HELD TUESDAY EVENING, SEPTEMBER 20, 1949
The m eeting convened at 8:00 o'clock P. M. with President Branscheid
presiding.
ROLL CALL:
The roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and
President Branscheid, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held September 6, 1949, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2/ From the Shoreline Planning Association, announcing that its Annual Conven-
tion will be held in Monterey on September 22, and 23, 1949, at which time the
beach program will be examined and discussed realistically. It was requested
that a representative be present at the meeting and also that a progress report
concerning Alameda 's beach plans be submitted.
City Manager Froerer outlined the organization of the Shoreline Planning Associa-
tion - its purpose and activities. He stated it has endeavored to aid Alameda in
securing the County Plan completed and adopted and also to have money allocated
for the purpose of acquiring and improving beaches in the County. He outlined the
purpose of the meeting in Monterey and the position of the City of Alameda on the
subject of the Master Plan. He stated the matters to be taken up at this meeting
are vital to the City.
Councilman Jones moved Mayor Branscheid be designated as the City's delegate to
attend the Convention in Monterey on the dates specified and that50. be appro-
priated to defray his expenses. The motion was seconded by Councilman Anderson
and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones,
Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None.
HEARINGS:
3. The matter was presented concerning the continued hearing with regard to the
adoption of the Krusi Park portion of the 1,-aster Plan of Parks and Playgrounds of
the City of Alameda.
Councilman Jones moved the hearing be continued to the meeting of October 4. The
motion was seconded by Councilman Osborn and unanimously carried.
OPENING OL' BIDS:
41/ Bids were submitted and read for the project of remodeling the basement of the
Children's Library and a portion of the L'ain Library basement, in accordance with
Specifications, Special Provisions and Plans therefor, No. PW 9-49-16, as follows:

6. From the City Lianager, recommending that contract be awarded to Ariss-Knapp
Company, the low bidder, for furnishing Fill Material for the Bay Fan Island
Levee at the bid price of forty-nine cents per cubic yard.
Councilman Anderson moved the City I:anageris recommendation be accepted; that con-
tract be awarded to the firm designated and the bid checks be returned to the un-
successful bidders. The motion was seconded. by Councilman Jones and on roll call
carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn Sweeney
and Trresident Branscheld, (5). Noes: None. Absent: None.
7. From the City ' anning Board, recommending the reclassification of that area
lying at the northerly ends of Eighth, Nason, Ninth and Wood Streets - being more
snecifically described in Its Resolution of Intention 10. 14 - from the "G" Light
Industrial District to the "A-1" One-Family Dwelling District,

8. Fr on. Milton C. Godfrey, member of the Board of Education, requesting a leave
of absence from his duties during the neriod from September 19, to December 30,
1949, due to his poor health.
Councilman Sweeney moved the leave of absence be granted as requested. The motion
was seconded by Councilman Osborn and unanimously carried.
From the City Manager, recommending that an extension of time from September
20, to October 15, 1949, be granted to McGuire and Hester, Contractors, for the
completion of the construction of the Bay Farm Island Interceptor Sewer and. Force
Main. He stated this was in line with their request of September 16, addressed to
the City Engineer.
Councilman. Anderson moved the extension of time be granted as
was seconded by Councilman. Osborn and unanimously carried.

10. City Attorney Whitney requested permission to write a letter to the Board of
Supervisors of Alameda County, inquiring as to its attitude toward the cancellation
of delinquent County Taxes on certain property lying adjacent to the Alameda L'unici-
pal Golf Course which the City contemplates acquiring from the Port of Oakland.
Councilman Anderson -eyed the City Attorney be granted permission to communicate
with the Board ef Si nervisors on this subject. ihe motion was seconded by Council-
man Osborn and unanimously carried.

13. The following resolution was Introduced by Councilman Osborn, who moved its

Position of "Patrolman" in the Police Department
of the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn,

the President declared said resolution duly adonted and passed.
14. The following resolution was introduced by Councilman Anderson, who moved its
adoption:

Fixing the Salary of the Position of 'Laboratory
Assistant (Part Time)? in the Health Department
of the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Jones and on roll

Sweeney and President Branscheid, (5). Noes: None, Absent: ,,one. Thereupon

15. The following resoluticn was introduced by Councilman Osborn, who moved its

Creating a Special Fund to be Known as 'Bay Farm
Island Levee Improvement North of Doolittle Drive
Fund' and Transferrin 5,000. from the Capital
Outlays Fund Thereto.
The motion to adopt said resolution was seconded by Councilman Jones and on roll
