HELD TUESDAY EVENING} DECEMBER 4, - - - -- - - - 1945
The meeting convened at 8 :00 P. M. with President Branscheid presiding.
ROLL CALL:
The roll was called and Councilmen Howe, Jones, Osbo
President Branscheid, (5), were noted present. Absent: None.
Sweeney and
MINUTES:
1. The minutes of the regular meeting held November 20, 1945, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2: From the Alameda Citizens Transportation Association, setting forth recommenda-
tions for the improvement of local and transbay transportation.
Following the reading of this communication, the President commended the Transporta-
tion Association for the manner in which this matter had been presented by it. ,
He pointed out that many matters embodied in the communication had been the subject
of study by the Council for some time.
The President thereupon called upon the City Manager, requesting that he make a
report on the progress being made toward improving the service between Alameda and
San Francisco.
Mr. McMillan took up, in the order presented, the various points made by the Asso-
ciation and explained in detail the steps that had been taken by him and the Council
on each of these problems.
Mr. McMillan also produced and explained to the members of the Transportation Asso-
ciation, the plans for the bus terminal in San Francisco and stated that the final
approval necessary for the construction of this facility should be forthcoming from
the Board of Supervisors of the County of San Francisco within the next two weeks.
At the conclusion of his remarks, the City Manager suggested that for the purpose
of getting a great many of these matters finally straightened out, it might be a
good plan to arrange for a conference between representatives of the Railroad Com-
mission, Key System, Transportation Association and members of the Council. He
pointed out that the Council is very much interested in what is going to happen in
the future to travel from San Francisco, indicating that it is going to be necessary
to have something done about the congested conditions of 7th, 8th and other streets
in Oakland, leading to the tube.
The President asked Mr. Kihn, President of the Transportation Association, whether
or not he would like to take part in the discussion outlined by the City Manager
and Mr. Kihn responded that he would be very happy to take advantage of having a
conference with these various representatives for the purpose of correcting some
of the matters now complained of. He stated that the committee which he represents
is going to make a survey of the entire situation both in San Francisco and Oakland
and that it will ask the Council to work with it as the advice and counsel of the
City Manager is desired in remedying the problems. He further stated that it is
his belief that working together these unsatisfactory conditions can be eliminated
and that the City of Oakland can be made to cooperate to the extent of cleaning up
the situation on .7th and 8th Streets.
3:' From the Alameda Real Estate Board, requesting that consideration be given to
the possibility of appointing a member of the Real Estate Board to the next vacancy
occurring on the City Planning Board.
The communication was ordered filed with instructions that it be presented at the
time of a vacancy on the City Planning Board.
ORAL COMMUNICATIONS:
4: Mr. E. R. Sanford, President of the Alameda Tmprovement Club, inquired as to
whether or not the Council has taken any action on the War Memorial as yet, stating
that it was just a year ago that the matter was first brought to the attention of
the Council. In response, it was pointed out to Mr. Sanford that the report of the
committee has been in the hands of the Council only two weeks.
The President stated that no action had been taken due to the fact that the Council
is still waiting for the action of the other committee on this matter. President
Branscheid pointed out that this is a postwar project and the Council has given it
serious consideration. He stated further, that the Council is giving consideration
to the enlargement and improvement of Washington Park; that it is to be studied,
surveyed and laid out shortly.
Mr. Sanford stated that Mr. Mathebat, Mr. Clearman and he, had been appointed
by the Alameda Living War Memorial Committee to act as contacts between the
Committee and the Council.
BIDS:
5. No bids were received for the furnishing of one new, steel body ambulance
in accordance with Specifications and Provisions No. MS 11- 45 -10.
Thereupon Councilman Osborn moved that inasmuch as the Council has complied with
the provisions of the Charter and has received no bids for the furnishing of an
ambulance to the police Department, the City Manager be authorized to secure
this piece of equipment on the open market. The motion was seconded by Council-
man Sweeney and on roll call carried by the following vote. Ayes: Councilmen
Howe, Jones, Osborn, Sweeney and President Branscheid, (5). Noes: None.
Absent: None.
6. No bids were received for the furnishing of one new 1945 -46 Business Coupe
in accordance with Specifications and Provisions No. MS 11- 45 -11.
Thereupon Councilman Tones moved that the City Manager be authorized to purchase
this automobile for the Fire Department on the open market. The motion was
seconded by Councilman Howe and on roll call carried by the following vote.
Ayes: Councilmen Howe, Jones, Osborn, Sweeney and President Branscheid, (5).
Noes: None. Absent: None.
REPORTS OF COMMITTEES:
7. From the Mayor and City Auditor reporting on the Count of Money held
November 21, 1945, showing that $1,82,729.10 was in the City Treasury, the sum
which according to the Auditor's records should have been under the control of
the City Treasurer.
The report was accepted and ordered filed.
NEW BUSINESS:
8'. Councilman Jones presented the matter of awarding service pins to City em-
ployees who have qualified during the past year. He outlined the program put
on last year in connection with this ceremony and stated that he believed it
would be necessary to follow the same course this year. He thereupon moved
the City Manager be authorized to establish an employees' committee to plan a
program suitable for the presentation of service pins to those who have quali-
fied for them this year. The motion was seconded by Councilman Howe and on
roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None.
RESOLUTIONS:
9. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3254
Creating the Position of Police Officer - Identification
Expert in the Police Department of the City of Alameda,
Prescribing the Duties and Fixing the Salary Thereof."
In connection with this resolution, Councilman Sweeney requested that the City
Manager explain to the audience the reasons for its presentation at this time.
Mr. McMillan stated that in most police departments, the Identification Officer
holds a rank comparable to a Lieutenant, whereas our Identification Expert is
now classified as a patrolman. He stated, however, that in his opinion, the
salary should be just below that of a sergeant and that this resolution fixes
the salary at that point.
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Osborn, who moved
its adoption:
"Resolution No. 3255
Adopting Specifications for Operating Refreshment
Concession in Washington Park and Lincoln Park for
the Period Commencing January 1, 1946, and Ending
December 31, 1946."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Sweeney, who moved
its adoption:
"Resolution No. 3256
Approving Fourth Supplemental Memorandum of Agreement
for Expenditure of 1/4 Cent Gas Tax Allocated for
Streets of Major Importance."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Sweeney, who moved
its adoption:
"Resolution No. 3257
Authorizing Execution of License Agreement with the
United States of America for the Construction, Main-
tenance and Use of an Access Road to the Army Air
Force Intransit Depot."
Councilman Sweeney asked that the City Manager explain the resolution to the
audience.
Mr. McMillan stated the purpose of the agreement covered by the resolution was
to enable the City to construct a turn around on the Alameda- Bethlehem Shipyard
property to provide easy access to the Intransit Depot immediately across
Webster Street.
The motion to adopt said resolution was seconded by Councilman Osborn and on
roll call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None, Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3258
Creating the Position of Landscape Architect in the
Parks and Playgrounds Department of the City of Ala-
meda, Prescribing the Duties and Fixing the Salary
Thereof."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn,
Sweeney and President Branscheid, (5). Noes: None. Absent: None. Thereupon
the President declared said resolution duly adopted and passed.
ORDINANCES FOR PASSAGE:
14. "ordinance No. 884,
New Series
An Ordinance Amending Section 17 -432 of the Alameda
Municipal Code by Adding Subdivisions (20), (21) and
(22) Thereto."
Councilman Howe moved the ordinance be adopted as read. The motion was seconded
by Councilman Jones and on roll call carried by the following vote. Ayes:
Councilmen Howe, Jones, Osborn, Sweeney and President Branscheid, (5). Noes:
None. Absent: None.
