1947-06-03 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF' ALAMEDA HELD TUESDAY EVENING, JUNE 3, 1947 The meeting convened at 8:00 P. Y. with President Branscheid presiding. ROLL CALL: The roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5), were noted. present. Absent: None. MINUTES: 1. The minutes of the regular meeting held May 20, 1947, were approved as transcribed. ORAL COMMUNICATIONS: 2:/ Mr. Frank Gottstein addressed the Council, deploring the contemplated filling in of the south shore and urging the Council to make certain that, if the south shore is filled in, it is filled to the proper height to avoid flooding and water damage. Following Mr. Gottstein's remarks, Councilman Jones discussed the matter of the minimum elevation in the City, suggesting that it might be advisable or desirable to have the City Attorney investigate this matter and prepare such ordinances as he might deem necessary, fixing the minimum elevation at which a dwelling house could be built in the City. Councilman Jones stated he would like to have the City Attorney start his study along this line immediately to determine what mea- sures would be appropriate to establish such a minimum elevation. President 1ranscheid concurred with Councilman Jones that it would be a very good idea to have this study made. Mr. Gottstein thanked Councilman Jones for his cooperative attitude. OPENING OF BIDS: 3. REPORTS OF COMMITTEES: 10v . From the Mayor, City Manager and Auditor, submitting their report on the Count of Money, held May 21, 1947, which showed there was chargeable to the City Treasurer an amount of 42,529,102.61, the sum,which according to the Auditor's records, should have at that time been in the City Treasury. Councilman Jones moved the report be accepted. The motion was seconded by Council- man Anderson and carried. The communication was then ordered filed. 11:1/ From the City Manager, recommending acceptance of the work done by Roberts Enterprises, Inc. in the construction of improvements on Garfield and Liberty Ave- nues, 110 feet easterly from Fernside Boulevard, and that Notice of Completion be filed. Councilman Sweeney moved the adoption of the City Manager's recommendation that this work be accepted and Notice of Completion be ordered filed. The motion was seconded by Councilman Osborn and carried. 12 A letter was read from E. R. Sanford, tendering his resignation as a Commis- sioner of the Housing Authority of Alameda, effective May 20, 1947. Councilman Jones moved Mr. Sanford's resignation be accepted. The motion was seconded by Councilman Anderson and carried. In moving the acceptance of Mr. Sanford's resignation, Councilman Jones commented in glowing terms on the splendid service contributed to the City by Mr. Sanford as a member of both the Housing Authority and the War Housing Center Committee. A letter was then presented from President Branscheid, submitting for approval the name of George B. Johnson to serve the unexpired term of E. R. Sanford as a Commis- sioner of the Housing Authority of Alameda, which term will expire October 10, 1948. Councilman Osborn moved the nomination be approved. The motion was seconded by Councilman Sweeney and carried. The matter was then referred to "Resolutions." 711 13. A letter was read from the Reverend Ralph V. Conard, tendering his resignation as a member of the Social Service Board of Alameda. Councilman Anderson moved Mr. Conard's resignation be accepted. The motion was seconded by Councilman Jones, who commented on Rev. Conard's service to the City, pointing out that it is something that should be •,r.atifying to the Council as well as to the citizens of Alameda. The motion was carried. President Branscheid then nominated Rev. Charles Edwin Lord for appointment to the office of member of the Social Service Board of Alameda, to serve the unexpired term of Rev. Ralph Conard, resigned. The term will expire June 30, 1949. Councilman Sweeney moved the nomination of Rev. Charles E. Lord be approved. The motion was seconded. by Councilman Jones and carried. In connection with this motion, Councilman Sweeney stated that it gave him a great deal of satisfaction to see Rev. Lord placed on this Board as he knows the gentleman very well through his Red Cross associations and he is confident Rev. Lord will do the same fine job on the Social Service Board that he has done in Red Cross work. RESOLUTIONS: 14. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 3541 In Memoriam of William Cr. Pries. "WITH PROPOUND SORROW, the Council of the City of Alameda records the passing of one of its former faithful employees, WILLIAM G. PRIES, who served as a police officer of the City for more than thirty years, prior to his retirement in 1941. "NOW, THEREFORE, BE IT RESOLVED, that, in recognition of his long and well performed service, the Council of the City of Alameda hereby expresses its regret at his passing and its appreciation of his loyalty and fidelity. "BE IT FURTHER RESOLVED, that this Resolution be spread in full upon the minutes of this meeting of the Council, and that a copy thereof be transmitted to the family of ;Vr. Pries, that it may extend to its members a sincere expression of sympathy and condolence, and "BE IT FURTHER RESOLVED, that when this meeting of the Council of the City of Alameda adjourns, it shall do so in respect to the memory of WILLIAM G. PRIES." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. The following resolution was introduced by Councilman. The following resolution was introduced by Councilman Jones, who moved its adoption: 'Resolution No. 3543 Transferring 3,170.20 from Federal Post War Planning- Fund No. 2 (Sewer Plan -- Alameda Island) to the General Fund." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3544 Transferring y10,080. from Gas Tax 7/1 Fund to the General Fund." The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3545 Transferring 13,200. from Gas Tax #2 Fund to the General Fund." The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3546 Adopting Specifications, Special Provisions and Plans for the Construction of Culverts and Other Work Appurtenant Thereto for the Fiscal Year Ending June 30, 1948, Calling for Bids and Direct- ing City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 3547 Adopting Specifications and Provisions for Resur- facing and Repair of Asphalt and Bituminous Pave- ment for Fiscal Year Ending June 30, 1948, Calling for Bids and Directing City Clerk to Advertise Same." The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 3549 Adopting Specifications and Provisions for Furnishing Vitrified Clay Sewer Pipe and Fittings to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 3550 Adopting Specifications and Provisions for Furnishing Cast Iron Pipe and Fittings to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3551 Authorizing Partial Payment to Roberts Enterprises, [ a Corporation, in Connection with Improvement of Garfield Avenue, etc." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 3552 Appointing Commissioner of the Housing Authority of the City of Alameda." "Ordinance No. 923, New Series An Ordinance Reclassifying Property by Adding Section 38 to Ordinance No. 725, New Series. Councilman Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Coun- cilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. 27. "Ordinance No. 924, New Series An Ordinance Reclassifying Property by Adding Section 39 to Ordinance No. 725, New Series. Councilman Osborn moved the ordinance be adopted as read. An Itemized List of Claims against the City of Alameda and two of the Depart- ments thereof in the total amounts as follows, was presented to the Council at this meeting: General Departments, ; 1,693.98; Initiative Relief Fund, v18. Councilman Jones moved the bills as itemized in the List of Claims filed with the City Clerk on June 3, 1947, and presented to the Council at this time, be allowed and paid. Absent: None. 36. At this point, President Branscheid announced that the Council would recess for the purpose of considering several matters which it had not had time to properly discuss and which should be acted upon tonight. He also extended a cordial invitation to all present to attend the Flag Day Ceremony on June 14, 1947, and urged that the audience inform its friends of this celebration. Councilman Osborn moved the Council recess. The motion was seconded by Council- man Sweeney and the Council recessed at 9:25 P. W. The Council reconvened at 1030 P. Y. RESCLUTIONS: 37. The following resolution was introduced by Councilman Anderson, who moved 1 adoption: "Resolution No. 3553 Fixing Salary of Office of Auditor-Ex-Officio Assessor of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 38. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 3554 Fixing Salary of Office of Treasurer-Ex-Officio Tax Collector of the City of Alameda." The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3555 Endorsing the Burns Highway Bill Now Pending in the California State Legislature and Calling Upon Senator Breed and Assemblyman Dickey to Vigorously Support the Passage of Said Bill."
