The meeting convened at 5:30 o'clock P. Y. with, President Branscheld
presiding.
ROLL CI
The roll was called. and Councilmen Anderson, Jones, Osborn, Sweeney and
President Branschoid, (5), were noted present. Absent: None.
The "Call and Notice of Special Meeting" , - setting forth. the purpose thereof,
was read by tho Clerk. The Affidavit of Service, signed. by Officer Boyd L.
Beyner, was ordered filed.
REP :RE'S OF OYMTTEES:
1. From the City Manager, recommending that the ono bid received for furnishing
Fill Material. for'Wasbirgtor Park Beach at the price of 2.205 per cubic yard,
be rejected and he be authorized to purchase this item in the open market.
Councilman Anderson moved the recommendation of the City.. Manager be adopted;
that the bid received be rejected; the bid check be returned to the unsuccessful
bidder and the City Manager be authorized to negotiate fer the purchase of the
required Fill in the open market. The motion was seconded by Council:man Jones.
At the request of the President, the City Hanager explained the situation. cover-
ing the rejection of the bid received. He stated. thbt Captain Ealcolm E. Crossman,
Superintendent of the United States hiar-lbime Commission, Bureau of Training, had
informed him last week tbat none of the good material war to be dugeut of the
bottom. of the bay, in connection with the dredging operations in and about thb
tralrAng scho ol site - but that yesterday, Captain Crossman told him the good ma-
terial was to be taken out and that the dredger would be on the location this
coming Monday morning. He stated that ho had gotten in torch with the Associated
Dredging Co,, who conducts these operations and had obtained a price of twenty-
five cents per cubic yard for the approximately _1,000 cubic yards of Fill re-
quired.
At this point, President Branscheid put the question and on roll call tbe motior .
was carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,
Sweeney and President Brarscheid, 5). Noes: None, Absent: Sono.
RESOLUTIONS:
2./ The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution So. 4001
Creating a Special Fund to be Known. as 'Eashington
Park Improvement Fund" and Transferring_5,000.
from the Capital Outlays Fund Thereto."
The motion to adopt said resolution was seconded by Councilman Jones and an roll
call. carried by the following vote. Ayes: Councllron. Anderson, Jones, Osborn,
Sweeney. and. President Branschoid, (5). Noes: None, Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
