HELD TUESDAY EVEING, MARCH 7, 1944
The meeting convened at 8:03 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and CotnciImen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5) , were noted present. Absent: hone.
MILUIES:

WRITTEN COMMUNICATIONS:

2. From the City Clerk of the City of Oakland, advising that the communication
from the Council of the City of Alameda with regard to its opposition to the con-
templated closing of Maitland Drive as a State highway, has been referred to
Charles R. Schwanenberg, City Manager of the City of Oakland, for consideration.
The communication was ordered filed.

From the Alaska Packers Association, notifying the City of Alameda of its
desire to renew the existing lease between it and the City of Alameda, dated
February 5, 1920, for a further period of twenty-five years upon the same terms
and conditions as those therein provided for in the original lease.
There being no objections, the matter was referred to the City Attorney that he
may prepare the proper form of lease renewal.
From The Regents of the University of California, referring to an agreement
dated June 6, 1941, between The Regents and the City of Alameda for the use for a
one-year period of approximately a 1/4 acre strip of land on the west side of
Webster Street and giving notice that the license to use this roadway is hereby
terminated.
The Regents are agreeable to entering into a new agreement for the use of this
property under substantially the same terms as the former ones.
There being no objections, the matter was referred to the City Manager to negotiate
with The Regents of the University. of California. concerning this new agreement and
to make any further recommendation to the Council.
5. . Copy of resolution of the City of Rlchmond adopted at its regular meeting
held February 21, 1944, urging the Key System to improve its service to conuuli-
ties in the Bay area, was presented and read.
The copy of the resolationwas ordered filed.
6. From Mr. E. S. Agnew, of Agnew Realty Co., requesting the City to deed a small
piece of property, approximately 10 x 12 feet, at the extreme south end of Park
Avenue, to certain property owners known as Mr. and Mrs. Mario Corsiglia in order
to equalize the dimensions of their property. The Corsiglia property was formerly
owned by Edmund D. and Margaret G. Buckley and is known as 2426 Roosevelt Drive.
This matter was referred to the City Manager with authorization to cauplete neces-
sary negotiations in order to make it possible for the Corsiglias to acquire the
additional small area.
7 A petition containing fifty-seven signatures of persons residing on Versailles
Avenue in the 15 to 18 hundred blocks, inclusive, was presented, in which it pro-
tests against the proposed routeing of the Key System local buses over that avenue
from Santa Clara Avenue to Fernside Boulevard.
hessrs. J. r. MacIver, C. K. Price and M. B. Clark, all signers of the petition,
addressed the Council in further opposition.
r. E. S. Agnew also addressed the Council in an attempt to offer sol e solution
to the problem.
It was suggested that either Broadway or Gibbons Drive be substituted. for Versailles
Avenue as a thoroughfare over which the buses would be routed.
After discussion the matter vas referred to the City Manager with the request that
he investigate all phases and possible remedies of this problem.
The petition was then referred to the Canaittee of the Whole for further considera-
tion.
REPORTS OF COMMITTEES:

8. From the Vice President of the Council, City Manager and Auditor declaring
that at the time of Count of Money, held February 16, 1944, there was the amount
of ,260,848.28 in the City Treasury.
The report was ordered filed.
9. From the City Manager, submitting individual recommendations from the Health
Officer, Building Inspector and Fire Chief with regard to Nursing Homes in general
and, in particular, the advisability of increasing the number of inmates allowed,
which the Nursing Home -Ordinance now stipulates as a maximum of eight.
As the reports submitted to the City Manager do not advise increasing this number
of eight in the Nursing Homes, a communication was presented from the City Manager
bearing his recommendation that the ordinance not be amended to permit any increase
in the number of patients now stipulated by the ordinance.
Councilman Branscheid moved the recommendation of the City Manager be approved
and that the present Nursing Home Ordinance not be amended. The motion was
seconded by Councilman Osborn and unanimously carried.
RESOLUTIONS:
10. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 2950
Resolution Appointing Two Representatives of the City
of Alameda to Represent Said. City on a Committee of the
Cities of Alameda, Albany, Berkeley, Emeryville, Oakland
and Piedmont for the Purpose of Creating a Sewage Dis-
posal District."
The motion to adopt said resolutionwas seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2951
Authorizing Facsimile Signatures on Gasoline Ration
Checks."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2952
Creating and Establishing Position of Assistant
Purchasing Agent in the General Administrative
Department of the City and Prescribing Duties
Thereof."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
1 Osborn and President Godfrey, (5). Noes: Noiie Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2953
Fixing Salary of the Position of Assistant Pur-
chasing Agent."
The motion to a dont said resolution was seconded by Councilman Osborn and on
roll cull carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Os born and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2954
Resolution Authorizing the Taking of a Special Census
of the City of Alameda by the Bureau of the Census of
the United States; Authorizing the Execution of an
Agreement between the Director of the Census and the
City of Alameda for the Taking of Said Census; and.
Appropriating Funds for the Cost Thereof."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5) . Noes: None. Absent: None. Thereupon the
Mayor declared said resolution was duly adopted and passed.

BILLS:
18• An itemized List of Claims against the City of Alameda and the several
departments thereof in the total amounts as follows, was presented to the
City Council: General Departments, 64.32; Police Department, .,1,661.46.
Councilman Branscheid moved the bills as itemized in the List of Claims, filed
with the City Clerk on March 7, 1944, and presented to the Council at this
meeting, be allowed and paid. The motion was seconded by Councilman Osborn
and on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Howe, Jones, Osborn and President Godfrey, (5) . Noes: None. Absent: None.
ADJOURNMENT:
19. There being no further business to come before the meeting the Council
adjourned to assemble in regular session on Tuesday evening, March 21, 1944,
at 8:00 p. m.
