HELD TUESDAY EVENING, FEBRUARY 1, 1944
The meeting convened at 8:00 p. m. with Vice President Branscheid presiding.
ROLL CALL:

The roll was called and Councilmen Howe, Jones, Osborn and Vice President
Branscheid, (4) , were noted present. Absent: President Godfrey, (1).
MINUTES:
1. The minutes of the regular meeting held January 18, 1944, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2. A copy of a resolution from the Council of the City of Oakland was presented,
requesting the Council of the City of Alameda to meet with the Councils of the
Cities of Oakland, Berkeley, Emeryville, Albany, Piedmont and Richmond, on Friday
the 18th day of February, 1944, at 8:00 p. m. in the Council Chamber of the City
Hall, Oakland, to discuss the instituting of such measures as may be necessary in
order that a proper sewage disposal project for the said cities may be commenbed
and carried out as a post-war enterprise.
There being no objections, the resolution was ordered filed.
REPORTS OF COMMITTEES:
3. From F. J. Croll, Auditor and Assessor, recommending that the City of Alameda
exempt from taxation privately owned boats now in the United States Coast Guard
Auxiliary. Service for the duration of the war.
This matter was referred to "Ordinances for Introduction".
ORDINANCES FOR INTRODUCTION:
4. Councilman Osborn introduced the following ordinance, after which it was laid
over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending the Alameda Municipal Code
by Adding a New Section to Article 1, Chapter 3,
Title III of Said Code, and Amending Section 3-638
of Said. Code."
RESOLUTIONS:
5. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2947
Authorizing the Investment of Unappropriated and.
Surplus Funds in United States War Savings Bonds."
The motion to adopt said resolution was seconded by Councilman Howe and on roll call
carried by the following vote. Ayes: Councilmen Howe, Jones, Osborn and Vice
President Branscheid, (4). Noes: None. Absent: President Godfrey, (1). There-
upon Vice President Branscheid declared said resolution duly adopted and passed.
FILING:
6. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity,
as of December 31, 1943.
BILLS:
7. The following itemized claim against the City of Alameda and the Initiative
Relief Fund was presented to the City Council: Mrs. Nary Calvert, 20.
Councilman Osborn moved the bill filed with the City Clerk on February 1, 1944,
and presented to the Council at this meeting, be allowed and paid. The motion
was seconded by Councilman Jones and on roll call carried by the following vote.
Ayes: Councilmen Howe, Jones, Osborn and Vice President Branscheid, (4). Noes:
None. Absent: President Godfrey, (1).
8. At this time, Councilman Jones stated that he believed the records should
show that the trip to Fresno, as was authorized by the Council, had been made by
members of the Council, the City Manager and Junior Civil Engineer (the Assistant
City Engineer was unable to go) to study the garbage disposal system operated by
the City of Fresno.
ADJOURNMENT:
9. There being .no further business to come before the meeting, the Council
adjourned to assemble in regular session on Tuesday evening, February 15, 1944,
at 8:00 p. m.
