HELD TUESDAY EVENING, JUNE 6, 1944
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Jones, Osborn and President
Godfrey, (4), were noted present. Absent: Councilman Howe, (1).
MINUTES:
1. The minutes of the regular meeting held May 17, 1944, were approved as
transcribed.
2. At this time, Mayor Godfrey officially welcomed the recently appointed
City Engineer, Mr. Carl Froerer.
WRITTEN COMMUNICATIONS:

3. From the Alameda County Tax Collector, submitting a resolution adopted by
the Board of Supervisors, notifying the Council of the proposed sale of certain
properties included in which is "Parcel 4 - City of Alameda, Map of Property in
Vicinity of Encinal Station, Town of Alameda, owned by Columbus Bartlett, Esq.,
E 105 ft of lots 15 and 16, Block 297/43." This property is to be sold for
delinquent taxes. The Assessor of the City of Alameda has stated his satisfac-
tion with the minimum amount of $1,000. to be accepted for the property.
Councilman Jones moved the City of Alameda concur in the sale of the above de-
scribed property. The motion was seconded by Councilman Branscheid and unani-
mously carried.
4' was received from Mrs. George E. Sperbeck of the Council's
courtesy shown her husband in the adoption of a resolution in his memory.
The communication was ordered filed.
REPORTS OF COMMITTEES:
5. From Mayor Godfrey, nominating Mr. George Hickman to the office of member
of the Social Service Board of the City of Alameda for a term commencing July
1, 1944, and expiring June 30, 1947.
The matter was referred to "Resolutions".
6: Councilman Jones verbally reported on the progress of the preparations
now being made for the Flag Day Celebration to be held on Sunday, June 11, 1944,
at Washington Park. He extended an invitation to the Council and all City offi-
cials to be present.
7' Jones referred to the inspection of the Housing Projects in the
City of Alameda under the jurisdiction of the Alameda Housing Authority, which
was made by members of the Council and the Housing Authority on Saturday, June
3, 1944. He suggested that the Council go on record as approving the Housing
Authority's effort toward safeguarding as nearly as possible the best interests
of the City.
This was so ordered.
8. Councilman Osborn suggested that an ordinance be prepared, prohibiting
parking on the west side of Versailles Avenue between Lincoln and Buena Vista
Avenues.
The City Attorney was instructed to prepare the necessary ordinance.
RESOLUTIONS:
9. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2984
Appointing Member of the Social Service Board."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. ,1Ayes: Councilmen Branscheid, Jones, Osborn
and President Godfrey, (4) . Noes: None. Absent: Councilman Howe, (1). There-
upon the Mayor declared said resolution duly adopted and passed.
10. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 2985
Adopting Specifications for Furnishing Gasoline to
the City of Alameda for the Fiscal Year 1944-1945
Calling for Bids and Directing the City Clerk to
Advertise Same."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Jones,
Osborn and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1).
Thereupon the Mayor declared said resolution duly adopted and passed.
11. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 2986
Creating and Establishing Five (5) Additional
Positions of Police Patrolman in the Police
Department of the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Jones, Osborn
and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). There-
upon the Mayor declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 2987
Creating and Establishing Five (5) Additional
Positions of Fireman in the Fire Department of
the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Jones, Osborn
and President Godfrey, (4). Noes: None. Absent: Councilman Howe, (1). There-
upon the Mayor declared said resolution duly adopted and passed.
13: At this time, the City Manager presented his verbal recommendation for the
awarding of the contract for the resurfacing of certain tennis courts in the City
of Alameda, as follows:
To Malott & Peterson - under Specifications No. PW 4-44-1 -
Franklin and Longfellow Parks and Fernside Boulevard,
in the amount of $1,720.20.
To Gallagher and Burk - under Specifications No. PW 4-44-2 -
Washington and Lincoln Parks, in the amount of
6,113.25.
Councilman Branscheid moved the recommendation of the City Manager as above stated
be approved and that checks be returned to the unsuccessful bidders. The motion
was seconded by Councilman Osborn and on roll call carried by the following vote.
Ayes: Councilmen Branscheid, Jones Osborn and President Godfrey, (4). Noes:
None. Absent: Councilman Howe, (1).
ORDINANCES FOR PASSAGE:
14. "Ordinance No. 854,
New Series
An Ordinance Amending Title XVII of the Alameda
Municipal Code Relating to Traffic Regulations."
Councilman Jones moved the ordinance be adopted as read. The motion was seconded
by Councilman Branscheid and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Jones, Osborn and President Godfrey, (4). Noes: None.
Absent: Councilman Howe, (1).
FILING:
15. Auditor's Balance Sheet - Month ending May 31, 1944.
16. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity,
as of April, 1944.
17. Specifications - For Furnishing Gasoline to City during fiscal year
1944-1945.
18. At this time, Mr. Howard P. Moser addressed the Council, stating that he
represented a group from the Naval Air Station which is desirous of renting
the Washington Park Bathhouse, and inquired concerning what arrangements could
be made for rehabilitating this structure.
The matter was referred to the City Manager for further disccusion.
19. Mr. G. R. Bolander addressed the Council, speaking of various matters
principally transportation.
ADJOURNMENT:
20. There being no further business to transact, the Council adjourned to
assemble in regular session on Tuesday evening, June 20, 1944, at 8:00 p. m.
