HELD TUESDAY EVENING, MAY 15, 1945
The meeting convened at 8:00 P. M. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Howe, Jones, Osborn, Sweeney and President
Branscheid, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held May 1, 1945, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2. From the War Department, Office of Division Engineer, enclosing a permit
granting the City the right to construct a road across a portion of the Alameda
Intransit Depot Military Reservation.
The communication and permit were noted and ordered filed.

3. From East Bay Municipal Utility District, relative to assi nment by the City
to the East Bay Municipal Utility District, of the sum of 4,068. from the amount
to be allocated by the State to the City - said amount being the City's propor-
tionate share of the cost of investigations and preparation of plans for the newly
created Sewage Disposal District.
The matter was referred to "Resolutions."
ORAL COMMUNICATIONS:
4. Mr. Frank Gottstein commented upon the splendid manner in which the Oakland
City Bond Election had gone over, involving some $15,000,000. and contrasted the
interest taken in some matters, such as swimming pools, etcetera, with the lack
of interest shown in something which he deemed vitally important to all East Bay
Cities, namely, a second tube under the Estuary. He expressed the opinion that
possibly the proper steps were not being taken by any of the cities to expedite
the construction of this tube and urged that some pressure be put on in Washington
and anywhere else where it would do some good.
President Branscheid assured Mr. Gottstein that while there had been no particular
amount of publicity given this matter, the work was going on continuously, and he
then called upon the City Manager to outline briefly the status of the entire
situation.
Mr. McMillan stated that there is a good campaign being put on in the matter of
the tube and that the City of Alameda has the very active cooperation of the City
of Oakland, County of Alameda and our own Chamber of Commerce, remarking that it
has been handled in a way which leads us to hope that something definite will
soon be accomplished. He said that Congressman Miller, as well as the two United
States Senators from California are cooperating very closely on this subject and
that just recently two Congressional Committees have been in Alameda reviewing
the entire situation. In conclusion, he stated that the matter now seems to be
entirely in the hands of Army and Navy Officials who have recently become very
actively interested in the construction of the tube but that the matter will have
to be worked out through them in their way and at their convenience.
5. Mr. M. C. Godfrey also spoke before the Council, expressing his appreciation
of the idea of distributing mimeographed copies of the Agenda to the audience and
congratulating the Council upon this innovation.

6. At this point, President Branscheid noted the presence of a delegation from
the Junior Chamber of Commerce of the City of Alameda and welcomed them to the
meeting, expressing his appreciation of their interest in the operations of the
City Government. The President then called upon the City Manager to give a resume
of the manner in which the City Government is constituted and the processes in-
volved in enacting legislation governing City affairs.
Mr. McMillan gave a brief review of the City Manager-Council form of Government,
pointing out that under the terms of the Alameda City Charter, the Council is
required to meet in closed session one hour preceding the opening of the public
meeting. He assured the audience that at such closed meetings nothing is defi-
nitely determined upon and no vote taken on any matter which is to later come up
at the open session. He illustrated his remarks with a discussion of the proceed-
ings had in connection with the construction of a road into the Army Intransit
Depot, showing the part played by the different departments in carrying on matters
of this sort.
OPENING OF BIDS:
7. One bid was presented and read for the furnishing to the City of one new
half-ton Fick Up Truck, in accordance with Specifications and Provisions therefor,
No. MS 5-45-2, as follows:

The bid was referred to the City Manager for study and recommendation. He thereupon
examined the bid and then recommended that inasmuch as it was the only bid before
the Council for the furnishing of this needed truck to the City, he be permitted to
make the purchase without further report.
Councilman Osborn moved the recommendation of the City Manager be followed and that
contract be awarded to Mason-Landy Motors for furnishing one new half-ton Pick Up
Truck at its bid price of t1,128.24. The motion was seconded by Councilman Sweeney
and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones,
Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent: None. '
RESOLUTIONS:
8. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3130
Authorizing Assignment to East Bay Municipal Utility
District for Preparation of Plans for Sewage Disposal
Project of Portion of Funds Allocated by State of
California."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
9. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3131
Adopting Specifications for Furnishing Paving Mixtures
and Asphaltic Emulsions to the City of Alameda, Calling
for Bids and Directing the City Clerk to Advertise Same."
The motion to adopt said resolution was seconded. by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3132
Adopting Specifications for Furnishing quarry Waste
and Earth Fill to the City of Alameda, Calling for
Bids and Directing the City Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared. said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3133
Adopting Specifications for Furnishing Gasoline to the
City of Alameda for the Fiscal Year 1945-1946, Calling
for Bids and Directing City Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon President
Branscheid declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3134
Adopting Specifications and Provisions for Repair of
Portland Cement Concrete Sidewalk, Curb and Gutter for
Fiscal Year Ending June 30, 1946."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and. President Branscheid, (5). Noes: None. Absent::None. Thereupon
the President declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3135
Adopting Specifications and Provisions for Resurfacing
and. Repair of Asphalt and Bituminous Pavement for the
Fiscal Year Ending June 30, 1946."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3136
Authorizing Investment of ,,..300,000.00, from Active
Funds of the City of Alameda Now on Deposit in Banks,
in 7/8 Per Cent Treasury Certificates."
The motion to adopt said resolution was seconded by Councilman Sweeney and on
roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3137
Authorizing Execution of Agreement with the State of
California Concerning Access Road on Bay Farm Island."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the president declared said resolution duly adopted and passed.
Following the adoption of this resolution, Councilman Jones suggested that inas-
much as it would probably be the function of the City to name the road provided
for in the resolution, it might be entirely proper to name it "Doolittle Drive,"
considering the fact that it adjoins Earhart Road leading into the airport. He
thereupon moved that this name be given to the new access road in any proceedings
which may be necessary for the naming thereof. The motion was seconded by Coun-
cilman Sweeney and unanimously carried.
16. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3138
Correcting the Description of Certain Property on
Bay Farm Island Dedicated to Public Use for Play-
ground Purposes by Resolution No. 3130."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
17. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3139
Providing for Extra Compensation for City Service
Performed During Vacation Period."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
Councilman Jones raised the question of having the City Physician pass on the
matter of certain persons being required to take their vacations by reason of the
condition of their health and asked that the City Manager be called., upon for his
opinion as to the desirability of that point being added to the resolution.
Mr. McMillan stated he believed it was a very good point but that permission to
work during a vacation period was not granted to everyone requesting it and the
matter of an individual's need for a rest can be kept in mind and the City Physi-
cian will be asked to pass on cases of this nature as they arise.
18. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3140
Creating the Position of Assistant Caddy Master in
the Golf Course Department of the City of Alameda
and Prescribing the Duties Thereof."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and. President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
Following the adoption of this resolution Councilman Sweeney asked that the City
Manager be called upon to explain why the appointment of an Assistant Caddy Master
had become necessary.
Mr. McMillan explained, that there has been a very heavy play on the course during
the past several months, which. will probably continue for some time to came -
play starting at 7:00 a. m. and ending at 9:00 P. M. - and it is absolutely essen-
tial that the Caddy Mester be given assistance.
19. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3141
Fixing Salary for the Position of Assistant Caddy
Master in the Golf Course Department."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared. said resolution duly adopted and passed.

$1,879.20; Health Department, $402.07; Recreation Department, $502.02;

Councilman Howe moved the bills as itemized in the List of Claims filed with the
City Clerk on May 15, 1945, and submitted to the Council at this time, be allowed
and paid. The motion was seconded by Councilman Jones and on roll call carried
by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and
President Branscheid, (5). Noes: None. Absent: None. Thereupon it was so
ordered.
ADJOURNMENT:
28. There being no further business to transact, the Council adjourned to
assemble in regular session on Tuesday evening, June 5, 1945, at 8:00 P. M.
