HELD TUESDAY EVENING, SEPTEMBER 19, • 1944
The meeting convened at 8:00 p. m. with President Godfrey presiding.
ROLL CALL:
The roll was called and Councilmen Branscheid, Howe, Jones, Osborn and
President Godfrey, (5), were noted present: Absent: None.
MINUTES:
1. The minutes of the regular meeting held September 5, 1944, were approved
as transcribed.
WRITTEN COMMUNICATIONS:
2 From the National Housing Agency, addressed to the City Manager, requesting
a letter to that office expressing the attitude of the City Council relative to
the dedication of streets within the Woodstock Housing Project to the City of
Alameda.
Councilman Jones moved the City Manager write to the National Housing Agency
informing it of the Council's unwillingness to accept dedication of the above
mentioned streets but expressing the City's agreeableness to keeping clean the
streets in this area as long as payments of the "In Lieu Taxes" pertaining to
this property are received. The motion was seconded by Councilman Osborn and
unanimously carried.
OPENING OF BIDS:

3. Bids were presented and read for the resurfacing and repairing of asphalt
and bituminous pavement during the fiscal year ending June 30, 1945, as follows:
From Ransome Company
Accompanied by certified check in amount of $16,000.
From Independent Construction Co., Ltd.
Accompanied by certified check in amount of 1,600.
There being no objections, these bids were referred to the City Manager and City
Engineer for study and recommendation.
REPORTS OF COMMITTEES:
4. From E. H. Rogers, Building Inspector, requesting that A. R. Cranston,
Plumbing Inspector, be authorized to attend the Plumbing Inspectors' Conference
to be held in Fresno, October 13 to 15, inclusive, and that a sum not to exceed
575. be allowed to cover his expenses.
This matter was referred to the City Manager.
5. From the Public Utilities Board, with its attached resolution adopted
September 14, 1944, requesting approval by the Council of the sale of certain
transformers to the United Engineering Co., Ltd. for the total amount of
$13,195.45.
There being no objections, the matter was referred to "Resolutions."
6. From the City Manager, with attached certificate of acceptance from the City
Engineer, certifying that the Allied Painters, Inc. have completed the painting
and decorating of the Council Chamber in accordance with City specifications.
The City Manager recommended that this work be accepted.
Councilman Osborn moved the recommendation of the City Manager be adopted and
the work performed under contract between the City and Allied Painters, Inc.
be accepted. The motion was seconded by Councilman Howe and unanimously carried.
ORDINANCES FOR INTRODUCTION:
7. President Godfrey introduced the following ordinance, after which it was
laid over under provision of law and the Charter:
"Ordinance No.
New Series
An Ordinance Amending Ordinance No. 673, New Series,
Entitled, "An Ordinance Establishing a Retirement,
Pension and Insurance System for Officers and.
Employees of the City of Alameda."
UNFINISHED BUSINESS:
8. The resignation of the City Clerk was taken out of Committee of the Whole
for further consideration and action by the Council.
Councilman Branscheid moved the resignation of City Clerk Loreme R. Beatie be
accepted, effective as of October 1, 1944. The motion was seconded by Councilman
Howe and on roll call carried by the following vote. Ayes: Councilmen Brans-
cheid, Howe, Jones, Osborn and. President Godfrey, (5) . Noes: None. Absent:
None.
NEV BUSINESS:

9. The City Attorney, who is a member of the Franchise Committee of the League
of California Cities, verbally requested permission to attend the conference to
be held in Sacramento, September 26 and 27.
Councilman Jones moved the City Attorney be authorized to attend the above men-
tioned conference and that an amount not to exceed $20. be appropriated for his -
expenses. The motion was seconded by Councilman Howe and on roll call carried
by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Osborn and.
President Godfrey, (5). Noes: None. Absent: None.
10. The City Attorney also verbally requested permission to take his annual
two weeks' vacation beginning October 2, 1944.
Councilman Branscheid moved the request of the City Attorney to take his vaca-
tion as specified be granted. The motion was seconded by Councilman Osborn and
unanimously carried.
RESOLUTIONS:
11. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3039
Creating the Position of "Recreation Project
Maintenance and Groundskeeper" in the Recreation
Department of the City and Prescribing the Duties
Thereof."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
12. The following resolution was introduced by Councilman Osborn, who moved its
adoption:
"Resolution No. 3040
Fixing the Salary of the Position of "Recreation
Project Maintenance and Goundskeeper."
The motion to adopt said resolution was seconded by Councilman Jones and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
13. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3041
Adopting Specifications for Furnishing Street
Surfacing Mixtures."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
14. The following resolution was introduced by Councilman Branscheid, who moved
its adoption:
"Resolution No. 3042
Approving Sale of Certain Equipment to United
Engineering Co., Ltd., By Public Utilities Board."
The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
15. The following resolution was introduced by Councilman Howe, who moved its
adoption:

Adopting Specifications and Provisions for Painting
and Decorating Exterior of Fire Station No. 1."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,

upon the Mayor declared said resolution duly adopted and passed.
16. The following resolution was introduced by Councilman Branscheid, who moved

17. The following resolution was introduced by Councilman Jones, who moved its
adoption:

The motion to adopt said resolution was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,

Mayor declared said resolution duly adopted and passed.
18. The following resolution was introduced by Councilman Osborn, who moved its
adoption:

Adopting Specifications and Provisions for Painting
and Decorating Exterior of Fire Station No. 5."
The motion to adopt said resolution was seconded by Councilman Branscheid and on
roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe,

upon the Mayor declared said resolution duly adopted and passed.
19. The following resolution was introduced by Councilman Osborn who moved its
adoption:
"Resolution No. 3047
Appointing City Clerk to the City of Alameda."
The motion to adopt said resolution was seconded by Councilman Howe and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None. Thereupon the
Mayor declared said resolution duly adopted and passed.
ORDINANCES FOR PASSAGE:
20. "Ordinance No. 856,
New Series
An Ordinance Fixing the Rate and Levying a Tax on All
Real and Personal Property in the City of Alameda for
the Fiscal Year 1944-1945 and Apportioning the Same
Among the Several Funds of the City."
Councilman Howe moved the ordinance be adopted as read. The motion was seconded
by Councilman Branscheid and on roll call carried by the following vote. Ayes:
Councilmen Branscheid, Howe, Jones, Osborn and. President Godfrey, (5). Noes:

26. An itemized List of Claims against the City of Alameda and the several
departments thereof in the total amounts as follows was presented to the
Council at this meeting: General Departments, $7,545.67; Civilian Defense
Department, $306.87; Police Department, $1,353.33; Civil Service Department,
$94.21; Pound. Department, $55.35; Fire Department, $1,317.85; Street
Department, $1,177.39; Health Department, 951.88; Recreation Department,
260.53; Federal Recreation Facilities, $439.37; Park Department, $1,645.61;
Golf Course Department, $871.61; Store Department, $397.02; Social Service
Department, $144.51; Street Improvement Fund, $2,079.89; Initiative Relief
Fund, $75.50 and East Bay Municipal Utility District Fund, $2,404.37.
Councilman Branscheid moved the bills as itemized in the List of Claims filed
with the City Clerk on September 19, 1944, and presented at this time, be
allowed and paid. The motion was seconded by Councilman Osborn and on roll
call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones,
Osborn and President Godfrey, (5). Noes: None. Absent: None.
ADJOURNMENT:
27. On motion of Councilman Branscheid, seconded by Councilman Jones, the
meeting adjourned in respect to the memory of Charles B. Morris, former
Councilman and, at the time of his death, a member of the Civil Service
Board of the City of Alameda.
The City Clerk was instructed to write a letter to Mrs. Morris, expressing
the sympathy of the members of the Council and their appreciation of Mr.
Morris' excellent services to and interest in the City of Alameda.
The Council then adjourned to assemble in regular session on Tuesday evening,
October 3, 1944, at 8:00 p. m.
