1945-08-21 Regular CC MinutesREGULAR MEETING CF TEE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, AUGUST 21, 1945 The meeting convened at 8:00 P. M. with President Branscheid presiding. ROLL CALL: The roll was called and Councilmen Howe, Jones, Sweeney and President Branscheid, (4), were noted present. Absent: Councilman Osborn, (1). MINUTES: 1. The minutes of the regular meeting held August 7, 1945, were approved as transcribed. REPORTS OF COMMITTEES: 2' City Manager, recommending that Fire Chief Thomas M. Lane be authorized to attend a Conference of the Pacific Coast Association of Fire Chiefs to be held in Yakima, Washington, on August 25 and 26, 1945, and stating that Chief Lane's expenses are to be paid by the Association. Following the reading of the communication, the City Manager stated that the Fire Chief has also been invited to attend a session of the Association to be held at Logan, Utah, for the purpose of reading the papers he will have given at Yakima, and recommended that the time requested in the letter be extended to enable the Chief to take in the Logan, Utah, meeting. Councilman Jones moved the recommendation of the City Manager be approved and Chief Lane be granted permission to attend these two meetings. The motion was seconded by Councilman Sweeney and unanimously carried. 3. From City Manager, recommending that Inspector Floyd Drake and Sergeants Jack Manbert and Joe Bertrand be authorized to attend a special school on "safe" burglaries to be held in San Francisco on August 27 and 28, 1945, and that a sum of 20. be appropriated to cover their expenses. Councilman Howe moved the recommendation of the City Manager be accepted and the above designated members of the Police Department be authorized to attend this special school and a sum of $20. be allowed to take care of their expenses. The motion was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). 4. From Alameda Defense Council, announcing that City of Alameda has been de- clared winner of Municipal Division of Inter-Fleet Safe Driving Contest and re- questing Council to designate one of its members to attend a dinner to be held at Angelo's Restaurant, Emeryville, at 6:30 P. M. on Wednesday, August 29, 1945, to receive the award in the name of the City. President Branscheid stated that while he would be unable to be in attendance at the dinner, it was his hope that as many of the Council as could possibly do so would make it a point to be present at this meeting in order to encourage the City drivers in continued safe driving. Councilman Sweeney stated he would make it a point to attend and Councilman Howe also stated he felt it would be possible for him to be present at the dinner meeting. OPENING OF HIES: 5Y Upon being advised by the City Clerk that no bids had been received for the furnishing to the City of one new or second-hand low head impeller or propeller type pump and one electric motor to operate it, the President inquired of the Council as to its pleasure in the matter. Councilman Howe moved the City Manager be authorized to purchase the equipment in the open market. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and Presi- dent Branscheid, (4) . Noes: None. Absent: Councilman Osborn, (1). ORDINANCES FOR INTRODUCTION: 6. Councilman Jones introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Repealing Ordinance No. 783, New Series." RESOLUTIONS: 7. The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3198 Establishing Extra Compensation for First Aid Nurses in the Health Department." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen. Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. 8. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 3199 Authorizing City Manager to Make Application to State Director of Finance on Behalf of the City of Alameda for State Assistance in Defraying Cost of Street and Highway Improvement Plans. (Project No. 1)." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. 9. The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3200 Authorizing City Manager to Make Application to State Director of Finance on Behalf of the City of Alameda for State Assistance in Defraying Cost of Street and Highway Improvement Plans. (Project No. 2)." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. 10. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 3201 Authorizing City Manager to Make Application to State Director of Finance on Behalf of the City of Alameda for State Assistance in Defraying Cost of Street and Highway improvement Plans. (Project No. 3)." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. 11. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 3202 Authorizing City Manager to Make Application to State Director of Finance on Behalf of the City of Alameda for State Assistance in Defraying Cost of Street and Highway Improvement Plans. (Project No. 4)." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3203 Authorizing City Manager to Make Application to State Director of Finance on Behalf of the City of Alameda for State Assistance in Defraying Cost of Street and Highway Improvement Plans. (Project No. 5)." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. 13. The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3204 Authorizing City Manager to Make Application to State Director of Finance on Behalf of the City of Alameda for State Assistance in Defraying Cost of Street and Highway Improvement Plans. (Project No. 6)." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 3205 Adopting Specifications for Furnishing One 1000-Gallon Triple Combination Pumping Engine with All Attachments and Equipment to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. 15. The following resolution was introduced by Councilman Sweeney, who moved its adoption: "Resolution No. 3206 Adopting Specifications for Furnishing One New Half-Ton Pick Up Truck to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. 16. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 3207 Adopting Specifications for Furnishing Three (3) New 1945 Two-Door Sedans and/or Four-Door Sedans to the City of Alameda, Calling for Bids and Directing the City Clerk to Advertise the Same." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Osborn, (1). Thereupon the President declared said resolution duly adopted and passed. FILING: 17. Specifications - No. MS 9-45-7 - For Furnishing Pumping Engine for Fire Department. 18. Specifications - No. MS 9-45-8 - For furnishing Half-Ton Pick Up Truck for Street Department. 19. Specifications - No. MS 9-45-9 - For furnishing Three Sedans for Police Department. BILLS: 20. An Itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, was presented to the City Council at this time; General Departments, $4,725.18; Civilian Defense Department, $89.50; Police Department, $2,132.48; Civil Service Department, $61.65; Pound. Department, $49.18; Fire Department, $845.40; Street Department, $1,588.74; Health Department, $2,903.39; Recreation Department, $400.82; Federal Recreation Facilities, $164.19; Park Department, $2,740.87 Golf Course Department, $1,386.13; Store Department, $602.62; Social Service Department, 69.29; Initiative Relief Fund, $40.; Street Improvement Fund, $3,072.10; Gas Tax No. 1 Fund, $401.66; East Bay Municipal Utility District Fund, $2,455.25. Councilman Howe moved the bills and claims as itemized in the List of Claims filed with the City Clerk on August 21, 1945, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Sweeney and on roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Sweeney and President Branscheid, (4). Noes: None.
