HELD WEDNESDAY EVENING, JULY 5, 1944
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and. Councilmen Bransoheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the adjourned regular meeting held June
approved as transcribed.

WRITTEN COMMUNICATIONS:
2. From the Painting and Decorating Contractors Association of Alameda County,
opposing the formation of a sewage disposal district by the East Bay Municipal
Utility District and requesting the Council of the City of Alameda to withdraw its
endorsement of such sewage district.
The City Clerk was instructed to acknowledge receipt of the communication and
inform the Association that this matter is now in the hands of the East Bay Muni-
cipal Utility District. The communication was then ordered filed.
From 3. F the International Association of Chiefs of Police, giving notice of its
next conference to be held in Cleveland, Ohio, August 14, 15 and 16, 1944, and
requesting this City to send its Chief of Police as its representative.
There being no objections, the matter was referred to the City Manager for his
recommendation.
OPENING OF BIDS:

4. Bids were presented and opened for furnishing one Motor Pick-up Sweeper to
the City in accordance with Specifications and Provisions No. MS 6-44-2, as follows:

There being no objections, the bids were referred to the City Manager for examina-
tion and recommendation.
5. Bid was presented from the Alameda Times-Star for furnishing all legal ad-
vertising to the City of Alameda during the fiscal year 1944-1945, as follows:

Councilman Branscheid moved that the bid for legal advertising for the fiscal year
ending June 30, 1945, be awarded to the Alameda Times-Star and that said newspaper
be designated as the official newspaper of the City. The motion was seconded by
Councilman Osborn and unanimously carried.
Mayor Godfrey nominated for reappointment to the War Housing Center Committee
Frank D. Kelly, Herbert D. Bendheim, L. M. Apple and George P. Johnson, each ap-
nointment to terminate on June 15, 1945.
Councilman Jones moved that the persons as above stated and as nominated by Mayor
Godfrey be reappointed as members of the War Housing Center Committee, each term
to end on June 15, 1945. The motion was seconded by Councilman'Howe and unani-
mously carried.

Affidavit of the City Manager and the Chief of Police, stating that all
moneys expended out of the Police Secret Fund of the City of Alameda during the
period from December 31, 1943, to June 30, 1944, had been expended in the manner
provided in the Charter of the City of Alameda for investigation and police work
of a secret character and for no other purpose.
There being no objections, the affidavit was ordered filed.
8. From Wilson L. Rathbun, Fireman of the City of Alameda, requesting the Coun-
cil to waive strict compliance with requirements of the Municipal Code with regard
to granting sick leave with proportionate pay.
There being no objections, and inasmuch as the person involved has acted in
violation of the Municipal Code and it is deemed advisable to have more informa-
tion on the subject before action of the Council, the matter was referred to the
City Manager for his recommendation and report.
9: From Harry Knudsen, Police Officer of the City of Alameda, requesting the
Council to waive strict compliance with requirements of the Municipal Code with
regard to granting sick leave with proportionate pay.
There being no objections, and inasmuch as the person involved has acted in
violation of the provisions of the Municipal Code and it is deemed advisable to
secure more information on the subject before action by the Council, the matter
was referred to the City Manager for his recommendation.
10' the Auditor and Assessor, submitting the assessment figures for the
City of Alameda for the year 1944, showing an increase of $311,971. over the 1943
figures. The figure which will be used in establishing the tax rate for the year
1944 is 04,283, 581.
The communication was ordered filed.
RESOLUTIONS:,
11. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3011
Providing for the Amount per Diem for Officers and
Employees of the City of Alameda for Traveling Expenses."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5) . Noes: None. Absent: None. Thereupon
the Mayor declared said resolution duly adopted and passed.
12. The, following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3012
Creating Position of 'Junior Account Clerk-Typist"
in the Office of the City Engineer and Superintendent
of Streets and Prescribing the Duties Thereof."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5) . Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution NO. 3013
Fixing the Salary of the Position of Junior Account
Clerk-Typist in the Office of the City Engineer and
Superintendent of Streets."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3014
Abolishing the Position of 'Special Census Enumerator'."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: hone. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3015
Adopting Specifications for Furnishing One Portable
Self-Propelling Roller, Calling for Bids and. Direct-
ing the City Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). hoes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
16. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3016
Adopting Specifications for Furnishing One New 1 Ton
Dump Truck, Calling for Bids and Directing the City
Clerk to Advertise Same."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe,: Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
