HELD TUESDAY EVENING, SEPTEMBER 5, 1944
The meeting convened at 8:03 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present. Absent: None.
MINUTES:
1. The minutes of the regular meeting held August 15, 1944, were approved
as transcribed.
WRITTEN COMMUNICATIONS:
2. From the War Department Division of Engineer, requesting cancellation of
taxes on certain property in the City of Alameda - designated as portions of
Tract 35, Map of Alameda Marsh Land - which has been acquired by the United States
of America.
A letter was also read from the City Attorney with reference to this,matter, stat-
ing the only taxes involved in the request for cancellation are the City taxes
for 1944-1945.
The matter was referred to "Resolutions."
3. From the United States of America, Federal Works Agency, submitting its Offer
for Maintenance and. Operation, together with the Terms and Conditions, for making
a contribution toward supplying recreational facilities for servicemen and indus-
trial war workers in the City of Alameda.
Mayor Godfrey inquired of the City Manager if this "Offer" was in accordance with
the request of the City of Alameda and he was informed that it was in line with
our present arrangement.
The matter was then referred to "Resolutions."
4. From the Alameda Chamber of Commerce, with attached resolution adopted by its
Board of Directors, requesting the Council to take whatever action necessary to
assure the removal of all temporary housing units in the City as soon after cessa-
tion of hostilities as possible.
Mayor Godfrey instructed the City Clerk to inform the Alameda Chamber of Commerce
that the Council definitely concurs in its attitude on this subject and it has been
the policy of the Council from the beginning to eliminate these temporary housing
units when the need has been abolished. The Housing Authority of the City of Ala-
meda also agrees with the opinion of the Council and the Chamber of Commerce con-
cerning the removal of all temporary housing and will act accordingly.
The communication and resolution were referred to the Committee of the Whole for
future action.
5:/ From the County of Alameda, Tax Collector's Office, requesting the Council's
approval of sale at public auction of certain tax deeded property situated on the
south line of Buena Vista Avenue, beginning 206.25 feet east of Stanton Street and
more specifically described in the communication.
A letter was also presented from the Deputy Auditor concerning this request, recom-
mending the Council approve the sale of the property in question.
Councilman Jones moved the report of the Deputy Auditor be accepted and that the
County Tax Collector be notified the City Council is agreeable to the sale at pub-
lic auction of the property described above. The motion was seconded by Councilman
Branscheid and on roll call carried by the following vote. Ayes: Councilmen
Branscheid, Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent:
None.
6:/ At this time, Mayor Godfrey presented a letter from Mrs. Loreme R. Beatie,
City Clerk, which he stated he would read with great reluctance. Mrs. Beatie
tendered her resignation as City Clerk of the City of Alameda, effective upon
acceptance by the City Council, and in no event to be later than October 15, 1944.
Mayor Godfrey expressed his regret concerning Mrs. Beatie's resignation and spoke
of her excellent service to the City and her proficiency in the office of City Clerk.
He stated it would be most difficult to replace her.
Mayor Godfrey suggested that no action be taken at this time but the communication
be referred to the Committee of the Whole.
ORAL COMMUNICATIONS:
7. Mr. Frank Gottstein addressed the Council with regard to transportation
difficulties and the great need for continued efforts of City, County and State
officials to procure a second tube under the Estuary between Oakland and Alameda.
Mr. Gottstein was assured that all concerned were taking whatever action possible
for the best interests of the City in this respect.
ORDINANCES FOR INTRODUCTION:
8. Councilman Osborn introduced the following ordinance, after which it was laid
over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Fixing the Rate and Levying a Tax on All
Real and Personal Property in the City of Alameda for
the Fiscal Year 1944-1945, and Apportioning the Same
Among the Several Funds of the City."

9. Mayor Godfrey called upon the City Manager for a report with regard to the
request of Councilman Branscheid, made at the regular meeting of the Council held
August 15, 1944, for an investigation concerning the condition of the street
along theAlameda Belt Line tracks on Clement Avenue, east of Park Street.
The City Manager stated he had submitted a report to the Alameda Belt Line, con-
sisting of photographs of the actual conditions prevalent. Subsequently, he had
received acknowledgement from an official of the Alameda Belt Line, stating the
street repair work was being given active attention and the company hopes to pro-
ceed shortly.
10. Concerning complaints received with regard to the many low-flying aeroplanes,
the City Manager also verbally reported that the matter had been taken up with
Army and Navy Officials and he was assured they had adopted a strict policy of
punishing all offenders by court martial.
RESOLUTIONS:
11. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3034
Approving and Adopting a Budget for the Fiscal Year
1944-1945; Appropriating Certain Moneys for the
Expenditures Provided in Said Budget for Said Fiscal
Year; and Ratifying Certain Expenditures Heretofore
Made."
The motion to adopt said resolution

12. The following resolution was introduced by Councilman Jones, who moved its
adoption:
"Resolution No. 3035
Accepting the Offer of the United States of America
in Connection with Defense Public Work Project
Identified as Project No. Calif. 4-M-341."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,
Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None. There-
upon the Mayor declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Howe, who moved its
adoption:
"Resolution No. 3036
Fixing the Salary of the Position of Sweeper Operator."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3037
Cancelling City Taxes on Property Acquired by the
United States of America."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3038
Adopting Specifications and Provisions for Resurfacing
and Repair of Asphalt and Bituminous Pavement for the
Fiscal Year Ending June 30, 1945."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.

as of July 31, 1944.
17. Annual Report - Goodell, Byers & Henry - City of Alameda, Fiscal
Year 1943-1944.

19. Auditor's Balance Sheet - Month ending August 31, 1944.

BILLS:
23. An itemized List of Claims against the City of Alameda and the General
Departments of the City in the total amount of $788.34, was presented to the
Council at this meeting.
Councilman Branscheid moved the bills as itemized in the List of Claims filed
with the City Clerk on September 5, 1944, and presented to the Council at this
time, be allowed and paid. The motion was seconded by Councilman Osborn and
on roll call carried by the following vote. Ayes: Councilmen Branscheid,
Howe, Jones, Osborn and President Godfrey, (5). Noes: None. Absent: None.
ADJOURNMENT:
24. There being no further business to transact, the Council adjourned to
assemble in regular session on Tuesday evening, September 19, 1944, at 8:00
p. m•
