HELD TUESDAY EVENING, AUGUST 1, 1944
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones and. President
Godfrey, (4), were noted present. Absent: Councilman Osborn, (1).
MINUTES:
1. The minutes of the regular meeting held July 18, 1944, were approved as
transcribed.
WRITTEN COMMUNICATIONS:
2Y From the East Bay Division of League of California Cities, giving notice
of its next dinner meeting to be held at Leamington Hotel, Oakland, August 18,
1944.
The City Clerk was requested to take care of the necessary reservations of all
those who wish to attend. The notice was then ordered filed.
ORAL COMMUNICATIONS:

3. Mr. Frank Gottstein addressed the Council with regard to the present status
in Washington of the prospect of building another tube under the Estuary between
Oakland and. Alameda.
OPENING OF BIDS:
4( Bid was opened and read from the Allied Painters and Decorators for the
painting and decorating of the Council Chamber in the City Hall under Specifica-
tions and Provisions No. PW 7-44-3, in the amount of $815.
The bid was referred to the City Manager for recommendation.
5: Bids were opened and read for the furnishing of Quarry Waste and. Rip-Rap
Stone to the City during the fiscal year 1944-1945, as follows:

Accompanied by certified check in amount of - $500.
From Superior Rock Company
Accompanied by certified check in amount of -
The bids were referred to the City Manager for recommendation.
REPORTS OF COMMITTEES:
6' Mayor Godfrey, advising that pursuant to "Housing Authorities Law" of
the State of California, he has re-appointed Mr. Thomas A. Greig and Mr. E. R.
Sanford to the office of Commissioner of the Housing Authority of the City of
Alameda, Both terms will run for four years beginning August 11, 1944, and
ending August 10, 1948.
The communication was ordered filed.
From the City Manager, recommending that contract of Malott & Peterson for
the resurfacing of tennis courts at Fernside Boulevard, Franklin and Longfellow
Parks, be accepted as the work has been done to the satisfaction of the City
Engineer.
Councilman Jones moved the recommendation of the City Manager be approved and the
work and contract be accepted. The motion was seconded by Councilman Howe and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones and President Godfrey, (4). Noes: None. Absent: Councilman Osborn, (1).
From the City Manager, recommending that contract of Gallagher & Burk for the
resurfacing of tennis courts at Washington and Lincoln Parks, be accepted as the
work has been done to the satisfaction of the City Engineer.
Councilman Jones moved the recommendation of the City Manager be approved and the
job and contract be accepted. The motion was seconded by Councilman Branscheid
and unanimously carried.
9:' From the City Manager, recommending that contract be awarded to Cochran & Celli
for the furnishing of one new l Ton Dump Truck to the City of Alameda at its bid
price of ,2,176.22.
Councilman Branscheid moved the recommendation of the City Manager be adopted;
that contract be awarded to Cochran & Celli to furnish the above mentioned truck
for the price of $2,176.22 and checks be returned to the unsuccessful bidders.
The motion was seconded by Councilman Howe and on roll call carried by the fol-
lowing vote. Ayes: Councilmen Branscheid, Howe, Jones and President Godfrey,
(4). Noes: None. Absent: Councilman Osborn, (1).
10. From the City Manager, recommending that contract for furnishing one portable
self-propelling roller be awarded to Harron, Rickard & McCone, the low bidder,
for the amount of $1,660.41.
Councilman Branscheid moved the recommendation of the City Manager be adopted;
that contract be awarded to Harron, Rickard & McCone for furnishing this piece
of equipment at the price bid and checks be returned to the unsuccessful bidders.
The motion was seconded by Councilman Howe and on roll call carried by the fol-
lowing vote. Ayes: Councilmen Branscheid, Howe, Jones and President Godfrey,
(4). Noes: None. Absent: Councilman Osborn, (1).

11. From the City Manager, recommending that permit be granted to Mr. Harry
Young to move a house now located on City owned property leased to Harbor Tug
and. Barge Company, at the north end of Grand Street, to a lot immediately east
of 1567 Pacific Avenue, provided all ordinances pertaining to house moving be
adhered to. This recommendation was made after further investigation into the
application first presented to the Council at its meeting held July 18, 1944.
Councilman Howe moved the recommendation of the City Manager be approved and that
Mr. Harry Young be granted permission to move the house in question as specified
in the request, with the understanding that all ordinances of the City pertaining
to house moving be complied with. The motion was seconded by Councilman Brans-
cheid and unanimously carried.
UNFINISHED BUSINESS:

12. The request of the Alameda Chamber of Commerce for an appropriation of $300.
to advertise the then proposed Dahlia and Floral Show to have been held in this
City was continued from the regular meeting of the Council held July 18, 1944.
Mayor Godfrey stated that as it had been now definitely determined that this show
would not be held, the matter could be considered closed and the communication
filed.
NEW BUSINESS:

13. Councilman Branscheid brought up the present epidemic of dog-biting cases
in the City of Alameda and requested an investigation to ascertain the apparent
laxness of restrictions curbing actions of vicious dogs.
Mayor Godfrey requested the City Manager to look into this matter and report
back to the Council his suggestions toward improving the situation and make any
definite recommendations he might deem advisable.
RESOLUTIONS:
14. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3025
Creating and Establishing One (1) Additional Position
of Registered Nurse in the Health Department of the
City of Alameda."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones and President Godfrey, (4). Noes: None. Absent: Councilman Osborn, (1).
Thereupon the Mayor declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3026
Creating Position of "Head. Groundskeeper" in the
Parks and Playgrounds Department of the City and
Prescribing the Duties Thereof."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones and President Godfrey, (4). Noes: None. Absent: Councilman Osborn, (1).
Thereupon the Mayor declared said resolution duly adopted and passed.
16. The following resolution was introduced by Councilman Branscheid, who
moved its adoption:
"Resolution No. 3027
Fixing the Salary of the Position of "Head Groundskeeper."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones
and President Godfrey, (4). Noes: None. Absent: Councilman Osborn, (1).
Thereupon the Mayor declared said resolution duly adopted and passed.
FILING:
17. Tentative Budget of City Manager - Fiscal year 1944-1945.
18. Annual Report of Municipal Employees' Retirement System, as
submitted by Goodell, Byers & Henry.
ADJOURNMENT:
19. There being no further business to transact, the Council adjourned to
assemble in regular session on Tuesday evening, August 15, 1944, at 8:00 p. m.
