HELD TUESDAY EVENING, FEBRUARY 7, 1950
The meeting convened at 8:00 o'clock P. Y. with President Branscheid presiding.
ROLL CALL:
The roll was called and. Councilmen Anderson, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5), were noted present. Absent: None.
MUTES:
1. The minutes of the regular meeting held January 17, and of the adjourned regu-
lar meetings held January 24, and 30, 1950, were approved as transcribed.
WRITTEF COFMUNICATIONS:
2 From Frank C. Languemi, President, Uniform Bodies Association, Alameda Post
No. 9, American Legion, requesting a permit to sponsor the Foley & Burk carnival,
to be held in Alameda from June 6, to 11, inclusive, 1950, at the site of the
Maritime Alameda Shipyard parking lot.
President Branscheid inquired of the City Manager as to whether or not the appli-
cation was in order and Mr. Froerer stated it was.
Councilman Jones cited the very satisfactory experience the City has had with the
Foley &- Burk exhibitions and moved the City JYanager be authorized to give Foley ?.c
Burk a permit for the dates specified in the communication from the American Legion.
The motion was seconded by Councilman Osborn and unanimously carried.
ORAL COMMUNICATIONS:
Mr. Frank Gottstein addressed the Council, stating he was very happy about the
fight for the second tube.
HEARINGS:
4: Application was presented from the Alameda South Shore Land Company, request-
ing a permit to fill certain property in the vicinity of La Jolla Drive - the area
being more specifically described in the application and shown on a drawing accom-
panying it.
In connection with this matter, City Manager Froerer stated he has examined the
application and finds it in order and in accordance with the requirements of the
Alameda Municipal Code and offered his opinion that when the applicant shall have
filed the required bond in the sum of ;)5,000., the City is obligated under the
Code to grant the permit.
Councilman Sweeney thereupon moved the permit to fill, as set forth in the applica-
tion, be granted. The motion was seconded by Councilman Anderson and unanimously
carried.
OPENING OF BIDS:
5. Bids were submitted and read for the project of the installation of House
Sewer laterals during the remainder of the fiscal year ending June 30, 1950, in
accordance with Specifications and Special Provisions therefor, No. PW 1-50-1,
as follows:

The bids were referred to the City Manager for study and recommendation.
REPORTS OF COMMITTEES:
6. From the City Manager, recommending that Officers Ralph Westmoreland and
Kenneth Whittier of the Police Department be authorized to attend the Third Basic
Peace Officers Training School, to be held at Santa Rita, from February 13, to
March 11, 1950, and ;75. be appropriated for this purpose.
Councilman Osborn moved the City Manager's recommendation be adopted; that the
designated officers attend this school and the sum of V75. be allowed for their
expenses. The motion was seconded by Councilman Sweeney and on roll call carried
by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and
President Branscheid, (5). Noes: None. Absent: None.
7. From Mayor Branscheid, nominating Thomas L. Ferro, for appointment to the
office of member of the City Planning Board, to serve the unexpired term of
Clarence J. Nobmann, resigned. The term will expire June 30, 1952.
The matter was referred to "Resolutions."
From James F. Brady, City Physician, requesting the Council to establish a
policy as to when old records of cases treated at the First Aid Station can be
destroyed.
President Branscheid observed that the Council cannot very well set a policy for
the destruction of City records, and that in each case it must have some knowledge
of the records sought to be destroyed. He thereupon stated he would request the
City Manager to ask Dr. Brady to submit a list of the records he has in mind, with
the request to destroy them.
INTRODUCTION OF ORDINANCES:
9. "Ordinance No.
New Series
An Ordinance Amending Sections 9-143, 9-144, 9-146
and 9-147 of Title IX, Chapter 1, Article 4, of
the Alameda Municipal Code, Relating to Dogs."
The title of the ordinance was read by the Clerk and in the absence of an intro-
duction of the ordinance by any member of the Council, the President stated the
matter would be dropped.
RESOLUTIONS:
10. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 4131
In Memoriam to William C. Johnson
"WITH PROFOUND SORROW, the Council of the City of Alameda
records the untimely death of one of its faithful employees,
WILLIAM C. JOHNSON, who had served the citizens of this com-
munity most proficiently as a member of the Alameda Police
Department, having creditably performed the duties of Inspec-
tor since January, 1943;
"WHEREAS, Inspector Johnson was greatly beloved for his
never failing good humour and friendliness and was respected
and admired for his complete knowledge of his profession and
his untiring efforts to safeguard the welfare of the people
of this City;
"NOW, THEREFORE, BE IT RESOLVED, that, in recognition of
the more than twenty-two years' service rendered by Inspector
Johnson, the Council of the City of Alameda hereby expresses
its sense of personal loss and its sincere gratitude for the
privilege of having had such a loyal and fine person in the
employ of the City.
"BE IT FURTHER RESOLVED, that this Resolution be snread
in full unon the minutes of this meeting, and that a copy
thereof be transmitted to the family of Inspector Johnson,
that it may extend to Its members a sincere expression of
sympathy and condolence; and
"-BE IT FURTHER RESOLVED, that when this meeting of the
Council of the City of Alameda adjourns, it shall do so in
respect to the memory of WILLTAIF C. JOH-SCN."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes : None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution Ho. 4132
In Memoriam to William A. Borchardt
"WITH DEEP SORROW, the Council of the City of Alameda
records the death of one of its faithful employees, WILLIAM
A. BORCHARDT, who worked for the City for a period of over
ten years, and who was, at the time of his demise, a member
of the Park Department personnel;
"NOW, THEREnRE, BE IT RESOLVED, that, in recognition
of Fr. Borchardt 's efficiency in whatever job assigned to
him and his spirit of helpfulness and cooperation with his
associate employees, the Council of the City of Alameda
hereby expresses its sense of personal loss ard its sin-
cere gratitude for the excellent service always rendered
by this conscientious employee.
"BE IT FURTHER RESOLVED, that this Resolution be snread
in full upon the minutes of this meeting, and that a copy
thereof be transmitted to the family of Mr. Borchardt, that
it may extend to its members a sincere expression of sym-
pathy and condolence; and
"BE TT FURTNER RESOLVED, that when this meeting of the
Council of the City of Alameda adjourns, It shall do so in
respect to the memory of WILLIAM A. BORCHARDT."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes : None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Jones, who moved its
adoption:

In Memoriam to :race F. Redmond
"WITH DEEP SORROW, the Council of the City of Alameda
records the death of one of its loyal employees, C-7CE. 7•
REDMOND, who had worked as a nenber of the Health Department
for the past three year •
"NOW, TNEREi■ORE, BE IT RESOLVED, that, in recognition
of Mrs. Redmond's efficient service and spirit of cooperation
in performing her duties, the Council of the City of Alameda
hereby expresses its sense of personal loss and its sincere
appreciation for her efforts as a City employee.
"BE IT FURTHER RESOLVED, that this Resolution be spread
in full upon the minutes of this meeting, and that a copy
thereof be transmitted to the family of Mrs. Redmond, that
it may extend to its members a heartfelt expression, of sym-
pathy and condolence; and
"BE TT FURTHER RESOLVED, that when this meeting of the
Council of the City of Alameda adjourns, it shall do so in
respect to the memory of GRACE F. REDMOND."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes:: Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: Hone. Thereupon
the President declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Anderson, who moved its
adoption:
"Resolution No. 4134
In Memoriam to D. Chester Martin
"WITH PROFOUND SORROW, the Council of the City of Alameda
records the death of one of its former employees, D. CHESTER
FARTIT;', who had wored in the Department of Public Utilities,
Bureau of Electricity, for over twenty-three years at the time
of his retirement on October 1, 1943;
"NOW, THEREFORE, BE IT RESOLVED, that, in recognition of
Mr. Martin's excellent service to the City over this long
period of time, the Council of the City of Alameda hereby ex-
presses its sincere appreciation of his loyalty.

"BE IT FURTHER RESOLVED, that this Resolution be spread
in full upon the minutes of this meeting, and that a copy
thereof be transmitted to the family of Yr. Martin, that it
may extend to its members a sincere expression of sympathy
and condolence; and
"BE IT FURTHER RESOLVED, that when this meeting of the
Council of the City of Alameda adjourns, it shall do so in
respect to the memory of D. CHESTER MARTIN."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll

14. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 4135
Adopting Specifications for Furnishing Fairway
"Topping" Material to the City of Alameda for
the Golf Course, Calling for Bids and Directing
the City Clerk to 'Advertise Same."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes : None. Absent : None. Thereupon
the President declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 4136
Appointing Member to the City Planning Board."
The motion to adopt said resolution was seconded by Councilman Anderson and on
roll call carried by the following vote. Ayes: Councilmen Anderson, Jones,
Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None.
Thereupon the President declared said resolution duly adopted and passed.

16. Auditor's Balance Sheet - Month ending January 31, 1950.
17. Financial Statement - George B. Middleton & Co. - City of
Alameda, as at December 31, 1949.

of Electricity, as at December 31, 1949.
19. Specifications - No. MS 2-50-3 - For furnishing Fairway
"Topping" Material - Golf Course.
BILLS:
20. An itemized List of Claims against some of the Departments of the City of
Alameda, in the total amounts as follows, was presented to the Council at this
time: General Departments, 1178.36; Police Department, $24.70; Library
Remodeling Fund, %355.34; Northside Storm Water Disposal System Fund, 4,085.40;
McKinley Park Restoration Fund, ,425.49; Traffic Safety Fund, 217.18.
Councilman Anderson moved the bills as itemized in the List of Claims filed with
the City Clerk on February 7, 1950, and submitted to the Council at this meeting,
be allowed and paid. The motion was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes : Councilmen Anderson, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None.
21. At this time the matter of "Oral Communications" was re-opened, and the
President invited the members of the audience to discuss any problems with the
Council after the meeting.
22. Councilman Sweeney directed the attention of the President to the fact that
on this date, Councilman Anderson is celebrating his fiftieth birthday - where-
upon the President, on behalf of the City, extended felicitations and his con-
gratulations.
ADJOURNMENT:
23. There being no further business to come before the meeting, the Council ad-
journed in respect to the memories of William C. Johnson, William A. Borchardt,
Grace F. Redmond and D. Chester Martin - to assemble in regular session on
Tuesday evening, February 21, 1950, at 8:00 o'clock.
