1943-03-02 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA HELD TUESDAY EVENING MARCH 2, --------- 1943 The meeting convened at 8:00 p. m. with President Godfrey presiding. ROLL CALL: The roll was called and. Councilmen Branscheid, Howe, Jones, Maurer and. President Godfrey, (5), were noted present. Absent: None. MINUTES: 1. The minutes of the regular meetin,c, held. February 16, 1943, were approved as transcribed. WRITTEN COMMUNICATIONS: 2' Alameda Belt Line, with regard to the appointment of a member to its Board of Directors, to represent the City of Alameda in the place and stead of former City Manager Charles R. Schwanenberg. There being no objections, the matter was referred to n-ew Business". 3. From the Alameda Junior Chamber of Commerce, requesting adoption of an ordi- nance by the City Council, prescribing penalties for trespassing on, or the will- ful destruction of, properly posted "Victory Gardens" in the City of Alameda. This matter was referred to the City Attorney for study and recommendation. ORAL COLZIRTNICATIONS: yr 4. The City Manager reported on various phases of the present transportation situation and related certain data he had obtained from the Key System with regard to numbers of buses and "peak" loads. He has requested a recommendation from the Railroad Commission concerning facilitating the loading of passengers for Alameda at the railroad terminal in San Francisco. This report should be ready for pre- sentation to the Council at its next meeting. The Mayor requested the City Manager to approach the Key System on the possibility of it furnishing one or two buses around the hour of 8:00 a.m., to take care of the transportation of shipyard loads exclusively. REPORTS OF COMMITTEES: 5. From the Mayor, City Manager and Auditor, submitting report on the Count of Money held February 17, 1943, stating there was at that time the sum of $807,985.46 in the City Treasury. There being no objections, the report was accepted and ordered filed. 6. From the City Manager, recommending that certain junk brass, bronze and alumi- num, which has accumulated and is now under the jurisdiction of the Street Depart- ment be sold at prevailing prices. Councilman Branscheid moved the recommendation of the City Manager be adopted and that he be authorized to sell this junk at prevailing market prices. The motion was seconded by Councilman Jones and unanimously carried. 7. From the Social Service Board, requesting permission to allow Mrs. Phyllis McCoskey, Public Welfare Supervisor, to attend the California Conference of Social Work to be held in Los Angeles from May 10, to 14, 1943, and to grant the amount of $75. for her expenses. Councilman Howe moved the request of the Social Service Board, that the Council authorize the attendance of Mrs. Phyllis McCoskey at the California Conference of Social Work in Los Angeles, be approved and an amount not to exceed $75. be allowed to defray her expenses - this sum to be derived from the Social Service Department budget. The motion was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and. Presi- dent Godfrey, (5) . Noes: None. Absent: None. S. From the Building Inspector, recommending the refund of building permit fee in the amount of $263.21 to Ben C. Gerwick, Inc. and Healy Tibbitts Construction Co. This sum was paid in connection with construction of a wharf at Bethlehem- Alameda Shipyard, Inc. which has now been determined to be the property of the United States Government and therefore exempt from building permit fees. Councilman Branscheid moved this fee be returned to the contractors above desig- nated and that a warrant be drawn for said amount. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Council- men Branscheid, Howe, Jones, Maurer and. President Godfrey, (5). Noes: None. Absent: None. 9. From the Building Inspector, recommending the refund of building permit fee in the amount of $106.50 to Chas. Stockholm & Sons. This sum was paid in connec- tion with construction of a field office building at Bethlehem-Alameda Shipyard, Inc. which has now been determined to be the property of the United States Govern- ment and therefore exempt from building permit fees. Councilman Howe moved this fee be refunded to the contractors above specified and that a warrant for said amount be drawn. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Brans- cheid, Howe, Jones, Maurer and. President Godfrey, (5). Noes: None. Absent: None. 10. From the City Manager, recommending that Louis Schmitz, Assistant Engineer, be authorized to attend the Civilian Protection Training Course to be held at Stanford. University from March 7, to 12, 1943, and that a sum not to exceed $25. be appropriated to cover his expenses. Councilman Jones moved the recommendation of the City Manager be approved and Louis Schmitz be authorized to attend the above mentioned course and an amount not to exceed $25. be allowed to defray his expenses. The motion was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. NEW BUSINESS: 1 . Councilman Maurer moved City Manager Don. C. McMillan be appointed as a member of the Board of Directors of Alameda Belt Line, to succeed Charles R. Schwanenberg. The motion was seconded by Councilman Howe and unanimously carried. 12. A communication dated February 16, 1943, was presented from the Alameda Defense Council stating that after futile attempts had been made to buy or rent a discing machine to use in the rebuilding of certain trucks needed by the Auxi- liary Fire Department, it was found necessary to rent such a machine owned by Mr. Willie Borchardt, City employee. The amount of $36. for said rental is now due Mr. Borchardt and a warrant has been prepared for that amount. Councilman Branscheid moved the payment of the sum of $36. be made to Mr. Bor- chardt for rental of a discing machine and that passage of the warrant be ap- proved. The motion was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and Presi- dent Godfrey, (5). Noes: None. Absent: None. RESOLUTIONS: 13. The following resolution was introduced by Councilman Howe, who moved its adoption: "Resolution No. 2836 Creating Additional Position of Deputy City Clerk of the City of Alameda." The motion to adopt said resolution was seconded by Councilman Branscheid and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. There- upon the Mayor declared said resolution duly adopted and passed. 14. Councilman Howe moved the order of business now revert back to "Reports of Committees". The motion was seconded by Councilman Jones and unanimously carried. REPORTS OF COMMITTEES: 15. From the City Clerk, appointing Robert A. Worden to the position of Deputy City Clerk of the City of Alameda to act as such without compensation. There being no objections, this matter was referred to "Resolutions". 16. Councilman Jones moved the order of business now be resumed under "Resolutions". The motion was seconded by Councilmnn Branscheid and unanimously carried. RESOLUTIONS: 17. The following resolution was introduced by Councilman Branscheid, who moved its adoption: "Resolution No. 2837 Approving Appointment of Robert A. Worden as Deputy City Clerk." The motion to adopt said resolution was seconded by Councilman Howe and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. 18. The following resolution was introduced by Councilman Maurer, who moved its adoption: "Resolution No. 2838 Approving Specifications for the Cleaning Out of Vitrified Iron Sewer Pipe in Eighth Street and Directing the City Clerk to Advertise for Sealed Bids." The motion to adopt said resolution was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and. President Godfrey, (5). Noes: None. Absent: None. Thereupon the Mayor declared said resolution duly adopted and passed. ORDINANCES FOR PASSAGE: 19. "Ordinance No. 823, New Series An Ordinance Authorizing Execution of an Agreement Between the City of Alameda, United Engineering Company, Ltd., and the United. States of America." Councilman Branscheid moved the ordinance be adopted as read. The motion was seconded by Councilman Jones and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones and President Godfrey, (4). Noes: None. Not Voting: Councilman Maurer, (1). Absent: None. FILING: 20. Financial Statement - Goodell, Byers & Henry - City of Alameda, as of January 31, 1943. 21. Financial Statement - Goodell, Byers & Henry - Bureau of Electricity - Month of January, 1943. 22. Auditor's Balance Sheet - Month ending February 27, 1943. 23. Specifications - Cleaning out of vitrified iron sewer pipe in Eighth Street. BILLS: 24. An itemized List of Claims against the City of Alameda and the several departments thereof in the total amounts as follows, together with two addi- tional warrants for the refund of building permit fees, payable to Ben C. Gerwick, Inc. and Healy Tibbitts Construction Co. and. Chas. Stockholm & Sons, Contractors, were presented to the City Council: General Departments, $587.71; Civilian Defense Department, 6.00; Fire Department, $656.11 and. Initiative Relief Fund, $40.50. Councilman Jones moved the bills and claims against the City, and the two additional warrants authorized by the Council, in the amounts listed and itemized in the List of Claims filed with the City Clerk on March 2, 1943, and presented to the Council at this meeting, be allowed and paid. The motion was seconded by Councilman Maurer and on roll call carried by the following vote. Ayes: Councilmen Branscheid, Howe, Jones, Maurer and President Godfrey, (5). Noes: None. Absent: None. ADJOURNMENT: 25. Councilman Branscheid moved the Council adjourn to assemble in adjourned regular session on Tuesday evening, March 9, 1943, at 6:15 p. m.
