1945-10-23 Regular CC MinutesADJOURNED REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING, OCTOBER 23, 1945 The meeting convened at 6 :00 P.M. with President Branscheid presiding. ROLL CALL: The roll was called and Councilmen Jones, Osborn, Sweeney and President Branscheid, (4), were noted present. Absent: Councilman Howe, (1). MINUTES: 1. The minutes of the regular meeting held Oct. 16 were approved as tran- scribed. REPORTS OF COMMITTEES: 2. Recommendations of the City Manager and City Engineer as to awarding of contract for construction of Pumping Plant at Foot of Grand Street. The matter was referred to "Resolutions ". INTRODUCTION OF ORDINANCES: 3. Councilman Sweeney introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Sec. 14 -221 of Article 2, Chapter 2, Title XIV of the Alameda Municipal Code." 4. Councilman Jones introduced the following ordinance after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Sec. 17 -432 of the Alameda Municipal Code by adding subdivision (20) thereto." 5. Councilman Osborn introduced the following ordinance, after which it was laid over under provision of law and the Charter: RESOLUTIONS: "Ordinance No. New Series An Ordinance Amending the Alameda Municipal Code by add a new section 17 -335 thereto." 6. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3245 Awarding Contract for Installation of Storm Water Pumping Plant at Foot of Grand Street to Central California Construction Company and Prescribing Manner of Payment." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Jones, Osborn, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Howe. Thereupon the President declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 7. "Ordinance No. 881 New Series An Ordinance Reclassifying Property by Adding Section 30 to Ordinance No. 725, New Series." Councilman Jones moved the ordinance be adopted as read. The motion was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilman Jones, Osborn, Sweeney and President Branscheid, (4). Noes: None. Absent: Councilman Howe. Thereupon the President declared said ordinance duly adopted and passed. NEW BUSINESS: 8. At this point the President suggested that the City Manager might have something to present under New Business. Mr. McMillan brought up the question of financing the General Doolittle celebration in this City on November 2, stating that the committee has been appointed and is arranging quite an elabo- rate celebration for the lunch, parade, street decorations and so forth. He outlined in detail the plans the Mayor's Committee has in mind and indicated that the expense will amount to approximately $2,500. which is the amount the Committee asks be appropriated for its use. Councilman Osborn expressed the view that Alameda has had such few oppor- tunities to stage celebrations of any type in the past, that on an occasion of this magnitude, any celebration planned should be put on in the best possible fashion. Following a protracted discussion concerning the matter of expense and a detailed explanation of the manner in which the street and other decorations will be carried out, Councilman Osborn moved that the sum of $2,500. be appro- priated to the Alameda Chamber of Commerce to be expended for the purpose of staging a homecoming celebration for General James J. Doolittle. The motion was seconded by Councilman Jones and unanimously carried. 9 Councilman Osborn introduced the matter of a communication received some time ago from some of the other Bay Cities relative to the passage of an ordi- nance to prevent smoking in busses and stated that he would like to know if anything has been done in this connection. The City Manager stated that noth- ing has been done in this matter but that some early action is contemplated following the next monthly meeting of the City Managers of the Bay Area Cities and he requested that he be given some expression of the attitude of the Coun- cil toward legislation of this type sometime before the middle of November, following which the meeting of the City Managers will discuss the matter and probably decide on the drafting of an uniform ordinance if it is felt that such an ordinance is desired or necessary.
