The matter was referred to the file on lights in Erusi Park and to the Committee
of the Whole for further study.
5. An application was submitted by L. Koster for a permft to fill that certain
property situated between Fountain Street and Peach Street on the south side of
Otis -Thive.
The City ?nriager recommended the permit be granted, pointing out to the Council that
all requirements of the ordinance had been complied with and that the City is there-
fore practically obligated to grant the Permit.
In response to a question, he stated that the purpose of the bond is to insure com-
pliance with all the requirements of the Alameda Lunicipal Code in making a fill of
this type.
Thereupon Councilman Anderson moved the 1)0=11: be granted. The notion was seconded
by Councilman Jones and unanimously carried.
A telegram was read from J. L. Cook, 2021 Windsor Drive, protesting the elimi-
nation of the "T" and "W" bus line schedules on Saturdays - as was a communication
from Liss Delia. Merrion,..1400 Central Avenue.
Commenting on these two communications, Councilman Osborn stated that while he appre
elates the fact that the Mayor and City Manager would be cut of town during the next
two weeks, he would ask that an effort be made to arrange a meeting between offi-
cials of the Key System, the City Council and City Manager, to discuss the situation
presented. by these communications, indicating that it was his feeling the Council
should do everything in its power to correct the conditions referred to.
Councilman. Sweeney stated that he, too, felt something should be done and that every
effort should be made to try to straighten the Key System out on the maintenance of
schedules, pointing out that the traveling public is being badly discommoded and sug
gesting that it Is about time the arbitrary manner of the Key System be brought to a
stop.
( , Councilman Jones pointed out that the City 'Manager has made a report on the traffic
on the early morning 'schedules, which, however, was made prior to the change and
suggested that before meeting with the Key System, the Council should have an up-to-
date report based on present conditions. He remarked. that it was his feeling that
not much could be accomplished if the Council were able to speak only in general
terms rather than pointing out specific maladjustments. He thereupon suggested
that the City Manager be requested to undertake such a survey immediately upon his
return from Washington and follow up such survey by arranging for the meeting with
the Key. System. as suggested by Councilman Osborn.
President Branscheid offered his (minion that the City should go on record Im-
mediately protesting the changes that have been rliade and notify the Yey System
that the Connell is taking opposition to its action and that we wonld to
have a neeting with its officials on this natter.
Councilman Csborn stated that he felt no further investigation was needed as he
was in position to verify everything that he had said about the unsatisfactory
conditions now obtainin. He also stated that it had been brought to his atten-
tion that the Key System has stated that a certain transportation organization in
the City of Alameda agreed with the Key System that these changes in schedules
might be made but that he, as an elective City official, has not agreed to such
changes and would not permit that transportation organization to agree for him
in this matter or in anything else affecting the welfare of the City.
Fr. Frank Gcttstein requested permission to address the Council in the natter and
stat?,d he was very much in accord with T:iss :errior's observations on the tra.ns-
portation situation, especially as to that portion of the letter concerning the
City Council. He stated that while he has made numerous suggestions aimed at cur-
ing some of the conditions that exist, none of his suggestions had been adopted.
At this point, Councilman Sweeney inquired about a report cn the last suggestion
made by Lr. Gottstein concerning certain conditions on 7lebster Street.
The City Eanager answered that this matter has been thoroughly investigated and
that the infiltration into ':febster Street fro n the east side from behind P:akassar
Straits Housing Project has now been stopped. He stated further that in the matter
of the cars turning off of Webster Street into Atlantic Avenue, there is a nolice
officer stationed there in the mornings to take care of this situation.
With regard to the matter of traffic lights, Fr. ?roerer stated that a request has
been made of Ir. Sins of the State Highway Department, to check with the City as
to v;hether or not anything could be accomplished by have three lights in the three
traffic lanes, alternately permitting the traffic to pass.
Councilman Jones stated that the Council is fully aware of the fact that Fr.
Cottstein has the best interests of the City at heart and that regardless of how
he may feel about the failure to adopt his suggestions, most of them have to do
with conditions obtaining in the City of Oakland and that the City of Oakland has
made a study of each one of 1:'r. 7Tottstein's suggestions and found all of them to
be impractical.
Councilman Anderson inquired as to how the Fey System can be forced to do anything
about the matter of schedules or routes except through action by the Public Utill-
tics Commission.
At this point, Councilman Csborn moved that an official protest be registered with
the TCey System and that a request be made that it arrange for a meeting with the
Connell upon the return of the Mayor and City Tanager from Washington. The motion
was seconded by Councilman Sweeney and unanimously carried.
HEA=GS:
7:7 Continuance of the hearing concerning the adoption of that portion of the
Master Plan of the City of Alameda relating to "Freeways and ,'ajor Streets," was
called up.
President Branscheid stated this matter had been carried over from the last meeting„
since which time the Council has had a copy of the transcript of the hearing and an
opportunity to study the entire situation. He suggested that if anybody had any-
thing new to offer the Council would be glad to hear from him.
Cantor stated he felt he had something to add to what had been said at the hear-
ing and proceeded to outline a time schedule based on the assumption that the paral-
lel bridge would first be constructed, in an effort to show that it would not be
until 1597 that there would be any need for a freeway along the south shore.
Councilman Jones stated he would like to point out to r. Cantor the nature and
purpose of a "Master Plan." He defined it as a statement of policy at the present
time as to what we believe to be the best plan for the development of the City in
the future. He indicated that it was quite true the situation nay change in the
future, in which event the 1,aster Plan could and would undoubtedly be changed to
conform to the new situation.
Cn the matter of the routeing of the southern crossing through :,'Ifth Street, rather
than along Lain Street, Councilman Jones pointed out that if the City has a plan
designed for the future distribution of traffic through the City already incor-
porated within a duly adopted Faster Plan, it nlaces the C ,= it in a much more sound
position to argue for the location of the bridge to conform 'icp this plan.
Councilman Jones thereupon moved the Taster Plan of Freeways and 1,rajor Streets as
approved by the City Planning Board be adopted and also that the transcript of the
hearing be made a part of the record so that any Council of the future will have
ampie opr,ortunity to review any criticisms which have been made regarding any
phase ef the situation. The motion was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes : Councilmen Anderson, Jones, Osborn,

Councilman Sweeney stated that, ir his opinion, there were several legal questions
involved in the matter of the installation of lights in Krusi T'ark and that inas-
much as the City L'anager is goin7 to Thshington, it it be well for him to discuss
with the proper authority the matter of the return to the City by the Navy Depart-
ment of l'cKinley Park. TT9 thereupon roved this natter he referred to the Committee

tract be awarded to the specified firm and bid checks be returned to the unsuccess-
ful bidders. The motion was seconded by Councilman Jones and on roll call carried

bidders. The motion was seconded by Councilman Sweeney and on roll call carried by

Public Health Nursing, be authorized to attend tie San 7rancisco Conference of the
National Organization of Public Health Nursing, on January 19, 20 and 21, 1049,
and that :j2. be aprrcpriated for her expenses.
Councilman Osborn moved the City 1,:anager's recommendation be followed and 7iss
Anderson be authorized to attend this Conference and a sum not to exceed e12. be
appropriated to defray her exnenses. The motion was seconded by Councilman
Anderson and on roll call carried by the Pollow!ng vote. Ayes: Councilmen

Councilman Jones requested an explanation of this resolution, stating that he re-
called an Amendment No. 1 to this same License being accepted by the City.
City Attorney Whitney thereupon stated t'oat the 'only change In the license as
accepted a month or two ago Is the insertion of asingle clause providing that
in the event any deposit of uranium, thorium, or any other materials described
in the Atomic Energy Act of 1946, were discovered. on the leased premises, It would.
become the property of the United. States,
