1947-11-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF•THE CITY OF ALANEDA HELD TUESDAY EVENING, NOVEMBER 18, _ 1947 The meeting convened at 8:00 2. with President 13ranscheid presiding. ROLL CALL The Roll was called and Councilmen Anderson, Jones, Osborn, Sweeney and Presi- dent Branscheld, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meeting held November 4, 1947, were approved as transcribed. WRITTEN COMMUNIC IONS: 2. From Alameda Citizens Transportation Association, urging the City Council to immediately pass a City ordinance making it mandatory on the part of any and all busses operating in the City of Alameda to stop on the far corner cfthe street when discharging or taking on passengers. Following the reading of this communication, the City Manager stated he had a letter on the same subject from another source and requested that it be read. The letter from the Lincoln-Edison Dad's Club of Alameda and 1,1r. McMillan's response to the letter was also read into the record. In his answer to the Club, Mr. McMillan in- formed the Club that this matter was now the subject of a survey on the part of the Key System Transit Company and that when the report of the study was in his hands, the Club would be advised of the results. President liranscheid stated this matter would be held in abeyance until such time as the reuort of the Key System is received and that the Council would then take the subject under consideration and make its official report. Councilman Sweeney pointed out that the Key System had recently held a meeting with the City Manager, representatives of the mimes-Star and others, relative to a study of this situation ard had concluded that each individual intersection involved should be separately surveyed. He then offered the suggestion that inasmuch as the survey is now underway, the Council should have before it the complete report of the study before taking any action. In connection with this matter, Councilman Osborn stated that it has been his obser- vation that several large cities in the East have had traffic surveys made by ex- perts and have come to the conclusion that there are other methods, in addition to far side stops, for safeguarding the public, as well as expediting traffic, parti- cularly when-) the intersection is governed by a traffic signal. In these cities, busses load and unload in the center of the block instead of at the intersection. This has resulted in a great easing of the flow of traffic. Ile suggested that when the survey of the Key System is made, consideration be given to this plan. Councilman Jones suggested that a letter similar to the City Manager's response to the Lincoln-Edison Dad's Club be sent to the Alameda Citizens Transportation Asso- ciation and the City Clerk be instructed to write such a communication. The Clerk stated there was one further communication on hand which had not been. placed on the agenda - it being from "Alamedans, Incorporated" and bearing on the subject of shoreline development. President ]3ranscheid stated that in accordance with an announcement previously made there will be an open hearing on the matter of adopting a shoreline master elan for the City of Alameda on the evenine. of December 0, 1947, at 8:00 o'clock, at which time al] protests regarding this plan and all communications on Inc subject will be heard. Mr. McMillan suggested that those people who have asked for the hearing be noti• by mail of the date of same, in addition to publishing the notice. OPENIT1 OF BIDS: 4. (:or 1-id was received from the Dictaphone Corporation for furnishing one bolt recording machine with vcice operated relay to provide continuous monitoring of 7e1ice two-way transmissions, in accordance with Specifications and Provisions No. M'S 11-47-26, at the total price of 1,016.24. The bid was accompanied by a certi- fied check in the amount of ,101.62. The bid was referred to the City Manager for his study and recommendation. The City Manager recommended the bid be accepted. and contract be awarded to Dicta- phone Corporation for furnishing this item. Freseident Branscheid suggested the matter be referred to the City Attorne his approval. iisfr. Whitney having signified his approval, Councilman Jones moved the recommenda- tion of the City ',Tanager be accepted and the contract be awarded to said firm for furnishing the Belt Recording Machine at the bid price submitted. The motion was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes None. Absent: None. y At Councilman Sweeney's suggestion, Mr. LTet-illan explained the purpose for which this machine is being purchased. President Branscheid stated that, in his opinion, it would further Promote the efficiency of Alameda's Police Department which is now one of the most modern in. the Bay area. REPORTS OF COMMITTEES: 5. From the City Manager, concerning his investigation of the parking situation in the vicinity of General Engineering and Drydock Company, stating that Parking conditions have been greatly benefited by the Company's request that .the employees use its designated parking space. The communication was ordered filed. 6. From the City Manager, recommending that contract be awarded to Garland Chev- rolet Co. for furnishing onenew sedan to the Recreation Department. Councilman Osborn moved the recommendation of the City Manager be adopted; that contract be awarded to Garland Chevrolet Co. for furnishing the automobile and that the bid check be returned to the unsuccessful bidder. The motion was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes: Coun- cilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. 7. An oral report was made by the City Manager on the matter of the cars for the Building Inspector and City Treasurer. He stated that bids had been received for furnishinz two Mercury Coupes, the total price on each car being in the amount of #1,863.75. He pointed out that the City has no automobiles to trade in on these transactions and therefore it is impossible to secure lower priced cars. He thereupon recommended the contracts be awarded to Codiga Motors for furnishing two coupes. Councilman Sweeney moved the recommendation of the City Manager be adopted; that contracts be awarded to Oodiga Motors for furnishing the specified coupes for the respective departments. r_L'he motion was seconded by Councilman Osborn and on roll call carried by the following vote. NEV BUSINESS: 8:/ Councilman Jones introduced the subject of the City's franchise to the Southern Pacific Company for the operation of its trains on Lincoln Avenue. He pointed cut that this franchise will expire in 1949 and that the Cit-y Manager feels negotiations should be started with the Southern Pacific Company, through the City Attorney's office, in order that the City may be in a position to immediately proceed with the street work on Lincoln Avenue when the franchise has expired. He thereupon moved the City Attorney be authorized to contact Southern Pacific Com- pany and enter into negotiations for the removal of the tracks and the settlement of related matters. The motion was seconded by Councilman Sweeney and unanimously carried. c Councilman Jones also introduced the matter of a complaint emanating from vf residents on Eagle Avenue, concerning the operations of the Loop Lumber and Mill Company which is presently engaged in unloading lumber in the light industrial area on the Southern Pacific right-of-way. The comp laint is based particularly on the fact that this unloading is carried on during all hours of the day and night and that much lumber is stacked in the sidewalk area. Councilman Jones thereupon moved the City Attorney be requested to owners of the properties the matter of having the necessary paving that area also taking the necessary steps toward the abatement of caused by the unloading noises during the night hours. The motion Councilman Sweeney and unanimously carried. RESOLUTIONS: 10. The following resolution was introduced by Councilman Anderson, who moved its adoption: take up with the put in along the nuisance was seconded by "Resolution No. 3640 In Memoriam of Edwin R. The following, resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3641 Creating and Establishing Two (2) Additional Positions of 'Fire Lieutenant" and Abolishing Two (2) Positions of illreman" in the Fire Department of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes : Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheld, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. The City Manager explained this resolution, stating that by reason of the shorten- ing of the hours in the Fire Department, it had become necessary to create these positions. He pointed out, however, that this would involve no additional expense inasmuch as the positions are presently being filled by two firemen on a temporary basis receiving lieutenant's pay, and that the number of employees in the depart- ment will not be increased. 12. Preceding the Council action on the resolutions affecting the Health Depart- ment, the City Manager made a full and detailed statement of the reorganization plan for this department, pointing out that the creation of the positions involved was necessary in order that the City might avail itself of the use of State funds. President Dranscheid stated that the City has unfortunately held off the expansion. of the Health Department for a long time, that there can be no question concerning the need. for an efficient department and that the proposed reorganization will in a large measure bring this about. 13. The following resolution was introduced by Councilman Jones, who moved adoption: "Resolution No. 3642 Creating and Establishing the Exempt Position of "Full-Time Health Officer" in the Health Department of the City of Alameda, Prescribing the Duties and Fixing the Salary Thereof." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President branscheid, (5). ',Toes: None. Absent: :Tone. Thereupon the President declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Osborn, who roved its adoption: "Re elution No. 3643 Creating and Establishing One (1) Additional Position of "Sanitary Tnspector" in the Health Department of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. The following resolution was introduced by Councilman Anderson, who moved its adoption: Aesolution No. 3644 Creating and Establishing the Exempt Position of "Part-Time City Physician" in the Medical Department of the City of Alameda, Prescribing the Duties and Fixing the Salary Thereof." The motion to adopt said resolution was seconded by Councilman Sweeney, and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Dranscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 6 16. The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3645 Creating and Establishing the Position of "Sub- Foreman'T1 in the Parks and Playgrounds Department of the City of Alameda, Prescribing the Duties and Fixing the Salary Thereof." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 17. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 3646 Creating and Establishing One (1) Additional Position of "Sub-Foreman" in the Street De- partment of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. At the request of Councilman Sweeney, the City Manager explained that these reso- lutions are pronosed to effect a reorganization of .--t'he labor supervision in the Parks and Street Departments. He stated that the creation of these positions and the men to fill them will give better control of labor supervision and result in a closer correlation of operations in the departments. He also stated this move will result in a saving to the City of 200. per month and pay more money to the men holding the jobs. 18. The following resolution was introduced by Councilman. Jones, who moved its adoption: "Resolution No. 3647 Creating and Establishing the Position of "Super- vising Public Health Nurse" in the Health Department of the City of Alameda, Prescribing the Duties and Fixing the Salary Thereof." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 19. The following resolution was introduced by Councilman Osborn, who rrioved Its adoption: "Resolution No. 3648 Creating and Establishing the Position of "Director of Sanitation " in the Health Department of the City of Alameda, Prescribing the Duties and Fixing the Salary Thereof." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon the President declared said resolution duly adopted and passed. 20. The following resolution was introduced by Councilman Anderson, who moved its adoption: "Resolution No. 3649 Creating and Establishing the Position of "Public Health Analyst-Clerk" in the Health Department of the City of Alameda, Prescribing the Duties and Fixing the Salary Thereof." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Anderson, Jones, Osborn, Sweeney and ?resident Branscheid, (5). The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution Yo. 3650 Creating a Special Fund to be Known as "Special Public Health Fund" and DeT)ositing Therein Certain Funds Received from the State of California." The motion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. City of Alameda for the Fiscal Year Ending June 30, 1948, and. Appropriating Certain Honeys for the Exnenditures Provided Therein." The following resolution, was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3652 Transferring 4;5,376. from Contingent Fund 70-b to Health Department Accounts No. 42 and No. 142." The '-otion to adopt said resolution was seconded by Councilman Anderson and on roll call carried by the following vote. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3653 Transferring F,,3,579.50 from CcntinFent Fund 70-b to First Aid Station Accounts No. 43 and No. 143." Councilman Jones moved the bills as itemized in the List of Claims filed with the City Clerk on November 13, 1047, and presented at this time, be allowed and paid. Absent: 'None. 26. Prior to adjournment, Councilman Jones noted the presence of Harold R. Richards, Executive Secretary of the Civil Service Board, in the Council Chamber and commented on his report of the rating system to be put into effect in the City Departments. Councilman Jones stated he had read the report over very carefully, that it is a splendid piece of work and that it is his feeling that when the opportunity is presented, the Council should let the City employees know it is appreciative of the services rendered by them. Councilman Csborn concurred, stating that he had read the report with a great deal of interest and Councilman Sweeney made some general remarks along the same line. 27. Councilman Sweeney stated he was very happy to see President Branscheid and Councilman Osborn back from their visit to the deep south. President Branscheid thanked Councilman Sweeney and stated he would like to make unanimous the sentinients expressed regarding the rating system report. As to the trip to New Orleans, President Branscheid stated it was a well worth- while conference, with many suggestions made which were applicable to the City of Alameda. Councilman Osborn agreed most heartily with everything President Branscheid said, stating that he had attended many sessions and listened to expressions by quali- fied speakers and received a lot of valuable information. He stated he was hope- ful the benefit of what he learned there might accrue to the City of Alameda. The City 1,Tanager commended Alameda's delegates on having had passed by the con- ference the resolution bearing on the subject of housing. ADJOURNMENT: 28. There being no further business to come before the meeting, the Council ad- journed in respect to the memory of Edwin R. Sanford - to assemble in regular session on Tuesday evening, December 2, 1947, at 8:00 o'clock. Respec nitted,
