HELD TUESDAY EVENING, JULY 17, 1945
The meeting convened at 8:00 P. M. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Howe, Jones, Osborn, Sweeney and President
Branscheid, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held July 3, 1945, were approved as
transcribed.
WRITTEN COMMUNICATIONS:

2Y From State Department of Public Works, with attached certified copy from
J. C. Capt, Director of the Bureau of Census, Washington, D. C., advising that
the figure of 89,906 is the official population of the City of Alameda as deter-
mined by the Special Census recently taken and will be used for the apportionment
of Gasoline Tax Revenue, beginning with the July quarterly payment and continuing
for the duration of the act.
The communication was noted and ordered filed.
3. From C. R. Holms, Joe Savoldi and Walter Hasselgren, in commendation of the
efficient service rendered by the Alameda Fire Department at a recent fire which
broke out at the Caroline Market, 926 Central Avenue.
Councilman Osborn suggested this matter be given publicity and it was so directed
by the president.
4' Twelfth Naval District, H. P. Burnett, Captain, U. S. Navy, regarding
oil pollution of the San Francisco Bay waters and Alameda beaches and outlining
the measures taken to abate this nuisance.
REPORTS OF COMMITTEES:
5: From City Manager, recommending that Fire Chief Thomas M. Lane be authorized
to attend the Conference of the Pacific Coast Fire Chiefs' Association, to be held
in San Jose on July 27 and 28, 1945, and that the sum of $25. be allowed for his
expenses.
Councilman Howe moved the recommendation of the City Manager be approved; that Fire
Chief Lane be allowed to attend said Conference and that the sum of 25. be appro-
priated to defray his expenses. The motion was seconded by Councilman Osborn and
on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None.
6' City Manager, recommending that contract be awarded to Heafey-Moore Co.
for the project of resurfacing and repairing Gibbons Drive from Central Avenue to
High Street, in accordance with Specifications, Special Provisions and Plans No.
PW 6-45-4.
Councilman Osborn moved the recommendation of the City Manager be accepted; that
contract be awarded to Heafey-Moore Co. for the project specified and that bid
check be returned to the unsuccessful bidder. The motion was seconded by Council-
man Sweeney and on roll call carried by the following vote. Ayes: Councilmen
Howe, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent:
None.
7' City Manager and Chief of Police, submitting Affidavit of Expenditures
of moneys out of Police Secret Fund for the period from December 31, 1944, to
June 30, 1945, pursuant to Section 17-11 of the Charter of the City of Alameda.
Councilman Jones moved the acceptance of the Affidavit. The motion was seconded
by Councilman Howe and on roll call carried by the following vote. Ayes: Coun-
cilmen Howe, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None.
Absent: None.
8'./ From Fire Chief Thomas M. Lane, transmitting an expression of appreciation
by the members of the Fire Department for the recent adjustment of hours and
salaries.
The communication was noted and ordered filed.
9'./ From the City Manager, accompanied by a recommendation from the City Engineer,
recommending the acceptance of the work performed and completed under the contract
for painting and decorating the interior and exterior of the Health Center
building and garage, in accordance with Specifications and Provisions No.
PW 4-45-1.
Councilman Osborn moved the recommendation of the City Manager be approved and
performance of work under the above contract as stipulated, be accepted. The
motion was seconded by Councilman Sweeney and unanimously carried.
RESOLUTIONS:
10. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3183
Resolution of Intention - To Order the Vacation
of Portions of Calhoun Street in the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3184
Authorizing Execution of Acceptance of Agreement
with Federal Works Agency, Bureau of Community
Facilities for Federal Recreation Funds."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3185
Authorizing Execution of Agreement with Federal
Works Agency, Bureau of Community Facilities for
Sewer Planning Funds."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3186
Transferring $200. from the Cash Basis Fund to the
Initiative Relief Fund."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No.3187
Transferring $3,500. from Cash Basis Fund to Federal
Recreation Facilities Fund; And Directing Reimbursement
of Cash Basis Fund from First Available Federal Recrea-
tion Facilities Moneys."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution, No. 3188
Fixing the Salary of the Position of Legal Secretary-
Law Clerk in the Office of the City Attorney."
The motion to adopt said, resolution was seconded by Councilman Sweeney and on
roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President Branscheid declared said resolution duly adopted and passed.
ORDINANCES FOR PASSAGE:

An Ordinance Leasing Certain Lands Owned by the City
of Alameda to the United States of America, Approving
the Form and Terms of Said Lease and Authorizing the
Execution Thereof."
Councilman Jones moved the ordinance be adopted as read. The motion was seconded
by Councilman Howe and on roll call carried by the following vote. Ayes: Coun-
cilmen Howe, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None.

Councilman Howe moved the bills as itemized in the List of Claims filed with the
City Clerk on July 17, 1945, and presented to the Council at this time, be
allowed and paid. The motion was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None.
ADJOURNMENT:
23. There being no further business to transact, the Council adjourned to
assemble in regular session on Tuesday evening, August 7, 1945, at 8:00 P. M.
