HELD TUESDAY EVENING, AUGUST 7, 1945
The meeting convened at 8:00 P. M. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Howe, Jones, Sweeney and President
Branscheid, (4), were noted present. Absent: Councilman Osborn, (1).
MINUTES:
1. The minutes of the regular meeting held July 17, 1945, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2. From the War Department, United States Engineer Office, regarding reduction
of pitch and decibel quantity of siren used at Fruitvale Avenue Bridge to warn
traffic when bridge was about to open.
The communication was ordered filed.
3v.' From Coroner of Alameda County, setting forth some of the arguments in favor
of abandoning the office of Deputy Coroner in the City of Alameda.
This matter had been discussed at several previous meetingsof the Council and the
communication was therefore ordered filed.
4:- From the Railroad Commission of the State of California - An Order authoriz-
ing construction by the City of grade crossing over the Alameda Belt Line tracks
at Third Street and Atlantic Avenue.
Councilman Jones moved the order be accepted and ordered filed. The motion was
seconded by Councilman Howe and unanimously carried.
ORAL COMMUNICATIONS:
5. Mr. Frank Gottstein addressed the Council with regard to the necessity of
servicemen on Webster Street having to ',thumb!t rides, his thought being that civi-
lians should be considerably more generous in sharing their cars with the service-
men.
President Branscheid thanked Mr. Gottstein for his remarks and also stated that
his suggestion that possibly the Key System should be watched to see that it does
not give us short service, would be investigated.
HEARINGS:
61( The matter of an appeal from C. C. Howard regarding requested adjustment of
the district requirements - encroachment of rear yard area at premises known as
1560-D Lincoln Avenue, which had originally been presented to the City Planning
Board at its meeting held August 1, 1945 - came on for hearing.
The City Clerk read Mr. Howard's communication to the Council and an excerpt from
the minutes of the Planning Board meeting held August 1, dealing with its proceed-
ings in this matter.
Mr. Howard was present and addressed the Council, stating that he could not see any
logic in the statement that there were too many houses on the lot at the present
time, inasmuch as within his knowledge there were areas in the City only one-quarter
the size of his property and containing more buildings. He also stated that he knew
that his request was in conflict with the requirements of the Zoning Ordinance but
cited as a reason for granting his petition, the extreme shortage of housing in the.
City.
Councilman Howe inquired as to whether or not the proposed unit was to be used for
rental purposes and Mr. Howard replied that was his intention.
Mr. Howard presented a drawing showing the buildings on the property and explained
the plans he had in mind to the members of the Council. Upon completion of the
inspection of the drawing, the President called for a discussion of the matter and
Councilman Jones stated that inasmuch as Mr. Howard admits that his plan is in
conflict with the Zoning Ordinance of the City, he would move that the request be
denied and the action of the Planning Board be sustained. The motion was seconded
by Councilman Sweeney and on roll call carried by the following vote. Ayes:
Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None.
Absent: Councilman Osborn, (1).
7' matter of Resolution of Intention No. 3183 - to vacate portions of
Calhoun Street - which was adopted by the Council at its regular meeting held
July 17, 1945, then came on for hearing.
The City Clerk presented Affidavits of Publication of Notice and of Posting the
Notices and informed the Council that no protests against the proposed abandon-
ment of portions of Calhoun Street had been received.
The President thereupon referred the matter to "Resolutions."
REPORTS OF COMMITTEES:
8Y From the City Manager, transmitting the tentative budget for the City of
Alameda for the fiscal year 1945-1946.
After the communication had been read to the Council, the President remarked
that the budget would be given further study by the Council before coming up
for final approval in September.
9. From the City Manager, accompanied by a letter of recommendation from the
City Engineer, submitting a report and map concerning the program for the im-
provement of the State Highway System on the eastern side of San Francisco Bay
as determined by the Engineers' Committee of Alameda County.
The matter was referred to "Resolutions."
10. From Police Chief, George R. Doran, reporting list of lost, stolen and un-
claimed property delivered by him to the City Treasurer for disposal at auction.
The letter was ordered filed.
11. From the City Manager, submitting statement of receipts and disbursements of
the Police and Fire Pension Fund for the fiscal year 1944-1945.
The communication was ordered filed.
12. From Mayor Branscheid, notifying the Council of his reappointment of Earl D.
Garber to the office of Commissioner of the Housing Authority of the City of
Alameda, for a term commencing August 11, 1945, and expiring August 10, 1949.
Councilman Jones moved the acceptance of Mayor Branscheid's report on this matter.
The motion was seconded by Councilman Sweeney and unanimously carried.
RESOLUTIONS:
13. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3189
Ordering the Vacation of Portions of Calhoun Street
in the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and
President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). There-
, upon the President declared said resolution duly adopted and passed.
Councilman Jones inquired as to the reason for the vacation of the portions of
Calhoun Street as set forth in the resolution and the City Manager explained that
several years ago when the street line was being straightened out some jagged
edges were inadvertently allowed to remain, not physically but as a matter of
record, in the line of the street and by this procedure they were now being
removed.
14. The following resolution was introduced by Councilman Sweeney, who moved its
adoption:
"Resolution No. 3190
Approving Program for the Improvement of the State
Highway System on the Eastern Side of San Francisco
Bay and Petitioning the State Highway Commission to
Carry Out Said Program."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and Presi-
dent Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon
the President declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3191
Authorizing Execution of Agreement with Federal Works
Agency, Bureau of Community Facilities, For Sewer
Planning Funds."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and
President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1).
Thereupon the President declared said resolution duly adopted and passed.
16. The following resolution was introduced by Councilman Sweeney, who moved
its adoption:
"Resolution No. 3192
Approving Third Supplemental Memorandum of Agreement
for Expenditure of 1/4 Cent Gas Tax Allocated for
Streets of Major Importance."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and
President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1).
Thereupon the President declared said resolution duly adopted and passed.
17. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3193
Establishing a Special Fund of the City of Alameda
to be Known as "Federal Postwar Planning Fund No. 1
(Sewer Plan - Bay Farm Island)."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and
President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1).
Thereupon the President declared said resolution duly adopted and passed.
18. The following resolution was introduced by Councilman Sweeney, who moved
its adoption:
"Resolution No. 3194
Establishing a Special Fund of the City of Alameda
to be Known as "Federal Postwar Planning Fund No. 2
(Sewer Plan - Alameda Island)."

19. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3195
Authorizing Execution of Contract with Alameda Chamber
of Commerce for Advertising for the Fiscal Year Ending
June 30, 1946, and Appropriating „:3,000. for Such Purpose."
The motion to adopt said resolution was seconded by Councilman Sweeney and
on roll call carried by the following vote. Ayes: Councilmen Howe, Jones,
Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman
Osborn, (1). Thereupon the President declared said resolution duly adopted
and passed.
20. The following resolution was introduced by Councilman Sweeney, who moved
its adoption:
"Resolution No. 3196
Authorizing the City Manager of the City of Alameda
to Make Application to the Federal Works Agency for
Contribution in Maintaining Fire Service in the City
of Alameda."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. ,Ayes: Councilmen Howe, Jones, Sweeney and
President Branscheid, (4). Noes: None. Absent: Councilman Osborn (1). There-
upon the President declared said resolution duly adopted and passed.
21. The following resolution was introduced by Councilman Sweeney, who moved
its adoption:
"Resolution No. 3197
Adopting Specifications for Furnishing One (1) New or
Second-Hand Low Head Impeller or Propeller Type Pump
and One (1) Electric Motor to Operate Same, to the
City of Alameda, Calling for Bids and Directing the
City Clerk to Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and
President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1).
Thereupon the President declared said resolution duly adopted and passed.

22. Auditor's Balance Sheet - Month ending July 31, 1945.
23. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity,
as at June30, 1945.
24. Specifications - No. MS 8-45-6 - For Pump and Electric Motor.
25. Agreement and Public Voucher for Advance - Between City and United
States of America, Federal Works Agency, for Sewers.
26. Third Supplemental Memorandum of Agreement - Between City and State
for Streets of Major Importance.
27. Contract - Between City and. Alameda Chamber of Commerce, for publicity
and advertising during fiscal year 1945-1946.
BILLS:
28. An itemized List of Claims against the City of Alameda and several of the
departments thereof in the total amounts as follows, was presented to the
Council at this time: General Departments, 21.; Pension Fund, $57.14;
Gas Tax No. 2 Fund, t15,202.50.
Councilman Howe moved the bills as itemized in the List of Claims filed with
the City Clerk on August 7, 1945, and presented to the Council at this meeting,
be allowed and paid. The motion was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and
President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1).
ADJOURNMENT:
29. There being no further business to come before the meeting, the Council
adjourned to assemble in regular session on Tuesday evening, August 21, 1945,
at 8:00 P. M.
