M. by the City Clerk, who announced that in the absence of the Mayor and .Vice Mayor, it would be necessary for the Council, under provisions of Inc City Charter, to select from its number a Mayor, pro tempore. Whereupon Councilman Anderson moved that Councilman Frank P. Osborn be ap- pointed Mayor, pro tempore. The motion seconded by CounellmanSweeney and Unanimously carried. ROLL CA_I: The roll was called and Councilmen Anderson, Sweeney and President Osborn, (3), were noted Present. Absent: Councilman Jones and Mayor Branscheld, (2). MINUTES.: 1. The minutes of the regular meeting held March 1, 1249, were approved as transcribed. WRITTEN- COMM= ATIONS: r)- From. Folay and Burk Combined Shows, requesting a permit to exhibit in Alameda during the weck from. June 20, to 20, 1049. Councilman Sweeney moved the permit be granted, subject to the requirement that all provisions of the Police and Building Codes governing such exhibitions be adhered to. The motion was seconded by Councilman Anderson and unanimously carried. me, 3 0 From. the Alameda Historical Society, requesting the renovation of the basement of the Children's Library to provide a meeting place for its organization and also storage space for historical objects and data. President Osborn observed that this Is a very worthwhile project and should. be given consideration, He pointed out, however, that the building is under the jurisdiction of the Library Board and it would be proper to refer the matter to that Board for its study and recommendation. He thereupon referred the matter to the Clerk with the request that he write to the Library Board asking it to study the situation and make its recommendation. HEARIGS: 4;-- The matter was called up concerning Resolution. of Intention No. 3946 to Order the Vacation of Portions of Clay, Court, Fountain and Calhoun Streets - which -was adopted by the Council at its meeting held February 15, 1949. There being no protests filed on the subject, President Osborn referred the matter to the City Attorney, with .the request that he prepare the proper resolution.. order- ing the closing of those certain norttons of the streets in question. REPORTS OP COMITTEES: 52/ From the Mayor, City Manager and Auditor, reporting on the Count of Money held March 2, 1949. It was found there was chargeable to, and under control. of •the City Treasurer, the sum of 2,448,071.46, which according to the AudItOrTS records should have at that time boon .in the City. Treasury. The report was ordered ftied. C /s From the City M nager, recommending that Mrs. Ellen.. Godfrey and Yrs. Phyllis MeCoskey, member and secretary, respectively, of the Social Service Board, be au- thorized to attend. a Group Dynamics Workshop, to be held at Mills College on April 1 and 2, 1949, and that a stain not to exceed '0.00 be appropriated. for their expenses Councilman Sweeney moved the City Manager's recommendation be accepted; that the two designated representatives be authorized to attend the specified meeting and '49.00 be allowed to defray their expenses. The motion was seconded by Councilman Anderson and on roll. call carried by . the following vote. Ayes : Councilmen Anderson„ Sweeney and President Osborn, (3 ). Noes: None. Branscheid, 7 From the City Manager, reporting that the traffic situation at the north end . v/. of Posey Tube in Oakland has markedly improved following the adoption by the City of Oakland of certain suggestions made by the West Alameda Association for the alleviation of this traffic problem. President Osborn observed that he had received many comments on the great improve- ment of traffic conditions since the adoption. of the suggestions made by the West Alameda Association. Councilman Anderson moved the Clerk be requested to write to Mr. Roach, Chairman of the Civic jelfare Committee of the Association, thanking him for his efforts in this matter. The motion was seconded by Councilman Sweeney and unanimously carried. NEW BUSINESS: 8. Councilman Anderson brought up the subject of the new car to be provided for the Assistant Chief of the Fire Department, stating that he had been informed the automobile to be replaced is one abolt 6 years old. He remarked that inasmuch as the car now being used by the Chief of Police is as old, or older, than this, it was his feeling that the Police Chief should also be supplied with a new automobile. He stated that, in his opinion, it was not good public relations to have the head of the Police Department traveling about the City in a dilapidated and worn out car. He thereupon moved the City Manager be requested to prepare specifications and call for bids for furnishing a new automobile for use by the Chief of Police. The motion was seconded by Councilman Sweeney and on roll call carried by the fol- lowing vote. Ayes : Councilmen Anderson, Sweeney and President Osborn, (3). Toes None. Absent Councilman Jones and Mayor Branscheid, (2). 9. At this point, the Council undertook the canvass of the returns of the General Municipal Election held in the City on March 8, 1949. A canvass and count was made of absentee ballots cast and a check was made of the precinct returns. Following the canvass, President Osborn stated the results showed that Messrs. Sweeney, Branscheid and Osborn had been re-elected for terms of four years each as Councilmen of the City of Alameda and Messrs Fred J. Croll and Homer R. Dallas had been re-olected for four-year terms each as Auditor and Treasurer, respective- ly, of the City of Alameda. PESOLUTIOTIS: 10. The following resolution was introduced by Councilman Sweeney, who moved its adoption: Ft "Resolution No. 3976 Accepting Conveyance from August J. Fromm and 1Jae C. Fromm, His 'Cilfe, of Certain Real Property and Consenting to the Recordation Thereof." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes: Councilmen Anderson, Sweeney and Presi- dent Osborn, (3). Noes: None. Absent: Councilman Jones and Mayor Branscheid, (2). Thereupon the President declared said resolution duly adopted and passed. 11. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution Yo. 3977 Accepting Conveyance from Celestina Cosso, a Vadow, of Certain Real Property and Consenting to the Recordation Thereof." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Sweeney and Presi- dent Osborn, (3). Noes: "one. Absent: Councilman Jones and Mayor Dranscheld, (2). Thereupon the President declared said resolution duly adopted and passed. 12. The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3078 Transferring 0,300. from Gas Tax No. 2 Fund to the General Fund." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes: Councilmen Anderson, Sweeney and J'resi- dent Osborn, (3). Noes: 7one. Absent: Councilman Jones and Mayor Dranscheld, (2). Thereupon the President declared said resolution duly adopted and passed. 13. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 3979 Authorizing City Engineer to Incur an Additional Obligation Not Exceeding ,!;14,960.00 in Connection with the Relocation of Trunkline Sewer to Day Farm Island Across the San Leandro Channel." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Sweeney and Presi- dent Osborn, (3). Noes : Tione. Absent: Councilman Jones and Tlayor Branscheid, (2). Thereupon the President declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No 3980 Adopting Specifications for Furnishing One Deep Well Turbine Pump Unit to the City of Alameda for the Golf Course, Calling for Bids and Directing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Sweeney and Presi- dent Csborn, (3). Noes : None. Absent: Councilman Jones and :ayor Branscheid, (2). Thereupon the President declared said resolution duly adopted and passed. 15. Absent: Councilman Jones and ayor Branscheid, (2). 24. Prior to adjournment, President Osborri stated It had been a privilege to serve the City as Layer, Pro Tempore. ADJCURNMENT: 25. There being no further business to come before the meerincr, the Council adjourned to assemble in regular session on Tuesday evening, April 5, 1949, at 9:00 o'clock.
