From the Oakland Real Estate Board, enclosing a resolution adopted by its Board of Directors, protesting against the creation of any sewage disposal district, whether through the facilities of the East Bay Municipal Utility Dis- „• trict or otherwise, which does not comprise a county-wide sewage disposal plan. Mayor Godfrey stated that he believed the only possible action that could be taken at this time with regard to this opposition was to refer the matter to • the Eastbay Sewage Committee. .' •• „• There being no objections, it was so ordered. 4v.( From the Alameda County Taxpayers' Association, Inc., with attached resolu- requesting the City Council of Alameda to rescind its resolution asking the East Bay Municipal Utility District to create a special sewage district, and recommending that two or more private engineers not connected with the previous survey be employed to make their recommendations. This matter was continued under "Oral Communications.” • „• ORAL CUMMUNICATIONS: ✓ „ 5. At this time, Mayor Godfrey stated that no doubt there was considerable merit to the text of the communication from the Alai neda County Taxpayers' Association, . . Inc., but the request of the City of Alameda for the establishment of a sewage • • district was made in common accord with other cities of the proposed district. Councilman Osborn moved the City Manager of the City of Alameda be instructed to meet with the Alameda County Taxpayers' Association, Inc. at any time that a meet- ing can be arranged to discuss with it the sewage disposal problems as contained in the Association's communication and resolution. The motion was seconded by Councilman Howe and unanimously carried. • • 6L: Mayor Godfrey requested the City Manager to make a report on the Special • Census recently conducted in the City of Alameda. The City Manager stated that the official tabulation of Alameda has not as yet been received as that must come from Washington. However, the unofficial count as submitted by the Supervisor of the Alameda Special Census, is 68,145. The City • Manager also stated that the cost of the census taking did not exceed 3,800. The original estimate for this work was 4,400. Mr. McMillan also explained how this new census figure would affect the revenues from State of California sources, namely: the In Lieu Tax and Gasoline Tax - and estimated that the City would obtain approximately 450,000. more revenue from the State than it did before the census was conducted. 7v: Mr. G. R. Bolander addressed the Council relative to various pha ses of trans- ,• portation, the fire and sanitary hazard of the collection of refuse on s everal properties located throughout the City and the advisability of installing micro- phones in the Council Chamber. •• OPENING OF BIDS: 8'. • A bid was presented and opened for the furnishing of gasoline to the City of • Alameda during the fiscal year 1944-1945, as follows: From Signal Oil Company Accompanied by cashier's check in amount of $500. 2. • From Goodell, Byers & Henry, Certified Public Accountants, submitting their proposal to conduct the special audits for the City of Alameda, including the Public Utilities Board, for the total sum of 2,850. per year. The City will pay,$1,200. and the Public Utilities Board will pay $;1,650. - at a monthly rate of $100. by the City and 137.50 by the Board. This bid was referred to the City Manager for recommendation. REPORTS OF COLIMITTEES 9. Frora the City Manager, submitting a report and map from the City Engineer with regard to the abandonment of easements through the property of the General Engineering Company, and recommending that as there seems to be no need for these sewer easements, the Council consider abandonment for a proper consideration. The City Attorney then advised that if possible a survey be made to determine the northern boundary line of the property of the General Engineering Company, which is now judged to be the "Peralta Grant Line" and which line is an undeter- mined actual boundary. There being no objections, the whole matter was referred to the City Attorney for further negotiation and recommendation. 10. From the Public Utilities Board, submitting copy of its Resolution, No. 820, "Adopting Budget of the Department of 'Public Utilities, City of Alameda, for Fiscal Year Ending June 30, 1945," which sets forth as the appropriation pledged. to the General Fund out of the Bureau of Electricity Fund, an amount of 081,624.96. There being no objections, the matter was referred to the Committee of the Whole. 11( From the City Attorney, recommending that the filing of Partial Disclaimer be authorized concerning that certain action entitled, "United States vs. Certain Parcels, etc., Alameda Belt Line, et al., No. 22676-G." The matter was referred to "Resolutions." ORDINANCES FOR INTRODUCTION: 12. Councilman Howe introduced the following ordinance, after which it was laid over under provision of law and the Charter: "Ordinance No. New Series An Ordinance Amending Title XVII of the Alameda Municipal Code Relating to Traffic Regulations." RESOLUTIONS: 13. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2988 Approving Contract with Goodell, Byers & Henry, Certified Public Accountants, and Authorizing the Execution Thereof." The motion to adopt said resolution was seconded by Councilman Osborn and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 14. The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 2989 Authorizing Filing of Partial Disclaimer in Eminent Domain Proceedings Instituted by the United States of America." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 15. The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 2990 Transferring Funds from Budget Account 70b to Budget Account 26u." The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2991 Transferring $' 931.27 from the Initiative Relief Fund to the General Fund of the City of Alameda." The following resolution was introduced by Councilman Jones, who moved its adoption: "Resolution No. 2992 Transferring $30,930.15 from the In Lieu Tax Fund to the General Fund of the City of Alameda." The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution NO. 2993 Transferring $10,324.22 from the Alcoholic Beverage Control Fund to the General Fund of the City. of Alameda." The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2994 Calling for Bids for Legal Advertising for the City of Alameda for the Fiscal Year 1944-1945." The following resolution was introduced by Councilman Osborn, who moved its adoption: "Resolution No. 3006 Adopting Specifications for Furnishing One Motor Pick-up Sweeper, Calling for Bids and Directing the City Clerk to Advertise Same." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. v/ 32. At this time the City Manager made a statement for the record with regard to the transfer of funds from the General Fund of the City to the six newly estab- lished sinking funds, thereby freeing the City of all bonded indebtedness. The moneys deposited in each sinking fund is to be invested in United States Savings Bonds. The City thereby saves the difference between the interest it is obligated to pay out on its bonded indebtedness and the interest the City derives from the United States Savings Bonds. The City of Alameda is now entirely free from bonded indebtedness and it is hoped that such a debt will never again be incurred. There are very few cities that have no bonded indebtedness and there is a definite satisfaction to be derived from knowing this condition to be a fact. Mayor Godfrey expressed his appreciation to the City. Manager for his alertness and interest in proposing the disposition of these various City moneys. FILING: 33. Copy of Order of Railroad Commission - re Application of Alameda Belt Line for spur track across Atlantic Avenue. 36. Specifications - For furnishing one Motor Pick-up Sweeper. BILLS: 37. An itemized List of Claims against the City of Alameda and the several depart- ments thereof in the total amounts as follows, was presented to the Council at this meeting: General Departments, $11,388.71; Civilian Defense Department, $440.46; Police Department, $2,141.78; Civil Service Department, $15.00; Found Depart- ment, $116.90; Fire Department, $2,510.60; Health Department, $189.04; Street Department, 2,170.02; Recreation Department, $1,562.16; Federal Recreation Facilities, $391.97; Park Department, 875.30; Golf Course Department, $1,008.01; Store Department, $572.74; Social Service Department, $86.29; Initiative Relief Fund, $78.00; Street Improvement Fund, $2,629.64 and East Bay Municipal Utility District Fund, $2,412.06. Councilman Branscheid moved the bills as itemized in the List of Claims filed with the City Clerk on June 20, 1944, and presented to the Council at this time, be allowed and paid.
