out that the officer stationed there is employed by the County.
Councilman Sweeney observed that the policeman on duty at 7th and Harrison Streets
is undoubtedly too busy to watch everything, and if the City Manager is to find
out about the operation of the Tube, he should also ask what protection there is at
night.
Councilman Sweeney brought up another point concerning this traffic problem, stating
that there are "No Left Turn' signs at 7th, 8th and 10th Streets along Harrison
Street - but at_ 9th _Street, there is nothing, with the result that people coming
east are backed clear up to Broadway because there is no policeman stationed at 9th
and Harrison Streets. He felt the City should check with the Oakland Chief of Police
and request that a policeman should be on duty at 9th and Harrison Streets.
Councilman Jones stated the National Safety Council concerns itself with these very
problems and it might be appropriate to have the City Manager address a letter to
the National Safety Council, bringing out the points Mr. Gottstein has expressed
since the City feels it should have the benefit of its very definite study and is,
itself, in no position to make recommendations, but the National Safety Council has
an Engineering Department to take care of these very things, and all related problems,
to make driving safer.
Councilman Jones moved a letter be written, inviting the study of the National
Safety Council on this traffic situation. The motion was seconded by Councilman
Sweeney and unanimously carried.
Councilman Anderson asked if he understood correctly that the City is to engage the
aid and assistance of the rational Safety Council and also have the City Manager
check with the City of Oakland and the County on the traffic problems under their
jurisdiction. He was assured that was the consensus.

REPORTS OF COMMITTEES:
13. From the City Manager, reporting that work in connection with the construction
of the Taylor Avenue Pressure System has been completed to the satisfaction of the
Engineering Department and recommending the work be accepted and the Notice of
Completion be ordered filed.
Councilman Anderson moved the City Manager's recommendation be adopted; that the
work on the specified project be accepted and the Notice of Completion be filed.
The motion was seconded by Councilman Sweeney and on roll call carried by the
following vote. Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney and Presi-
dent Osborn, (5). Noes: None. Absent: None.
14'`.i From the City Manager, reporting that the new chassis for a ladder truck in
the Fire Department has been delivered and it has satisfactorily passed the per-
formance test. He, therefore, recommended that delivery be accepted and payment
be authorized.
Councilman Branscheid moved the City Manager's report and recommendation be
approved; that this piece of equipment be accepted and payment be authorized.
The motion was seconded by Councilman Sweeney and on roll call carried by the
following vote. Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney and

15. From the City Manager, recommending that contract be awarded to Jack Erwin
Motors, the only bidder, for furnishing one new, 1951 Model, Dodge Coupe for use
in the Health Department at the bid price of 1,827.81,
Councilman Anderson moved the City Manager's recommendation be approved; that
contract be awarded to the designated firm for the automobile at the specified
price. The motion was seconded by Councilman Jones and on roll call carried by
the following vote. Ayes: Councilmen Anderson, Branscheid, Jones, Sweeney and
President Osborn , (5). Noes: None. Absent: None.
16. From the City Manager, reporting that the work in connection with the
construction of a Storm Sewer on Garfield Avenue, South of Liberty Avenue, has
been completed to the satisfaction of the Engineering Department - and recom-
mending it be accepted and the Notice of Completion be ordered filed.
Councilman Jones moved the City Manager's report and recommendation be approved;
that the work be accepted and the Notice of Completion be filed. The motion was
seconded by Councilman Sweeney and on roll call carried by the following vote.

Green, for the project of constructing a Wood Frame Broom Shed at the Alameda
Corporation Yard at the bid price of $2,924.
Councilman Branscheid moved the City Manager's recommendation be adopted; that
contract be awarded to the designated party for the specified project at the price
quoted and the checks be returned to the unsuccessful bidders. The motion was
seconded by Councilman Sweeney and on roll call carried by the fellowing vote.

18. From the City Manager, requesting authorization to dispose of certain

Speaking with reference to this resolution, Councilman Sweeney stated that from the
reports he has heard of the Annual Conference of the American Municipal Association,
it is of vital importance and the Council has had brought back to it and has received
untold benefits through the attendance of our representatives at any particular Con-
ference and he expressed the thought that both Mayor Osborn and Councilman Anderson
will bring back definite news about current administrative matters.
Councilman Branscheid remarked that it ought also to be brought out that the American
Municipal Association is composed of representatives from 42 or 43 States of the Union
It gives the same service on a National level, as the League of California Cities
gives to municipalities on a State basis.
25. The following resolution was introduced by Councilman Anderson who moved its

Upon the request of Councilman Sweeney, City Manager Froerer explained that this
resolution covers the property acquired for the construction of approaches to the
new Bay Farm Island Bridge.
President Osborn pointed out to Mr. Gottstein that this is just one further push
the City Council is giving to hasten the construction of a second tube.
27. The following resolution was introduced by Councilman Sweeney who moved its

28. The following resolution was introduced by Councilman Branscheid who moved its

Approving the Program Recommended for the Immediate
Construction of Certain Approaches to the San
Francisco - Oakland Bay Bridge by the Honorable Earl
Warren, Governor of the State of California"

29. The following resolution was introduced by Councilman Jones who moved its
adoption:

Authorizing the Execution of Contract with the State
Of California for Federal Allocations to Local Public
Health Agencies for Fiscal Year July 1, 1951 -- June
,30, 1952"
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Anderson, Branscheid,
Jones, Sweeney and President Osborn, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
The City Manager explained this resolution by stating that four years ago the
City elected to put in a full -time Health Department. In connection with this
set -up, certain subventions were to be received from the State to bring the Health
Department up to the standard established by the Federal Government. These sums
varied upward until last year the City of Alameda_received, in round figures, $5,600.
from the Federal Government for this purpose. He pointed out that after the census
of 1950, which showed a population decrease, due entirely to loss of military and
other personnel, the payment this year will be reduced to the sum of $3,855. - even
though the cost of operating the Health Department has continued to increase, due to
the raise in salaries because of the increase in the cost of living.
30. The following resolution was introduced by Councilman Jones who moved its
adoption:

35. An itemized List of Claims against the City of Alameda and several of the
Departments thereof in the total amounts as follows, was submitted to the Council
at this meeting: General Departments, $70733.33; Police Department, 9.;
Health Department, $65.85; , Recreation Department, $15.; Garfield Avenue Storm
Sewer Fund, $818.33; Engineering Department Deposit Fund, $40.; Special Fire
Ladder Truck.Fund, $9,070.71; Gas_Tax No. 2 Fund, $1,997.10; 1951 Sewer Bonds
Fund, 46,184.69 and Traffic Safety Fund, $4,614.93.
Councilman Sweeney moved the bills as itemized in the List of Claims filed with the
City Clerk on November 6, 1951, and presented to the Council at this time, be
allowed and paid. The motion was seconded by Councilman Branscheid and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Branscheid, Jones,
Sweeney and President Osborn, (5). Noes: None. Absent: None.
36. At this time, Councilman Jones spoke of the misfortune which had befallen
Mrs. Carmela Algeri, Janitress in the City Hall, this afternoon when she was struck
by an automobile on her way to work. He suggested the Mayor express to her, on
behalf of the Council, their best wishes for her speedy recovery.
Mayor Osborn stated he would be very happy to convey this message to Mrs. Algeri.
ADJOURNMENT:
37. There being no further business to come before the meeting the Council
adjourned - to assemble in regular session on Tuesday evening, ovembpr 20, 1951,
at 8:00 o'clock.
