HELD TUESDAY EVENING, FEBRUARY 15, 1944
The meeting convened at 6:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Dranscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held February
as transcribed.
1944, were approved.
WRITTEN COrIMUNICATIONS:
2. From the Alameda County Planning Commission, submitting a print of a master
plan for the development of Alameda County beaches prepared by it. The Council
of the City of Alameda is requested to approve or recommend changes to this plan
with regard to that portion pertaining to the City of Alameda.
There being no objection, the matter was referred to the Committee of the Whole
for further study.

Jirom the City Attorney of the City of Albany, enclosing copy of a letter
written by him at the request of hls Council to MT. Donald Nelson, Chairman of
the War Production Board, Washington, D. C., pertaining to existing local trans-
portation problems and petitioning the War Production Board to take some action
in alleviating the present unsatisfactory conditions.
There being no objections, the communication was ordered filed.
4. From Mr. Ted B. Martens, protesting against the traffic conditions at Alameda
entrance to Posey Tube due to the change of shift hours at Bethlehem-Alameda Ship-
yard during the late afternoon.
The City Manager reported that the situation has now been largely remedied and it
is hoped that this particular traffic crisis will not again occur. The City
Manager has conferred with the Maritime Commission who has complete authority in
these matters of shift-hour changes and he believes the Commission now realizes
the difficulties such sudden changes without notice to the City puts upon all
factors involved - both traffic and transportation.
5. From the Auditor of Alameda County, attaching thereto a detailed description
and statement of certain amounts received as rental by the State of California on
account of tax deeded lands. The County Auditor has received a warrant from the
State Controller's Office, representing these certain amounts and the City of
Alameda is requested to file a claim for moneys due it.
The matter was referred to "Resolutions".
6 Communication was read from Mrs. Virginia Borglum, requesting the privilege
of appearing before the Council with regard to a matter she believes to be of
vital interest to the sick in Alameda. Mrs. Borglum operates a Nursing Home at
2102 Buena Vista Avenue. With reference to this matter there vas presented several
letter of recommendation from Dr. Douglas D. Stafford, Mrs. Irene M. Brown and Mr.
Tom Howen that Mrs. Borglum be permitted to have nine patients in her home instead
of the eight specifically stipulated in the Nursing Horne Ordinance as the maximum
number.
Four similar letters of recommendation for an increase of the mu' er of patients
were also presented with regard to the Fitton Rest Home at 2050 San Antonio Avenue
from Wm. H. Cox, Dr. Lawrence Terry, Dr. E. D. Newton and Dr. Alice B. Burke.
This matter was continued for discussion under the next heading on the Agenda.
ORAL COMMUNICAT ONS:
7. Mrs. Virginia Borglum addressed the Council, requesting that due to the great
demand for accommodations for the care of the sick and aged, she, as well as other
persons operating such convalescent homes, be allowed to increase the number of
patients, when deemed advisable, from the maximum number of eight as now provided
by the Nursing Home Ordinance.
Mayor Godfrey replied to Mrs. Borglum, stating that the present ordinance would have
to be amended if such deviation of the regulations were to be permitted , and before
any change could be made, the matter would have to be thoroughly investigated and
recommendations submitted by the Health Department and other City Departments involved.
There being no objections, the matter was referred to the City Manager for report,
with the request that he have such investigations made and the findings submitted,
as it was not deemed advisable to take any action on Mrs. Borglum's request at
this time.
REPORTS OF COMMITTEES:

8 From. the City Manager, recommending that the City of Alameda go on record as
opposing the contemplated closing by the City of Oakland of Maitland Drive as a
State highway from Alameda City limits to Jones Avenue in Oakland, until such
time as assurance can be given that a comparable highway will be constructed from
the City limits of Alameda to an outlet to the proposed East Shore Highway at
Jones Avenue, or some similar point, in Oakland. This proposed action is prompted
by the leasing by the City of Oakland of the Oakland Airport to the United States
Government.
Councilman Branscheid moved the recommendation of the City Manager be approved
and that the City of Alameda go on record as being opposed to the closing of
Maitland Drive from the Alameda City Limits to Jones Avenue in Oakland until
such time as we can have definite assurance of the construction of a comparable
highway from Alameda City limits to a point at or near Jones Avenue, Oakland.
The motion was seconded by Councilman Osborn and unanimously carried.
NEW BUSINESS:
9. Councilman Howe moved the City Manager and such members of the Council as
wish to attend be authorized to attend a meeting of the City Manager's Section
of the League of California Cities, to be held at Hotel Claremont, Berkeley, on
February 20 and 21, 1944, and that the usual ner diem allowance be appropriated
to cover the necessary expenses. The motion was seconded by Councilman Jones
and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None.
RESOLUTIONS:
10. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2948
Authorizing Presentation to the County Auditor of
Share Claims for Moneys Received from Rental of
Tax Deeded Lands in the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman. Jones, who moved its
adoption:
"Resolution No. 2949
Requesting Cancellation of Taxes. on Property
Acquired by the City of Alameda for Municipal
Purposes."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
ORDINANCES FOR PASSAGE:
12. "Ordinance. No. 848
New Series
An Ordinance Amending the Alameda Municipal Code
by Adding a New Section to Article 1, Chapter 3,
Title III of Said Code, and Amending Section
3-638 of Said Code."
Councilman Branscheid moved the ordinance be adopted as read. The motion was
seconded by Councilman Howe and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5) . Noes:
None. Absent: None.

13. Auditor's Balance Sheet - Month ending January 31, 1944.
14. Financial Statement - Goodell, Byers & Henry - City of Alameda,
as of January 31, 1944.
BILLS:
15. An itemized List of Claims against the City of Alameda and the several
departnients thereof in the total amounts as follows, was presented to the City
Council: General Departments, 9,916.91; Civilian Defense Department, $679.72;
Police Department, $2,178.97; Civil Service Department, $72.66; Pound Depart-
ment, 35.96; Fire Department, $675.07; Street Department, $987.46; Health
Department, 077.98; Recreation Department, $96.20; Federal Recreation
Facilities, $1,669.78; Park Department, :745.19; Golf Course Department,
42.33; Social Service Department, 0211.36; Store Department, 279.75;
Initiative Relief Fund, $36.50; Street Improvement Fund, $1,813.25; East Bay
Municipal Utility District Fund, $2,400.75.
Councilman Branscheid moved the bills as itemized in the List of Claims, filed
with the City Clerk on February 15, 1944, and presented to the Council at this
meeting, be allowed and paid. The motion was seconded by Councilman Howe and on
.roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None.
16. At this time Councilman Jones requested that, if it is the pleasure of the
Council, Mayor Godfrey appoint a committee to promote the usual Flag Day Cele-
bration and Ceremony. Mayor Godfrey stated he believed this ceremony was of
definite interest and value and he would be pleased to appoint such a committee
in the very near future. He requested Councilman Jones to act as Chairman.
17. The City Manager then presented to the Council the matter of a possible
special census being taken in the City of Alameda and read a communication from
the Director of the Bureau of Census, Department of Commerce, Washington, D. C.,
setting forth the conditions under which such a census would be conducted by the
Census Bureau with the cooperation of the City of Alameda and the manner in which
the expense of such census would be borne.
Councilman Branscheid moved the City Manager be authorized to request the Bureau
of Census to conduct a special census in the City of Alameda. The motion was
seconded by Councilman Osborn and unanimously carried.
ADJOURNMENT:
18. There being no further business to present, the Council adjourned to assemble
in regular session on Tuesday evening, March 7, 1944, at 8:00 p. m.
