REGULAR MEETING OF THE COUNCIL OF TEE CITY OF ALAMEDA
HELD TUESDAY EVENING, MARCH 7, 1950
The meeting convened at 8:00 o'clock P. M. with President Branscheid
pre-lding.
ROLL CALL:
The roll was called, and Councilmen Anderson, Jones, Osborn, Sweeney and
President Branscheid, (5), were noted present. Absent: None,
MINUTES:
1. The minutes of the regular meeting held February 21, 1950, were approved
as transcribed.
WRITTEN CCI8U7,TICArIT0YS:
From the Alameda Real Estate Board, transmitting a copy of its recently
adopted resolution concerninp; the proposed Sparkman Bill - S 2245 - with regard
to the disposition of Temporary 7:1ar Housing Projects.
The letter was read and President Branscheid ordered them filed with the remark
that the resolution adopted by the Real Estate Board parallels very closely the
one adopted by the City Council.

3. From the City Manager, stating the work in connection with the Restoration
of McKinley Park has been satisfactorlly completed, and recommending it be ac-
cepted and the Notice of Completion be ordered filed.
OMMITTEES:
Councilman Osborn moved the City 'onager's recomnendation be adopted; that the
work on said project be accepted and the Notice of Completion be filed. Inc
motion was seconded by Councilman Sweeney and unanimously carried.
4: From the City :onager, submitting his analysis of the Yds received for the
installation of sewer laterals - stating that if the Council elects to have them
installed by general contract, he would recommend the contract bo awarded to
Fianue] Enos, the low bidder on Schedule "A" of Specifications and Special Provi-
sions No. P.:1 1-50-1.
Councilman Sweeney inquired as to the term of the contract for the installation
of sewer laterals, if awarded - and was advised by the City P:anager that the con-
tract would terminate with the fiscal year, at June 30, 1950.
Councilman Jones stated that, on the basis of the facts outlined in the City rano-
ger's letter, as well as the fact that all sower contractors had had an opportunity
to bid on the work, and in view of the showing that the work can be done at a lower
figure by an individual contractor than bi- the City, he would moved the contract
be awarded as recommended and that the bid checks be returned to the unsuccessful
bidders. The motion was seconded by Councilman Osborn and on roll call carried by
the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5). I\Toes: None. Absent: I:one.
5. From the City Yanager, recommending that contract be awarded to Powell Bros.,
Inc. for furnishing Sand to the Alameda runicipal Golf Course at the total bid
price of ,13,090. This is in accordance with Alternate "B" of SPecifications No.
MS 2-50-3.
Councilman Osborn moved the City ,Tanagor's recommendation be adopted; that contract
be awarded to the designated firm and the bid checks and/or bonds be returned to
the unsuccessful bidders. The notion was seconded by Councilman Anderson and on
roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and ',:resident Branscheid, (5). Noes: None. Absent: None.
5. From the IV,ayor, City ITanager and Auditor, reporting on the Count of l'oney held
February 21 1950, which showed there was under control of the City Treasurer the
amount of %, 402,249.32, which was the correct sum, according to the Auditor
records.
The report was ordered filed.
INTRODUCTION GE ORDINANCES:
7. Councilman Sweeney introduced the following ordinance, after which it was laid
over under nrovision of law and the Charter:

The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and Fresident flranscheld, (5) . Eoes: :one. Absent: :one. Thereupon
the President declared said resolution duly adopted and Passed.

said resolution was seconded by Councilman Anderson.
At this point, Councilman Osborn stated he would like to have further opportunity
to consider the purchase of this car.
In response to a question by President Branscheid, the City Tanager stated there
was money in the budget for the automobile and that the vehicle now being used vas
a 1939 Ford, with somewhere in the neighborhood. of 100,000 miles on its speedometer.
Councilman Sweeney suggested that, it might be possible to make a transfer of another
car from some other department to the Purchasing Department, but Mr. Froerer stated
he knew of no car which could be transferred in this manner.
The discussion was then. finished. and President Branscheid stated that if it was
Councilman Osborn's desire to have this matter tabled, a motion to do so would be
in order, inasmuch as there was a motion to adopt the resolution before the Council.
Councilman Osborn stated that if the other members of the Council were agreeable to
the purchase of the new automobile, it was all right with Mm.
The question was thereupon put and the motion to adolpt the foregoing resolution was
carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: Nene. Absent: None. . Thereupon the Presi-
dent declared said resolution. duly adopted and passed.

17. Prior to adjournrent, President Bransche'd reverted to the heading of "Oral
Conmunicationsu; stated the Council would be on hand to discuss any cuestions
which anyone in the audience night have; and thanked those present ror attending
the meeting.
18: Councilman Sweeney stated he wished to thanli the members of the Council for
their appearance at the frot meeting of the Flag Day Committee, remarking that
there were about 85 persons present. T-e also announced the next meeting for
ronday evening, T3arch 20.
ADJOURNMENT:
19. There being no funthor business to come before the meeting, the Council ad-
journed, to assemble in regular session on Tuesday evening, March 21, 1950, at
8:00 o'clock.
