IJELD TUESDAY EVENING, NOVEMBER 20, 1945
The meeting convened at 8:00 P. M. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Howe, Jones, Osborn, Sweeney and President
Branscheid, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held November 6, 1945, were approved as
transcribed.
WRITTEN CaMMUNICATIONS:
2. From the Department of Justice, requesting cancellation of City taxes for
the year 1945-46, on certain lands acquired by the United States of America, as
of April 3, 1945.
The matter was referred to "Resolutions."
ORAL COMMUNICATIONS:

3. Mr. R. C. Strehlow, Jr., appeared as Chairman of the Alameda Living War
Memorial Committee and presented the officers and members of the executive council
of the committee to the City Council.
Mr. Strehlow then read a report covering the activities of the committee and sum-
marized a poll taken among the organizations represented, showing the following
votes for the several war memorials proposed:
Auditorium 963
City Nall 30
Library 121
Stadium 1312
Swimming Pool 1539
Washington Park Recreation Center 2414
Hospital 28
Scattered 11
A total of 6,418 votes had been received.
President Branscheid thanked Mr. Strehlow and his committee for the report and the
work and serious thought and consideration given this matter. He informed. Mr.
Strehlow that another committee, acting on this subject, will file a later report
and assured him that the City will give the matter immediate consideration and get
some estimates together to see what can be done. He further stated that the
proposition would be submitted to a vote of the people sometime in the spring of
next year and that the Council would be glad to consult with the committee as the
matter progresses. The President thereupon referred the report to the Committee
of the Whole.
INTRODUCTION OF ORDINANCES:‘,
4. Councilman Osborn introduced the following ordinance, after which it was laid
over under provision of law and the Charter:

An Ordinance Amending Section 17-432 of the Alameda
Municipal Code by Adding Subdivisions (20), (21) and
(22) Thereto."

5. The President called the attention of the Council to the necessity of having
an actuarial survey made of the Police and Fire Pension System of the City and
Councilman Osborn moved that such a survey be made by the firm of Coates and. Her-
furth, Actuaries, and that a sum of not to exceed $800. be appropriated for the
purpose. The motion was seconded by Councilman Sweeney and on roll call carried
by the .following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney and Presi-
dent Branscheid, (5). Noes: None. Absent: None.
RESOLUTIONS:
6. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3248
Rescinding Resolution No. 3214 and Designating Certain
Streets in the City of Alameda as Streets of Major
Importance."
The motion to adopt said resolution was seconded by Councilman Sweeney and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
7. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3249
Cancelling City Taxes on Property of the United States
of America."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn, Sweeney
and President Branscheid, (5). Noes: None. Absent: None. Thereupon the Presi-
dent declared said resolution duly adopted and passed.
8. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3250
Consent to Sublease to United States of America by
Kate G. Pedersen and Laura Pedersen, Successors in
Interest of Lars A. Pedersen, Deceased, of Certain
Real Property Held Under Lease and Renewal Lease
Between the City of Alameda and Lars A. Pedersen."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and. President Branscheid, (5). Noes: None. Absent: None. Thereupon
the president declared said resolution duly adopted and Passed.
9. The following resolution was introduced by Councilman Sweeney who moved its
adoption:
"Resolution No. 3251
Authorizing City Attorney to Execute and File a
Stipulation for Entry of Judgment and Collection
of Compenseation Due City."
The motion to adopt said resolution was seconded by Councilman. Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3252
Adopting Specifications for Furnishing One New, Steel
Body Ambulance to the City of Alameda, Calling for
Bids and Directing the City Clerk to Advertise the
Same.”
The motion to adopt said resolution was seconded by Councilman Sweeney and on
roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Hoes: Hone. Absent: Hone. Thereupon
- the President declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution Ho. 3253
Adopting Specifications for Furnishing One New Business
Coupe Automobile, Calling for Bids and Directing the
City Clerk to Advertise the Same."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jonos, Osborn,
Sweeney and President Branscheid, (5). Eoes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and Passed.
ORDINANCES FOR PASSAGE:
12. "Ordinance No.
Nev Series
An Ordinance Amending Section 17-432 of the Alameda
Municipal Code by Adding Subdivision (20) Thereto."
This ordinance was called up for action by the President and Councilman Osborn
moved the ordinance, heretofore introduced, be withdrawn until such time as the
Council shall have received a report already requested from the Police Depart-
ment. The motion was seconded by Councilman Sweeney and unanimously carried.
FILING:
13. Specifications - No. NS 11-45-10 - For furnishing one new steel body
ambulance for the Police Departifnt.
14. Specifications - No. LS 11-45-11 - For furnishing one 1945-46 Business
Coupe for the Fire Department.
BILLS:
15. An itemized List of Claims against the City of Alameda and the several de-
partments thereof in the total amounts as follows, was presented to the Council
at this time: General Departments, 38,015.84; Civilian Defense Department,
3358.62; Police Department, 32,103.17; Civil Service Department, $27.;
Pound Department, 312.42; Fire Department, 675.88; Street Department,
0,677.59; Health Department, 3584.48; Recreation Department, 3303.27;
Federal Recreation Facilities, !:'?192.03; Park Department, 3875.33; Golf
Course Department, 0990.05; Store Department 3503.62; Social Service
Department, 65.02; Initiative Relief Fund, 40.; Street Improvement Fund,
35,013.01; East Bay ljunicipal Utility District Fund, 2,452.95.
Councilman Howe moved the bills as itemized in the List of Claims filed with
the City Clerk on November 20, 1945, and presented to the Council at this
meeting, be allowed and paid. The motion was seconded by Councilman Osborn
and on roll call carried by the following vote. Ayes: Councilmen Howe,
Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None. Absent:
None.
