1950-01-03 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, JANUARY 3, 1950 The meeting convened at 8 :00 o'clock P. M. with President Branscheid presiding. ROLL CALL: The roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and Presi- dent Branscheid, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held December 20, 1949, were approved as transcribed. WRITTEN COMMUNICATIONS: 2. From the Alameda Citizens Transportation Association, signifying its approval of the Key System's proposed schedule and route changes for trans -bay busses. The letter was referred to the transportation file with the observation on the part of President Branscheid that a meeting of the Council would be held as soon as pos- sible to thoroughly discuss the matter of route changes as proposed by the Key System. REPORTS OF COMMITTEES: 9V. From the City Manager, stating the work in connection with the remodeling of the Main Library has been completed, and recommending that it be accepted and the Notice of Completion be filed. Councilman Jones moved the City Manager's recommendation be followed; that the specified work be accepted and the Notice of Completion be filed. The motion was seconded by Councilman Osborn and unanimously carried. 10. From the City Manager, recommending that Otto Rittler and Mrs. Geraldine Leydecker be authorized to attend the second annual California Recreation Con- ference, to be held in San Jose, from February 14, through 17, 1950, and y 100. be appropriated for this purpose. Councilman Anderson moved the City Manager's recommendation be adopted; that Mr. Rittler and Mrs. Leydecker be authorized to attend the specified conference and the sum of $100. be allowed for their expenses. The motion was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Coun- cilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5) . Noes: None. Absent: None. 11. From the City Manager, recommending that Police Sergeants Joseph Bertrand and Robert Allen be authorized to attend a Police Teacher Training Course, to be held in Berkeley in two sessions - from January 9, to 20, and from January 23, to February 3, 1950 - each sergeant to attend one session - and $25. be appropriated for this purpose. Councilman Osborn moved the City Manager's recommendation be accepted; that these Sergeants be authorized to attend a designated session and the sum of $25. be allowed for their expenses. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. `/7 12. Councilman Anderson reported on the ground- breaking ceremony for the new building for the State Motor Vehicle Department on Encinal Avenue. He described the proceedings had on this occasion which was attended by City and County Offi- cials and members of the Motor Vehicle Department Staff, with Councilman Jones acting as Master of Ceremonies. Councilman Anderson pointed out that this building will be constructed to exactly suit the purposes of the Motor Vehicle Department office, with parking facilities and all other machinery necessary to the proper operation of such an office. He suggested it is important this matter be given publicity in order that the people in the district which it is designed to serve may know of its existence and give it the proper support in order that it may be able to show a sufficient volume of business to warrant its continuance. President Branscheid thanked Councilman Anderson for his report and urged the support of the local office in order that the City might continue to enjoy the convenience of having such an agency here. Councilman Anderson stated that Mr. Henderson of the Motor Vehicle Department em phasized the fact that it was due to Assemblyman Dickey that this office was fi- nally located in Alameda and suggested the Mayor address a letter to Assemblyman Dickey expressing the City's appreciation of his efforts in its behalf. RESOLUTIONS: 13. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 4119 Transferring $372.81 from Street Lighting Fund -- Lincoln Avenue between Webster Street and Fifth Street, and Pacific Avenue from Fourth to Main Streets, to Street Lighting Fund -- Lincoln Avenue from Webster Street to Eighth Street." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 4120 Adopting Specifications for Furnishing Eight (8) New 1950 Two -Door Sedan Automobiles to the City of Alameda for the Police Department, Calling for Bids and Directing the City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 15. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 4121 Adopting Specifications for Furnishing Two (2) New 1950 Coupe Automobiles to the City of Alameda for the Building Department, Calling for Bids and Directing the City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: .None. Thereupon the President declared said resolution duly adopted and passed. 16. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 4122 Authorizing Execution of Grant of Easement to the United States of America to Build and Maintain a Supporting Bulkhead in Connection with the Fruit - vale Avenue Bridge, and Rescinding Resolution No. 4082." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: .None,. Thereupon the President declared said resolution duly adopted and passed.'' ORDINANCES FOR PASSAGE: 17. "Ordinance No. 988, New Series An Ordinance Reclassifying Property by Adding Section 55 to Ordinance No. 725, New Series. Councilman Anderson moved the ordinance be adopted as read. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Coun- cilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. 18. "Ordinance No. 989, New Series AN ORDINANCE AMENDING SECTIONS 6 -221 AND 6 -222 OF ARTICLE 2, CHAPTER 2, TITLE VI, OF THE ALAMEDA MUNICIPAL CODE, RELATING TO SEWER CONNECTIONS." Councilman Anderson moved the ordinance be adopted as read. The motion was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5) . Noes: None. Absent: None.. Mr. Kopf, Builder, requested that the purport of this ordinance be explained to him and at the request of the President, City Attorney Whitney explained to Mr. Kopf that this is an amendment to the Alameda Municipal Code which would be neces- sary in any case to pemit the City to deviate from the present practice in the installation of sewers. He pointed out that under the ordinance as just passed, the City may continue to do the work itself, may call for bids and grant an ex- clusive contract for the performance of this type of work throughout the year, or permit the builders to have their individual sewer contractors make the installa- tions on buildings being constructed by them. He pointed out to Mr. Kopf that no policy has as yet been determined upon. 19. "Ordinance No. 990, New Series AN Ordinance Amending Sections 17 -362, 17 -363, 17 -364 and 17 -365 of Article 6, Chapter 3, Title XVII, of the Alameda Municipal Code, Relating to Parking Meter Zones, and Adding Sections 17- 364.1, 17- 364.2 and 17 -364.3 Thereto; Repealing Subdivi- sion (3) of Section 17 -341; and Amending Subdivi- sions (6) and (15) of Section 17 -342 of Article 4, Chapter 3, Title XVII of Said Code." Councilman Sweeney moved the ordinance be adopted as read. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Coun- oilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. FILING: 20. Specifications - No. MS 1 -50 -1 - For furnishing 8 Sedans - Police Department. 21. Spa cificaticns - No. MS 1 -50 -2 - For furnishing 2 Coupes - Building Department. 22. Grant of Easement - To United States of America for Fruitvale Avenue Bridge. BILLS: 23. An itemized List of Claims against the City of Alameda and several of the Departments thereof, in the total amounts as follows was presented to the Council at this meeting: General Departments, $169.43; Health Department, y$21.53; Traffic Safety Fund, $1,933.02; Special Street Lighting Funds, $5,915.30; Library Remodeling Fund, $662.15; McKinley Park Restoration Fund, 749.25; Northside Storm Water Disposal System Fund, $5,294.13. Councilman Anderson moved the bills as itemized in the List of Claims filed with the City Clerk on January 3, 1950, and submitted to the Council at this time, be allowed and paid. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None., 24. Prior to adjournment, President Branscheid again opened the matter of "Oral Communications" and Councilman Jones suggested it would be entirely proper to take official notice of the retirement of Henry P. Wichman, of the Bureau of Electricity, who has completed the longest term of service in that Department, with the excep- tion of Mr. Jennings Spencer. He stated he felt this record of fine service was worthy of official recognition and he thereupon moved the City Clerk be instructed to prepare an appropriate resolution. The motion was seconded by Councilman Sweeney and unanimously carried. ADJOURNMENT: 25. There being no further business to come before the meeting, the Council ad- journed, to assemble in regular session on Tuesday evening, January 17, 1950, at 8 :00 o'clock.
