1950-03-29 Regular CC MinutesADJOURNED REGULAR MEETING OF THE-COUNCIL OF TETE CITY OF ALAYEDA HLD WEDNESDAY EVENING, MARCH 29, - 1950 The meeting convened at 7:30 o'clock P. M. with President Branscheid presiding. ROLL CALL: The roll was called and Councilmen Anderson, Osborn, Sweeney and President Branscheid, (4), were noted present. Absent: Councilnan Jones, (1). MINUTES: 1. The minutes of the regular meeting held. March 21, 1950, were approved as transcribed. INTRODUCTION OF ORDINANCES: 2( Councilman Osborn introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending the Alameda Municipal Code by Adding to Part I, Title TTT, Chapter 10 Thereof, A New Article to be Known as Article 2, Relating to And Imposing an Excise Tax on the Use or Other Consumption in the City of Alameda of Tangible Personal Property Purchased on or After the Effec- tive Date Hereof, for Use or Other Consumption in the City of Alameda." RESOLUTIONS: 3. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 4149 Adopting Specifications, Special Provisions and Plans for the Reconstruction of San Jose Avenue from Chestnut Street to High Street, Calling for Bids and Directing the City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Osborn, Sweeney and President Branscheid, (4). roes: None. Absent: Councilman Jones, (1). Thereupon the President declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 4. "Ordinance No. 995 New Series An Ordinance Amending the Alameda Municipal Code by Adding to Part I, Title 111 Thereof, a New Chapter and Article to he Known as Chapter 10, Article 1, Relating to and Imposing a Sales Tax for the Privilege of Selling Tangible Personal Property at Retail in the City of Alameda, Pro- viding for Permits to Retailers, Providing for The Collection and Payment of Such Tax and Declaring a Violation Thereof to be a Misdemeanor." President Branscheid explained that the rate of tax to be levied under this Ordi- nance is one-half of one per cent, and called for questions on the Ordinance and discussion, if any were desired. Mr. Frank Gottstein addressed the Council on the subject, stating that while he was fully aware of the fact that such an ordinance was necessary at this time by reason of the need for funds, he felt that along with it should go the practice of the strictest economy possible, and expressed the hope that additional personnel would not be necessary to handle the collection of the new tax. Councilman Osborn inquired of the City Manager whether or not the Sales Tax Crdi- nance would entail the employment of any new personnel. He was informed by Mr. Froerer that the present staff in the Treasurer's Office would be entirely ade- quate to handle the situation. Councilman Osborn pointed out that the City's collection will be based on the report by the merchants to the State, and therefore, any City investigatory staff would not be necessary in connection with the City Sales Tax Ordinance. Councilman Sweeney moved the ordinance be adopted as read. The motion was seconded by Councilman Osborn and on roll call carried by the following, vote. Ayes: Coun- cilmen Anderson, Osborn, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Jones, (1). FILING: 5. Financial Statement - George B. Eiddleton P- Co. - City of Alameda, as at February 28, 1950. 6. Financial Statement - George B. Middleton C- Co. - Bureau of Electricity, as at February 28, 1950. 7. Specifications - 7o. PW 2-50-14 - Project of the Reconstruction of San Jose Avenue, from Chestnut to High Streets. ADJOURNMENT: 8.
