HELD TUESDAY EVENING. JANUARY 24. 1950
The meeting convened at 6 ;00 o'clock P. M. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5), were noted present. Absent: None.
WRITTEN COMMUNICATIONS:
1. From A. P. Valtakis, Captain Infantry, Station Commander, United States Army
and United States Air Force, requesting permission to place a recruiting sign on
the sidewalk in front of the Alameda Post Office.
President Branscheid asked the City Manager for a report on this matter, and Mr.
Froerer stated that while there are certain ordinances in the City pertaining to
the obstruction of sidewalks, and as a rule signs of this type are not permitted,
he pointed out that this sign has been in place for many years without objection
by the City and the recruiting service is now seeking in writing a permission
which it has had for a long time by tacit understanding.
Councilman Sweeney thereupon moved the permission requested be granted. The motion
was seconded by Councilman Anderson and unanimously carried.
OPENING OF BIDS:
2. Bids were received and read for the project of the rehabilitation of street
trees on Bay Street, in accordance with Specifications and Special Provisions No.
PW 1 -50 -2, as follows:

The bids were referred to the City Manager and City Attorney for study and report.
REPORTS OF COMMITTEES
3. From the City Manager, recommending that contract be awarded to Edward R.
Bacon Company for furnishing on_e Rubber Mounted Tractor, with Front End Loader
to the Golf Course, in accordance with Specifications therefor No. MS 12- 49 -17,
at the bid price of 53,914.
The City Manager explained the manner in which the bids for this equipment had been
rechecked and stated that upon making this recheck, several deviations from the
specifications were found in some of the proposals and that this recommendation is
for the awarding of the contract to the firm making the best bid on equipment which
meets the specifications exactly.
Councilman Osborn thereupon moved the City Manager's recommendation be adopted;
that contract be awarded to the company mentioned and the bid checks be returned
to the unsuccessful bidders. The motion was seconded by Councilman Anderson and
on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones,
Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None.
4. From the City Manager, recommending that David D. Hughes, Assistant Purchasing
Agent, be authorized to attend the Conference of the California State, County and
Municipal. Purchasing Agents, to be held at Coronado on February 2, 3, and 4, 1950,
and a sum not to exceed $100. be appropriated for his expenses.
Councilman Sweeney, in moving the adoption of the City Manager's recommendation,
stated he has attended several sessions of this organization's conferences and
felt that Mr. Hughes would get a great deal out of it and the experience would be
very worthwhile to the City. The motion was seconded by Councilman Anderson and
on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones,
Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None.
5. With regard to the awarding of the contract for the rehabilitation of certain
street trees, Mr. Froerer stated that by reason of the lack of information concern-
ing Mr. Denman's financial situation, ability, etcetera, it would be impossible to
pass on the bids at this time.
He recommended the bids be permitted to remain with the City Manager and City
Attorney for further investigation and suggested that by Monday of next week,
the investigation should be complete and he would be in a position to make a
recommendation for the awarding of the contract.
It was thereupon agreed that this meeting, when adjourned, should be adjourned
to 6:00 o'clock P. M., Monday, January 30, 1950, for the purpose of awarding the
contract for the rehabilitation of street trees.

Councilman Osborn moved the ordinance be adopted as read. The motion was seconded
by Councilman Jones and on roll call carried by the following vote. Ayes:

None. Absent: None.

9. There being no further business to come before the meeting, the Council ad-
journed, to assemble in adjourned regular meeting to be held Monday, January 30,
